We publish a statement by Russian scientists of July 27, 2018 on the situation with the Federal Service for Supervision of Education and Science.
We, members and professors of the Russian Academy of Sciences and members of the July 1 club, with great anxiety and bewilderment, follow the preparation of the Decree of the Government of the Russian Federation on expanding the sphere of responsibility of Rosobrnadzor, including the scientific institutions of the Russian Academy of Sciences. This decision is fundamentally contradicting the function of the Russian Academy of Sciences as the supreme expert body of the country in federal legislation in the field of science.

In addition, the results of the activities of Rosobrnadzor indicate the absence of a competence necessary to evaluate high -level scientific and educational organizations. The work of educational organizations is evaluated by him on the basis of artificial, purely bureaucratic indicators that have nothing to do with real scientific and educational work.
In addition, Rosobrnadzor entrusts this extremely responsible work for people who not only have any authority in the scientific community and have not proved their competence, but also convicted of gross violations of scientific ethics, in particular in defense of dissertations that have multiple incorrect borrowings, and in the participation of such dissertations. We are talking about people who can not be allowed to be allowed to the sphere of science and education, but instructed them to decide the fate of higher educational institutions - the top of absurdity and incompetence.
Such activities of Rosobrnadzor have already led to severe consequences, putting the best humanitarian universities in the country. Recently it was decided to recall state accreditation from the Moscow School of Social and Economic Sciences. The nature of the claims made to her, as well as the composition of the experts who prepared this decision, is the next manifestation of the above features of the activities of Rosobrnadzor.
Considering that a year earlier, again, for formal and far-fetched reasons, the same department, in fact, stopped the activities of another authoritative in the scientific community of the university-the European University in St. Petersburg-the activities of Rosobrnadzor are becoming more and more similar to the purposeful destruction of leaders of modern higher education in Russia.
The transfer of Rosobrnadzor also scientific institutions will lead to catastrophic consequences. One can only guess how destructive for Russian science can be the activities of “experts” who believe that managers do not need English, and the leading world specialist in Roman law does not have the right to lead the law faculty.
We are firmly convinced that decisions adopted by Rosobrnadzor recently require not endowing it with new functions, but on the contrary, a thorough analysis of the quality of his work by independent expert bodies. They should not only evaluate the validity of these decisions, but also express their judgment in the principle of the appropriateness of the existence of this department. From our point of view, the Russian Academy of Sciences, of course, could act as one of the initiators and organizers of such an examination.
We believe that of the currently existing institutions in Russia, only the Russian Academy of Sciences can ensure the examination and quality control of scientific and educational institutions on the merits, and not on the basis of bureaucratic indicators deprived of meaning. Therefore, the relevant functions of Rosobrnadzor should be transferred to the Russian Academy of Sciences, which would correspond to the current law on RAS, according to which it is the main expert body in the country.
