Deputy Konstantin Zatulin submitted a draft amendment to the law “On Citizenship” to the State Duma, Gazeta writes . This amendment should make life easier for tens of thousands of Russians, whose rights have so far often been violated by passport officers. We are talking about former citizens of the USSR, registered as of February 6, 1992 (when the law “On Citizenship” came into force) in other CIS republics, but in fact by that time had been living in Russia for a long time. Now they have to prove their right to Russian citizenship in court, but even if the decision is positive, many are not issued passports: passport officers explain this by the lack of departmental instructions. Meanwhile, if the amendment is adopted, the passport and visa departments of the Federal Migration Service (PVO FMS) of the Russian Federation will no longer be able to ignore court decisions. Zatulin proposes to oblige all employees responsible for issuing citizenship in the air defense to take into account the court verdict that established the place and time of residence of the citizenship applicant. In addition, the amendment will affect not only forgetful Russians, but also former prisoners who found themselves after prison without any documents.
