The Russian Football Union (RFU), as is now accepted, decided to hold a popular discussion. A kind of “football law” was made for discussion, more precisely, “the draft rules for ensuring the safety of spectators at stadiums during football matches”. The disgrace in stadiums has already become unbearable. Football turned into a mixture of a zoo, circus, a crazy house and a radical gathering. Fans are fighting among themselves, fighting with the police - and as a result, normal people almost do not go to football, they discuss the game only in a criminal context, and fans are firmly associated with racism, extremism, nationalism and other Izmas.

They say that somewhere in the bowels they invent a special law on fans. What kind of law is this is not very clear, but fans are already holding noisy promotions under the conditional name "Our stands are our rules." And now the RFU offers us a set of its rules, which, in theory, should provide a joyful and pleasant atmosphere in the stands.

13 pages of text and tables. I studied them and came to some conclusions. I absolutely do not want to fade about what was written, although there are really funny fragments there. For example:

3.2.4. Support means containing words and expressions in the state languages ​​of the republics of the Russian Federation must have a translation certified by the club.

3.2.5. Support means containing words and expressions in a foreign language must have a notarized translation;

3.2.6. Support means containing abbreviations and combinations of numbers must have a written explanation of the meaning of abbreviations and combinations of numbers certified by the club.

I can’t imagine the situation for fans to come to a notary public with a piece of matter in order to assure the translation - if only because it is often physically impossible to do. Much is made on the eve of the match, sometimes and reasons for composing banners appear at the last moment. And if there is another weekend or holidays, then there is no notary. Or, for example, foreign fans with their banners in their languages ​​will come to us - and how can they be without a notarized translation?

5.1.7. Finding on the buildings and designs of the stadium not intended for the use of the audience (facades, fences, walls, fences, barriers, lighting pillars, television chambers, trees, roofs, etc.).

This item has already been dubbed a “ban on Spider-Man”, perched on the facade for illegal viewing of the match. In addition, there is a practice to watch football from the balconies and roofs of neighboring houses - does this fall under the ban? After all, it is not said that this is only about stadium buildings.

There are essentially erroneous paragraphs, say, such a ban:

5.1.6. The use of elements of clothing, other items or methods in order to hide the face, both when passing to the stadium, and while being on it.

Half of the championship is held in the cold, when his face freezes and has to sometimes close it entirely - including club scarves. In the presence of common sense, a policeman should not detain such fans. And if someone wants to complain? The occasion will be excellent.

A series of "banana" scandals gave rise to the following point:

5.1.4. Throwing objects, including vegetables, fruits or liquids of any kind in a container or without, in the direction of the participants in the match, spectators, other persons, as well as in the direction of the football field or to the football field itself.

But I would like to remind you that if in Samara in Roberto Carlos the “fruit”, that is, a banana, they threw it, then in St. Petersburg this banana was shown to him with a teaser. That is, without violating anything even according to the new rules.

A scandal using a stamper shocker in the lower against the Zenit football player Lazovich and another scandal with the beating of St. Petersburg fans by the Makhachkala riot police by chance or not, but they were reflected in the following points:

6.3. As a general rule, the responsibility for safety directly inside the stadium in the sports arena is the organizer of the match. The police are responsible for ensuring the law enforcement around the stadium in the adjacent territory.

6.4. The order at the stadium is monitored by stewards, which should, as a rule, enter the club system of security service and undergo periodic training in the programs established by the RFU. Employees of Chopov, involved in the organizer of the match to ensure the law and order at the stadium, unless otherwise determined by the organizer of the match, have the rights and obligations of the stewards, as well as additional rights and obligations in accordance with the legislation of the Russian Federation on private security enterprises.

6.10. If the steward does not manage to independently prevent the illegal actions of the audience, the head of the stewards is obliged to immediately inform the police about the situation by means of communication. In this case, the police act independently according to the instructions approved by the Ministry of Internal Affairs of the Russian Federation, in accordance with the Federal Law of the Russian Federation “On the Police” and other regulatory acts that do not contradict the legislation of the Russian Federation. At the same time, the stewards must in every possible way provide assistance to the police in the framework of their powers.

This is what has been talked about for many years, what is simply necessary to do. What was done in England after a series of tragedies in stadiums led to the excommunication of English clubs from international competitions. Instead of stupid tightening of measures and turning the stadium into a concentration camp there, on the contrary, they removed the grilles separating the field from the stands, removed the police from the arenas, but introduced stewards and volunteers, attracted the fans themselves to ensure order in the sectors, and total video surveillance was installed behind the sectors. These measures have proven their full efficiency. It was not quite possible to re -educate English fans. They are still regularly begging abroad, at the world and European championships. But they have order at home, because at home this order is perfectly organized. However, there is a reservation in the project:

6.18. At matches with a high degree of risk (determined by the joint decision of the RFU, League and Police bodies), the following measures must be taken:

6.18.5. Constant monitoring of the stadium and the constant presence of the police in the stadium (in the sports arena).

This item can completely disavow the previous ones. Unrest does not occur in all games. And only on the most fundamental, in which Spartak, CSKA, Dynamo, Zenit participate. It is their fans that are especially “active”. And it is for these matches that riot police are supposed to be directed. It will turn out the same thing as now.

Even in the project there is a long list of what is possible and what cannot be carried, up to the size of flags, banners and drums. And many, many others are “possible” and “impossible”. And all this fiction gave birth to me in the feeling that the authors of the document are trying to tame chaos. Trying to take into account all occasions, describe all situations, plug all loopholes. Although practice shows that the fantasy of fans knows no boundaries, they treat their work as their favorite work, as creativity, and those who fight with them are as a hard service. Therefore, after the adoption of these rules, it turns out very quickly that they need to compose additions and clarifications to them. Then other corrections and improvements. And so without end.

The trouble is that these rules do not eliminate several important problems. And the first of them is the observance of the written. After all, pyrotechnics can not be taken to the stands. And now there you can’t swear there and insult someone by the national and racial attribute. But all this is, and is not in a single manifestation, but in total and systematic. Stadiums in smoke, matyugs and bananas. Violation of laws does not lead to any consequences at all. The incident with a banana in St. Petersburg was furious because it was Peter and could suffer Zenit. But in Samara they really wanted to find a bully, throwing a banana. And so far they have not even attacked a trace.

The second problem is that in society there is no clear understanding of what is good and what is bad. Banana against Roberto Carlos in the mass consciousness is not only racism, but in general any serious misconduct. Accordingly, the banana thrower feels calmly on the rostrum, none of those around him will condemn him or give out. And the police do not see crimes in this and does not tear the veins in search of this master.

The police, by the way, is the third problem. Because she does not enjoy the slightest respect - once, and she is not a standard of compliance with the rule of law and a model of exemplary behavior - two. Cases with an electric shocker and exhausting fans in Makhachkala are simply the latest, but far from the only examples.

As for the fans, this is a vast topic at all. But now there is no point in talking about social roots and other causes of their outrages. If only because the draft security rules is not an educational document. This is a technical thing. Trying, as I said, to tame chaos. Having sighed heavily, I can only wish the authors of the project of good luck and constructive discussion.
