Dmitry Medvedev, who is considered the President of the Russian Federation, made a number of next sensational statements. This time, according to the pro -Kremlin liberals, he made revolutionary changes in the field of foreign policy. Medvedev shocked the foundations, turning to 150 Russian ambassadors, as well as senior employees of the central apparatus of the Ministry of Foreign Affairs.

They learned a lot of interesting things. For example, that Russia should create “special modernization alliances with our main international partners. With whom? First of all, with countries such as Germany, France, Italy, with the European Union as a whole, with the United States of America. ” A completely revolutionary proposal, if we keep in mind that relatively recently, the head of the foreign policy of our country predicted the sunset of European civilization. And the National Leader, a few years ago, remembered, discussed the gentlemen in cork helmets, who sleep and see how to impose their colonial rule of Russia. And here, not only we do not give any excavation, the Kremlin simply begs for these same, in cork helmets, they would simply have been overwhelming us with their advice and recommendations.

The president only casually noted that “we, of course, are opposed to one -way approaches to the problems of the pro and against the placement of weapons in outer space” and that “we would like the alliance (meaning NATO - A.G.) to complete its transformation,” but suggest that we concentrate on cooperation and interaction with both the United States and with NATO. Thus, the rejection of the main directions of Russian foreign policy was actually declared, when Moscow contrary to reality pretended to be terribly preoccupied with military threats from American Pro and NATO expansion to the east. And what is the clearly formulated Medvedev displeasure of Iran’s nuclear policy, albeit somewhat softened by calls for negotiation.

And the president completely plunged, according to some witnesses, Midovtsev in awe and complete bewilderment when he announced three main priorities of diplomatic work. And this is the full assistance of modernization, the fight against crime, and you will not believe, "strengthening the institutions of Russian democracy and civil society."

Whatever the Midovites were forced to do, but the strengthening of democratic institutions was certainly never included in their most important priorities. Medvedev seems to be aware of the non -triviality of this task and therefore embarked on explanations. To begin with, he is carefully justified, explaining that we can only talk about domestic interpretation of democracy standards: “Democracy standards cannot be imposed unilaterally, and we know this perfectly from our own experience, they also try to impose them on us. They should be produced jointly taking into account the opinions of all interested states, including those states where democracy has recently established itself, and this is our state or those states where democracy has not yet been established, and everyone knows perfectly well what states are being discussed. Such jointly developed standards can be followed precisely without hypocrisy and without coercion, that is, this is what we are negotiating about. ” At the same time, the president still does not know that Iranian, North Korean, as well as Russian democracy standards are somewhat different from those adopted in countries with which Russia intended to build all these modernization alliances.

According to Medvedev, the tasks of diplomats to support Russian democracy are to “involve the world intellectual elite and non -governmental organizations in the discussion of these issues at our discussion venues, it is more actively working with them.” That is, embassy workers must commit the impossible: to convince the world intellectual elite that there is democracy in Russia.

Medvedev’s reasoning regarding the main foreign policy initiative of his presidency - the conclusion of a European security agreement is even more doubtful. Someone convinced the Russian president that “the initiative, which was met very cool, if not frankly, in hostility, is now still becoming the subject of interested discussion, and not only with our traditional partners, such as Germany, France, Italy, but in general with most participants in the Euro-Atlantic Security System.”

To reality, all this has nothing to do. The truth is that Merkel, Berlusconi, Sarkozy, who completely do not consider the introduction of new warranties of military security for Europe at all, do not want to offend Medvedev a direct refusal. Therefore, the initiative was sent to the OSCE for endless discussion. The most interesting thing is that there is nothing to discuss yet. It has just become known: the Department of Foreign Policy of the Presidential Administration ordered research work on the topic “Treaty on European Security: substantive content, methods of implementation, goals”, promising as much as 200 thousand rubles for all work. Obviously, over two years, the foreign policy department was never able to fill the presidential initiatives with any intelligible content.

Medvedev, however, is aware of the degree of inertia of the Mid officials. Therefore, in his speech, he calls on the diplomatic chiefs to “take off the show” and abandon the stereotypes, even if they were learned to MGIMO. However, I suspect, it is not only a matter of the inertness of the Midders. When the boss calls for a radical breakdown, it is important for a serving person to know: this is seriously, for a long time? I remember what hatred the personnel Soviet diplomats perceived the innovations of Gorbachev. But there was nowhere to go: the Secretary General of the CPSU Central Committee was the highest power in the country. What, alas, cannot be said about Dmitry Anatolyevich. Medvedev is not able to dismiss not only the Minister of Foreign Affairs, but even the main sports boss. And the right words to say is not a trick. However, when trying to turn them into affairs, it will inevitably become clear: all Medvedev innovations are a refusal (at least in words) from the practice of Putin's rule.
