We thought for a long time

Yesterday, the Moscow City Duma adopted in the first reading the draft Moscow Code of Administrative Offences. They thought about the law for a year and a half, the authors assure that it will be a “legal bestseller.” They decided to regulate absolutely everything that interferes with the lives of Muscovites - liability is provided for fortune-telling, begging, pestering citizens in public places, roofs of houses not cleared of snow, refusal to admit a child to school. True, all these offenses are punishable, according to the new code, with very minor fines.
