| The historical certificate of Ingush (self -name G1alg1AI) - autochthonous indigenous people of the central part of the North Caucasus - lived in the mountains, gorges and foothills, in the upper reaches and in the middle course of the Terek, which is confirmed by historical, ethnographic, geographical and other sources of Russian and foreign scientific documents. Representatives of the Balkan-Caucasian race, they are part of the Nakh-Dagestan group of the Caucaso-Iberian family of languages, profess the Islam of the Sunni direction since the 19th century. According to the latest census (1989), there were 215,068 people in the North Caucasus (163,762 people lived in the suburban district by this time). The very first scientific description of the Ingush territory made in 1770 an academician of the Russian Academy of Sciences A.I. GULDENSTETT.ON reported: 24 Ingush villages are located at the exit from the mountain gorges of the river. Cambilee and r. Sunzhi (modern suburban district). They were grouped in two “colonies”, called the Russian colonialists “Big Angushta” and “Small Angousshs” - by the name of the ancient Ingush village of Ongusht, which gave the modern name of the people - the Ingush, and now called s. Tara. The village of Ongusht was the center of Bolshoi Ingushetia, and the village of Sholkhi (now the village of Oktyabrskoye) was the center of Malaya Ingushetia. Yu. Klaprot, describing the Ingush territories in 1812, was fixed by the Ingush village of Zaurovo four miles from which in 1784 the Vladikavkazskaya fortress was laid (since 1860 the city of Vladikavkaz). There were no Ossetian villages in the vicinity of the latter at the beginning of the 19th century, with the exception of several settlements on the left bank of the R. Terek. The active nature of the resettlement of Ossetians began after 1822 years by order of General A. Ermolov. The main direction of the migration of the Ossetian ethnic group from south to north developed on the left bank of the R. Terek River and the Kambileevka River in the middle reaches. In 1836, the Office of the Vladikavkaz commandant with the rights of the district administration was created, which included the entire Ingush population and part of Ossetian. In 1840, in the Vladikavkaz district there were 24,234 Ingush and 13,895 Ossetians. In 1858, Ingush and Ossetians were included in the Military Ossetian District with the Center for Management in Vladikavkaz. Later, the military-Ingush district was allocated from it. With all the reorganization of the administrative-territorial structure of the North Caucasus, the Center for the Administrative Department of the Ingush remained the city of Vladikavkaz. After the end of the Caucasian War (1851), the Muslims were repaired by obstacles for living in cities, but nevertheless, entire quarters in Vladikavkaz belonged to the Ingushs. The colonization of the North Caucasus led to the appearance of Cossack villages in the place of the Ingush villages: on the site of Hajiren-Yurt, the village of Nesterovskaya arose, on the site of the village of Akhki-Yurt-the village of Akhkiyurt (later renamed Sunzhenskaya), on the site of the village of Ongusht (Angouss)-the village of Tarskaya, etc. In the process of Russian expansion of Ossetians who accepted Orthodoxy, they began to conquer around Vladikavkaz fortress on the left bank of the Terek. The new page of violent redistributions of ethnic Ingush territories began after 1917 with the coming to power of the Bolsheviks. On January 1920, 1921, the Goro Autonomous Soviet Socialist Republic with the capital in Vladikavkaz was formed common for all peoples of the central part of the North Caucasus. On July 7, 1924, the Mountain Republic was liquidated. Ingushetia and North Ossetia became independent autonomous regions, which are part of the North Caucasus Territory, which had an administrative center in Rostov-on-Don. From 1924 to 1934, Vladikavkaz was the capital of the Ingush and North Ossetian Autonomy. The city was divided into two parts along the Terek-the right bank, where the Ingush administration was located, and the Left Bank-the North Ossetian administration, respectively. On January 15, 1934, a strong-willed decision from the center was formed by the Chechen-Ingush Autonomous Region, later transformed into an autonomous republic with the capital in Grozny. All bodies of the Ingush administration, cultural and educational centers from Vladikavkaz were transferred to the new capital. Prigorodny (Bazorkinsky) district as the historical homeland of the Ingush, along with the territory of the Ingush AO, entered the Chechen-Ingush autonomy and was in its composition until 1944. On February 23, 1944, all the Ingush, together with the Chechens, were subjected to total deportation on the basis of the Stalin Decree. According to the Decree of the Presidium of the Supreme Soviet of the USSR of March 7, 1944 and the Law of the RSFSR dated June 25, 1946, the Chechen-Ingush Autonomous Soviet Socialist Republic was liquidated. It was restored by the Office of the PVS of the USSR of January 9, 1957. Moreover, without any Legislative registration of the territory of the suburban and part of the Malgobek districts, which constituted the territory of Ingushetia, were left under the jurisdiction of the Autonomous Soviet Socialist Republic. According to the Constitution of Chi of the Autonomous Soviet Socialist Republic (Article 14), which was operating until 1978, these territories belonged to Chi Autonomous Soviet Socialist Republic, and in accordance with Article 15 of the same constitution, the border of the republic could not be changed without its consent. Returning from the deportation (Kazakhstan and Kyrgyzstan) of the Ingush of the suburban region by a clear order settled on their ethnic lands, torn in favor of North Ossetia. The leadership from the Autonomous Soviet Socialist Republic adopted several decisions (1956, 1982 and 1990), which limited the registration, purchase of housing and the allocation of land plots to Ingush. The anti -constitutional actions of the authorities of North Ossetia all the years after the return of the people from deportation led to violations of civil rights, discrimination of the Ingush in the suburban area. In January 1973, the Ingush reached a rally in Grozny, demanding a return of their ethnic territories. This was followed by the so -called “velvet” repressions against all the Ingush who took part in the shares of national civil disobedience: they were fired from work, excluded from the CPSU, used administrative measures, and the initiator of the rally of D.D. Kartoev was arrested and prolonged. On November 14, 1989, the USSR Armed Forces adopted the Declaration "On recognition by illegal and criminal repressive acts against peoples undergoing forced relocation and ensuring their rights." On December 11, 1990, the Congress of People's Deputies of the RSFSR adopted a resolution “On the victims of political repression in the RSFSR”, which, in particular, indicated “to develop and adopt legislative acts on rehabilitation and complete restoration of the rights of the repressed peoples and citizens of the RSFSR”. On April 26, 1991, the Armed Forces of the RSFSR adopted the law “On the rehabilitation of repressed peoples”, the 3rd and 6th articles of which provide for territorial rehabilitation. However, the authorities of North Ossetia with the obvious approval of the federal center continued and continue to carry out their jurisdiction in the suburban area, referring to the thesis about ensuring the “territorial integrity” of North Ossetia and pointing to the Constitution of the Russian Federation, according to which the borders between the subjects of the Federation can be changed only by mutual consent of the subjects. The Federal Center and the Ossetian leadership at the same time ignore the criminal Stalin redistribution in 1944 in favor of North Ossetia, violating Art. 15 of the Constitution of the Chechen-Ingush Autonomous Soviet Socialist Republic, according to which "the territory of Chi of the Autonomous Soviet Socialist Republic cannot be changed without the consent of the Chechen-Ingush Autonomous Soviet Socialist Republic." In addition, in Art. 67 of the Constitution of the Russian Federation refers to the "own territories", namely: "territory, Antheated is illegal, not their own. " Which also appears from the declaration "On the recognition of repressive acts against the peoples illegal and criminal ...". Intentional opposition to the law “On rehabilitation ...” is directly related to the non -fulfillment of the Decree of the Armed Forces of the Russian Federation of April 26, 1991 “On the procedure for the introduction of the Law of the RSFSR“ On Rehabilitation ... ”. The 2nd paragraph of this resolution imposed an obligation for the Council of Ministers of the Russian Federation by the end of 1991 to practically restore the legal rights of each repressed people and accept relevant legal acts. In addition, in paragraph 2 of the decision, it was said that “until the introduction of the legislation of the RSFSR in accordance with the Law of the RSFSR“ On Rehabilitation ... ”, the current acts of the legislation of the RSFSR and the republics, Member of the Russian Federation are applied because they do not contradict this law. ” For some reason, the leadership of North Ossetia was allowed to evade the execution of the order of this resolution, in accordance with which the supreme councils of all republics that are part of the RSFSR at that time were to “bring the legislation of these republics into line with this Law.” The non -fulfillment of the laws by senior officials of North Ossetia for two and a half years dangerously exacerbated the situation in the region: a series of unpunished criminal offenses against the Ingush committed on the eve of October 1992, naturally led to a catastrophe. On April 19, 1991, the Supreme Council of North Ossetia in the suburban district and Vladikavkaz introduced a state of emergency, which gave an impetus to a whole series of murders, arson, crimes against citizens of Ingush nationality of both sexes and regardless of age. From April to October 1992, 25 Ingush were killed and not a single guilty was found or punished. On the night of October 22 to 23, he was killed and burned in the village of Yuzhny Ingush Ibrahim Khautiev; A few days later, Comrade Pugoev was brutally killed in Beslan; On October 20, 12-year-old Madina Gadabor-Shev was crushed in the village of Oktyabrsky BTR; October 30 in with. During the so -called "teachings", Yandiev Murat Osmanovich was killed ... The very negative factor that led to military operations in the suburban area was the presence of refugees on the territory of North Ossetia - Ossetians from Georgia, who were deliberately resettled in the suburban area. Their presence in North Ossetia sharply strengthened the Antingush sentiments, aggravated the criminal situation, since it was at the expense of the Ingush population of the suburban region that the leadership of North Ossetia sought to solve the consequences of the conflict of South Ossetia in the desire to ensure compact residence of Ossetians. A huge number of documents and materials (see the report “On mass violations of the rights of citizens of Ingush nationality in the Russian Federation. 1992-1995”, prepared by the Ingush “memorial”) indicates that the country's top leadership in the person of B.N. Yeltsin and The Supreme Council of the RSFSR knew that the situation in the North Caucasus and in the area of the suburban region was explosive. By virtue of which the emergency regime was carried out by the forces and means of all the military of the troops of the regular army, as well as the internal troops of the Ministry of Internal Affairs of Russia. From the official documents of those years, it follows that the federal authorities contributed to the creation of illegal armed groups of North Ossetia in the area of the suburban region. We are talking about the so -called "national guard" and "folk militia." Armored vehicles, weapons were transferred to them through the Ministry of Defense, the Ministry of Internal Affairs of Russia under the pretext of ensuring the so -called peacekeeping battalion in South Ossetia and the regiments of the PPS in North Ossetia. The certificate “On the circumstances of the emergence of the Ossetian-Ingush conflict, its development and the role of the federal authorities and administration” directly states the conscious efforts of the Center for the militarization of Ossetia. The capture of weapons from military warehouses, the purchase of armored vehicles by collective farms was "normal" Practice in the subject of the RSFSR - North Ossetia - on the eve of the tragedy in the suburban area. The decrees of the Council of Ministers of North Ossetia (No. 17 of 01/18/90, No. 42 of 12.05.92) directly stated that 610 staffing employees were additionally accepted to the police, including 445 policemen of the patrol service, 165 precinct inspectors, 71 cars, 6 motorcycles, 6 video recorders, and the Ministry of Internal Affairs of North Ossetia replenished its weapons in the amount of 1303.5 thousand rubles. Enterprises, organizations, collective farms and state farms were proposed to create voluntary squads to protect law enforcement and at the state level, the issues of their supply of small arms and means of communication were resolved. From June 1991 to November 1992, with the permission of all special departments of the federal level, transferred to North Ossetia through the Ministry of Internal Affairs of Russia: -21 BRDM-2 with night vision devices, radio stations and filter-based installations (moreover, this military reconnaissance wheeled vehicle was transferred under the management of agriculture of the suburban district); - 14 “Kamazov” with ammunition and 14 units of small arms (the capture of unknown central artillery base in Vladikavkaz was staged. The chairman of the Council of Ministers of South Ossetia (!) Oleg Thesis) led this operation; -a train with 24 units of the BTR-80 with full weapons; -on one day (November 4, 1992)-1 BRDM, 185 mm gun, 2 BMP guns, 307 Automatians, 788 pistols, 15 machine guns, 93 carabiners and ammunition. In total, the Genocide Ingush in the suburban area was provided: the Ministry of Internal Affairs of North Ossetia had 1085 automatic machines, 304-might of Stechkin's automatic pistols, 113-tu anti-tank grenade launchers, 11th anti-aircraft guns, 68 large-caliber machine guns, 36th armored personnel carriers, 1016 times Grenades, 53 units of the BTR-80, 4 units of BMP, as well as anti-aircraft installations of the Zu-23 and 36-a-tp of the Shilka anti-aircraft installations. By this technique and weapons, the Federal Center was supplied by the National Guard and the “People’s Militia” of North Ossetia in peacetime! As was precisely said in the work of the leading ethnologist of the country V.A. Tishkov “Ossetian-Ingush conflict. Anthropology of ethnic cleaning ”, since the transfer of weapons and armored vehicles,“ The Center has unambiguously solidarized on one of the conflicting parties and actually sanction and ensured the material conditions For armed actions and mass violence regarding the civilian population of Ingush nationality ... The Public Presidential (Yeltsinskoye - M.Ya.) appeal: “Your actions are protected and guaranteed by law and are confirmed by the people ... The honor and dignity of Russia, its safety and territorial integrity should be ensured” ... I am more and more inclined to the opinion that the phynal tragic stage The conflict turned out to be possible in conditions when the top leadership of Russia exchanged indulgence for ethnic cleaning for the opportunity to use the situation to solve the problem of restoring power over Chechnya. ” *** The escalation of crimes against the Ingush led to the fact that on October 22, 1992 between the Ingush and employees of the Ministry of Internal Affairs from the Autonomous Soviet Socialist Republic (reliable data that it was an investigative group, there were no), a shootout began, as a result of which 3 Ingush were killed. The Ingush set the guards at the entrances and trips of their villages. On October 24, a meeting of the United Session of the Nazran, Malgobek and Sunzhensky district councils, deputies of all levels, at which an unpleasant decision for the Constitution of the Ingush in the suburban district, was made in parallel structures of power to ensure the safety of the civilian population, took place in Nazran Nazran. On October 27, 1992, in a closed mode, the Supreme Council of North Ossetia considered the issue “On exacerbation of the criminal situation in the suburban area from the Autonomous Soviet Socialist Republic” and obliged all the heads of enterprises and public organizations of the suburban region to remove the Ingush “Barricades”. The MMVD of North Ossetia developed an operation to release all roads in the region. On the night of October 31, 1992, all the Ingush quarters of the villages of Kambileevka and Oktyabrskoye began to be sheated. After lunch in Vladikavkaz, the Deputy Prime Minister of the Russian Federation, Chairman of the State Emergency Service of the Russian Federation, Schoyagu, Colonel General G. Filatov, commander of the internal troops of the Ministry of Internal Affairs of the Russian Federation, Colonel General V. Savvin, “landed” in Vladikavkaz. The Ossetian leadership reported to them that “the Ingush committed pre -planned aggression” in order to reject the suburban region from the Autonomous Soviet Socialist Republic. The Ossetian population of Vladikavkaz and nearby regions blocked the units of the Russian army, the building of the Supreme Council of the Republic, demanding the issuance of weapons and ammunition to the population to reflect the "aggression" of the Ingush. In case of refusal, the authorities of North Ossetia did not guarantee the preservation of warehouses for weapons of the Russian army in Vladikavkaz. In order to influence the army of Ossetians They took into hostages the wife and daughter of the chief of staff of the army corps, Major General Skobelev (!!!), “agreeing to the issuance of weapons with the then Prime Minister of the Russian Federation Gaidar E.T. and Minister of Defense of Russia Grachev P.S., Deputy Prime Minister Hizh G.S. on the same day A written order on the issuance of 642 rifle weapons (AK-74, RPK-2, PKI-1, RPG-74, 20 RGD grenades), 2 ammunition ammunition for it, as well as the allocation of the Ossetian side of BMP-2-18 vehicles ”. From the protocols of the General Prosecutor's Office of the Russian Federation for interrogations of witnesses in the case. By order Shoigu S.K. On November 1, 1992, 57 T-72 tanks were allocated to stabilize the political atmosphere and protecting important objects of the North Ossetian side. |
