 In the regions Cursed present
“If what the“ Memorial ”statement was said to be true, then under any circumstances, the President of Chechnya Alkhanov and the head of the government Ramzan Kadyrov would not be ignored. But someone would like to achieve tension here ...”, the Commissioner for Human Rights in the Chechen Republic Nurdi Nukhazhiyev said on June 7. Here he is - the perfect symbol of the faith of the perfect official! If the authorities do not know about something-or does not say what he knows, then the same one that is not said about does not exist in nature. But what did the "memorial" of Chechen, do not be afraid of this word, Ombudsman?
What the "memorials" have been doing for fifteen years with a leaf of years, and who is more. A thrown prison was found in the basement, and in it messages left by prisoners. Inscriptions on the walls and on the bunks. "Baksan Arun Mukhad ... Islam Tsa-Vevoeno ... Visita Goisky ... the village of Michurina Shavaev Mokhmad ... Salam brothers the village of Julka Rustam Sambiev ... Madaev ... Magico and Rusik were here ... Raisa Zaynab Kulsum." The last three names are female. Such traces were found in different places, starting with Solovkov, the homeland of the Gulag.
The difference is that these inscriptions are completely fresh. The prison chambers themselves are located in Grozny, in the basement of the building, from where the other day, May 26, the operational group of the Ministry of Internal Affairs of the Russian Federation of the Oktyabrsky district starred and left. The next day - on Saturday! - A team of builders for demolition of the building was sent here. On Monday, May 29, the former prisoners contained in those basements, relatives of the people who "disappeared" learned about this from the "memorials". The employee of the Memorial Natalya Estemirova turned to the administration, the police department and the prosecutor's office of the Oktyabrsky district demanding to immediately stop destruction, send officials to examine the premises and search for possible traces of crimes.
On that day, the destruction continued, and none of the authorities came. But there, the former prisoner of Alawdi Sadykov, Astemir Murdalov, the father of the “disappeared” Zelimkhan Murdalova, Shamkhan Khaysumov, the brother of the “disappeared” Sharip Khaysumov, and the local television journalists, the human rights activists ... In the abandoned offices of investigators and operas, they discovered various documents, including - in the abandoned offices of investigators. "Photo album of persons representing the operational interest of the KM OG Vogo and P of the Ministry of Internal Affairs of the Russian Federation in the Oktyabrsky district of Grozny," begun on July 26, 2002, and in it - more than a hundred photographs ... Before the operational group, starting in 2000, these buildings were occupied by the October Provisional Department of the Interior (VOVD).
This place acquired gloomy glory - many detainees "disappeared" precisely in the Oktyabrsky VOD. Here, the only employee of Russian law enforcement agencies, convicted of involvement in the disappearance of a person, "worked". On January 2, 2001, the Grozny resident of the 26-year-old Zelimkhan Murdalov was delivered to the October VOVD, and then disappeared without a trace. Employees of VOSD responded to the relatives of Zelimkhan that he was released and left. A criminal case was instituted, and it turned out that the documents on the release were forged, and the operas from Nizhnevartovsk Sergey Vladimirovich Lapin interrogated Murdalov. He interrogated so that Zelimhan was already brought to the agony of Zelimkhan. Then they took him somewhere ... In the course of the investigation, a significant part of the materials disappeared from the case, and as a result, only Lapin appeared before the court. Maybe he would have treated him, but Lapin - the operational call sign “Cadet” - decided to threaten Anna Politkovskaya, who published an article about this case ... As a result, he went “by a steam locomotive” in the only “disappearance” brought not only to the court - to the definition of the accused. On March 29, 2005, Lapin was found guilty under articles 286, part 3, paragraphs “A”, “B” (abuse of authority that entailed a significant violation of the rights and legitimate interests of a citizen, committed using violence or the threat of its use), 111st, part 3, paragraph “A” (intentional infliction of heavily health, dangerous for human life, committed by a group of persons by group of persons by group of persons preliminary conspiracy), and the 292nd (official forgery) of the Criminal Code of the Russian Federation and was sentenced to eleven years in a maximum regime. And in December 2005, the prosecutor's office of the Chechen Republic opened a criminal case against the heads of Lapin-the commander of the Consolidated detachment of the police from the Khanty-Mansiysk Autonomous Okrug of Prilepin and his deputy Minin.
But the fate of Zelimkhan Murdalov remained unknown, his body was not discovered, and the article “The abduction of a person” in the sentence Lapin was not found. Fate, at least dozens of "disappeared" can be traced before this building, and then the unknown.
It is not surprising that the relatives of the missing, and those of the former prisoners who managed to survive, and the human rights activists headed for the building abandoned by the police to examine him in search of some traces of the "disappeared".
And now the prosecutor of the Chechen Republic of Kuznetsov is trying to refute them, however, more carefully than the Commissioner for Rights. The prosecutor only called the "allegations of the human rights center" Memorial "that the building where VSD was deployed was not properly examined properly." "In this territory there was a temporary detention center of VOSD, which functioned officially and was not any secret object," Kuznetsov said.
Correct some accents. Firstly, although this facility was not secret for the prosecutor’s office, VOVD employees kept their secrets well from prosecutors. When they came to check if the building was supposedly “liberated” Murdalov, prosecutors were muddy at a passing as much time as it took to take it out in an unknown direction. And another prisoner - the teacher Alawdi Sadykov, who, during the detention, was thrown explosives - during visits by the inspectors transferred to another camera. Here, right, there was something to hide: Alawdi cut off the ear during interrogation. After 80 days, he had to be released. “The news went far that I am a teacher, here is kept. The teachers began to protest. The boss says:“ Tell me that the militants cut off your ear, otherwise you won’t get out of here. What can I do? Three days later, Lozitsky comes, the prosecutor. Nearby, he says: “God forbid, you don’t say that.” The prosecutor asks: how does the ear heal? ” He does not ask where it happened, how, why ... "
But this was in the time of the VSD, the existence in which such a "temporary content isolator" was at least formally legal. But the temporary department has been abolished for more than one year, and the buildings were occupied by the operational group. And with operational structures of the Ministry of Internal Affairs, insulators are not created - only with the structures of the police public security. This is then done why the investigative insulators were transferred from the Ministry of Internal Affairs to the Ministry of Justice - in order not to leave detainees, under investigation, concluded at the full disposal of interrogators, operas, investigators. What happens if there is no control behind them - look above ...
But the dates on the walls of the cameras and on the bunks, some fresh, other painted, but showing through the paint: "March 27 06 ... 11/18/05 ... 05/15/01.05 ... 2006 m 04 ... 2005 ... March 11, 2005 ... May 2006 ... ... 03.24.07.2005". It turns out that this prison worked until May this year, i.e. to the withdrawal of an operational group from Grozny. And at this time she was certainly illegal. And if the prosecutor does not say anything about the fate of the “isolator” after the VVD was abolished, then the word “secret” does not seem superfluous.
The prosecutor, cautious in statements, was present at the meeting of human rights activists with ALU Alkhanov on May 25, when the Memorials, among other things, drew attention to the fact that some federal structures leave the location in Grozny, and these places should be examined with the participation of prosecutors, law enforcement agencies and human rights organizations. What was the reaction of the authorities? To put it mildly, unhurried ... Instead of investigators - builders, instead of inspecting the crime scene - the demolition of the building.
But in the evening of May 29, the plot about the basements, about inscriptions, about the documents found was held on republican television. And on May 30, representatives of the district administration, the Republican prosecutor’s office, police, sappers and Feesbeshniki came to the building. The prosecutors demanded that they convey to them the “photo album” - it turned out that he "could be useful in the investigation of criminal cases to disappear people in the October VOVD" - and other documents. In the evening, the military arrived here, who picked up all the lying papers.
The next day, it turned out that the inscriptions in the chambers in the basement were destroyed-there someone set up car tires, and soot closed the inscriptions. And the workers continued to demolish the building ... How is the history of Russia continuous! That's the same at the end of the eighties the local Chechen authorities were afraid to pronounce the word "hibah" - the name of the village, where hundreds of people were killed during the days of deportation. And in the same way in the same years, they searched and deciphered inscriptions with the names of prisoners of the Solovetsky special purpose camp. Only now the distance has been reduced - it seems that the "damned past" has become real.
