The team of the Emergency Call Reception Center of the Moscow Rescue Service issued a statement due to the fact that on December 7, all specialists received notices of layoffs. From mid-February next year the Center ceases its work. “From now until 2017,” the statement says, “residents of Moscow and the Moscow region who need emergency help and dial 112 will hear the answer from an autoinformer: “If you need to call firefighters and rescuers, dial 01, if emergency medical assistance , dial 03, etc.” The lack of a decision regarding the creation of a unified 112 service in Moscow and the use of the experience and specialists of the Emergency Call Reception Center led to the most apparently simple solution to the issue of the lives and health of thousands of people - “Wait for an answer.”
Employees of the Center write: “For the last sixteen years, the Center for Receiving Emergency Calls of the Moscow Rescue Service using a single number 112 has received and processed emergency calls from the population and operational services, regardless of their content, departmental and geographic affiliation. Calling all operational services and reference and information support in emergency cases was always provided free of charge, regardless of where the victim was located - in Moscow, the Moscow region or another region of our country. All these years, the main difference from highly specialized operational dispatch services was the readiness to accept information of any nature: robberies, robberies, thefts, riots, attacks on law enforcement officers, fights, knife and gunshot wounds, rape, searching for people in hot pursuit; any reason to call an ambulance, including accompanying and delivering childbirth and providing first aid over the phone (artificial respiration, chest compressions, resuscitation of choked infants, first aid for burns); road traffic accidents: with victims, trapped victims, involving a vehicle carrying dangerous goods, fuel spills or the threat of a vehicle fire; fires: in residential buildings and administrative buildings, utility lines, in parks and forest areas, in moving trains, etc. and so on.; explosions, threats of explosions, collapse of buildings and structures; threats against top officials of the state and government institutions; problems in the housing and communal services sector and life support systems of the metropolis: lack of electricity, water supply, breakdowns of heating systems in apartments, falling power lines, etc. and so on.; searching for people lost in the forests of the Moscow region; providing assistance to search engines looking for small children and elderly people. Every day, hundreds of requests from Moscow residents for reference and information support were processed free of charge: addresses and telephone numbers of hospitals, trauma centers, police departments, pharmacies, specialized medical care institutions, councils, prefectures, telephone hotlines of Moscow government departments, etc. . and so on. Explosions in the metro and airports, an accident at the Chaginskaya electrical substation, or simply consulting assistance to an elderly person - the profile of calls is extremely wide. The operator never left the subscriber alone with his problem. Without pathos or loud words, the employees of the Emergency Call Reception Center carried out a socially significant task every minute - providing assistance to the population in case of a threat to life, health, property, as well as in cases of violation of public order. The work of operational services in Moscow and the Moscow region was supported daily: telephone communication with victims or eyewitnesses of the incident, transfer of information to other emergency services, determination of departmental and territorial affiliation, and in cases of difficulty, clarification of the address of the scene of the incident. To date, this was the only service that, as a prototype of Service 112, was able to accumulate all the knowledge and experience in the field of receiving and processing emergency calls through a single number. Strict discipline, a close-knit team of professionals, tools, knowledge of “how to do it” - a simple and concise system without a complex hierarchy. Training and advanced training of operators was carried out according to a program created by people with many years of personal experience in receiving and processing emergency calls. A prerequisite for admission to work as an operator was knowledge of the structure and geography of our city and the Moscow region. Highly qualified operators developed a draft curriculum for training 112 Service operators, which in the future could become the basis for training 112 Service operators of any city or regional 112 service in our country. There was no need to demonstrate the work experience of specialists from the Moscow Rescue Service. There was a need to use this experience wisely and broadcast it where it was required. There was no alternative and now there won’t be until 2017.”
