The tragedy in Kushchevskaya is striking not only with the number of dead and cruelty of scumbags, who did not regret even young children, an irrational malice, behind which a wretched desire to assert himself at all costs is hidden. Another is also shocking - the absolute normality and ordinaryness of Sergei Tsapk, whom the media has already called the leader of the gang, which terrorized the population of the village. Normality is not in the sense of a medical diagnosis (his deceased brother nicknamed a crazy certificate, who reliably protected him from criminal prosecution), but in life.
Sergei Tsapok was an absolutely pure person before his arrest - from the point of view of the law. Not judged, not involved. No wonder immediately after the murder one of the local police chiefs said that there was no gang in Kushchevskaya. The fact that people were killed before in the village, but they could not find criminals before, could be attributed to separate annoying accidents that did not portion the general normal picture.
Sergey Tsapok - domestic producer. His family controls the large agricultural holding "Arteks-AGRO", which first specialized in crop production, and then in livestock-after the construction of a megaphafer, for which German equipment was purchased, and one and a half thousand cows were brought from Australia. The average salary at the enterprise is 10 thousand rubles, which is quite good for the Russian province.
Sergey Tsapok - a patriot, respectfully related to veterans, the older generation. He is not a nipple that to offend honored people. Several times a year he gave veterans gifts - for the New Year, and on the Day of the Defender of the Fatherland, and on International Women's Day, and on Victory Day. I was ready to fulfill any request from the local council of veterans - for example, I made an invaluable contribution (quote from the local newspaper) to the equipment of the room where this council holds its meetings.
Sergey Tsapok is a scientist, however, not yet very large. He defended his dissertation on the topic of modern peasant life, not forgetting to mention the topic of crime, well -known to him as villager problems. There is nothing unusual in this hobby: the number of bosses who have become doctors and candidates over the past couple of decades seems innumerable. So Tsapok was just equal to the elders.
Sergey Tsapok - a sports philanthropist. He is “like a native father” (another quote from the work of a local journalist) for the Artek-DVV football team. After the victories won in it, not only the best players were awarded, but the whole team - for the joy and to maintain the "atmosphere of friendliness and mutual respect." Transport for trials for competitions, high -quality meals, festive evenings and banquets - all this organized the Tsapok along with his companion.
Sergey Tsapok - a politician, a deputy of the district council, a member of the Council of Young Deputies. True, in the March of this year, he lost the next election, but did not remain offense. The winner was his friend Sergei Tsepovyaz, who also worked at Arteks-Agro-they are currently together in the pre-trial detention center. To give the population the possibility of a broader choice, Vladimir Alekseev, nicknamed the Blessing, who, according to one version, could be directly involved in the massacre in Kushchevskaya. He is currently on the international wanted list. In order for no one to be especially offended, Tsepovyaz received about 40%, the tsapok - 35%, and Alekseev - a little less than 25%of the vote. In order not to disturb voters by going to polling stations, voting urns were actively worn home. In general, this is a generally accepted Russian practice, but in the Razdolnensky single -mandate district at home, more than 20% of voters voted, which even for the usual Russian “outback” looks an abnormalities. True, the question arises - then make an apartment bypass when the result of the election is already a foregone conclusion. The alleged answer is for “insurance”, so that voters in the booth do not vote “against all” and not disassemble the idyll.
Sergey Tsapok is a socially responsible entrepreneur in the Russian sense. This is when the businessman is ready to give money for state needs, which lack funds in the budget. For example, it is necessary to find money to support voluntary cooperatives of citizens - Tsapok in 2006 takes 80 thousand rubles for two of them (for comparison - the skinny district budget is forced up only by 50 thousand each).
It gets scary. The leader of the group, whose members are involved in murders and rape (not to mention such small things as cruel beating people for fun), fits well with the local establishment. Against this background, an absurd anomaly would look like a truth-loving rampant who would come to mind to oppose the gang. Now, some Internet users condemn local residents for not rallying and lost themselves with the tsapk and its associates. But one can imagine the fate of the first exposure - he would either be nailed the bandits, or considered it a dangerous extremist slandering worthy people.
By the way, in the village of Kushchevskaya there is its own unit of the Center for Countering Extremism, led by a certain Alexander Khodych. After the tragedy, he was accused of the press in connection with the gang that this officer, of course, refuted. And then the official representative of the Prosecutor General’s Office stated that the fighter with extremism was suspected of “threatening the criminal prosecution of one of the local residents, demanded 6 million rubles from him,” an Infiniti car also planned this money and also planned to seize Audi. Only after the exposure of the Khodych gang was detained. It is not surprising that even a long -standing publication in the central newspaper about the lawlessness in Kushchevskaya did not affect the fate of the gang. The media has long ceased to be “fourth power”, and their publications can simply be ignored, even if they are talking about abuse of girls.
Is there enough will to restore order in power? Maybe in one individual Kushchevskaya - yes; The resonance from the last crime committed there is too strong. But how many more such villages in which, perhaps, there are slightly less odious, but still intolerant in normal (really normal!) Society orders? The answer to this question can only be given if the fear of people who are in the same position disappears as the inhabitants of Kushchevskaya, and trust in power will increase. And this will happen if the authorities can provide reliable protection to witnesses in significant criminal cases and the functioning of a fair court, whose decisions are independent of extraneous influences. If you manage to at least partially implement the reform of the Ministry of Internal Affairs, increasing the prestige of law enforcement agencies. If respect for the opinion of journalists expressing bold and evidence -based judgments returns. If the influence of civil society intensifies, and its activists (real, not imitation) will cease to be called "grantomeds" and accuse the state of state principles. If there is an opportunity for real political competition, and the opposition can not become a decoration, but a controller of the actions of the authorities.
If, if, if, if ... sometimes a feeling of hopelessness is created, but it is counterproductive. It seems that there is still a “window of possibilities” for serious evolutionary transformations - it is important only not to miss the time, to act until the degradation processes have taken an irreversible character.
