The Ukrainian bill on mobilization was returned to revision after violent discussions. What does it mean?

I must say right away that lawmaking in this direction turned out to be violent. Five versions of the document were registered in parliament: one from the government and four - deputy authorship. They can be considered alternative rather formally. But in such a sensitive issue, any particular particular thing.

The discussion in the Rada of the main, that is, the government bill, caused a flurry of polemics and fears in the media and, accordingly, in society - both justified and provoked.

The political struggle, even after the topic of elections during the war swept under the carpet, did not disappear anywhere. The anti -corruption committee saw the risks. The Committee of Social Policy objected to the summons in electronic form. But the most serious battles unfolded in the Security, Defense and Intelligence Committee, where General Sergei Shaptala, Minister of Defense Rustem Umarov and the Commander -in -Chief of the Armed Forces of the Armed Forces, General Valery Zaluzhny, came to the “heart -to -heart conversation”. The last two high -ranking faces made reports.

The meeting was held closed. However, at that time, the deputy head of the Committee, Maryan Belying, notified the audience of her Facebook page that she advocated a partial broadcast of the debate, but in the conditions of martial law in the country her proposal was considered unrealistic. The bending is known that for some time it has sharply criticizes the plug for the “soviet” style of command, which does not spare the life of a soldier, and for the fact that the army is drowning in the sea of ​​paper documentation. Thus, the impudent causes the fire of his supporters, accusing the deputy of the president’s office: they say, the generals are afraid of Zelensky as a rising political career of the general.

The imperative in the public did not reveal any details of the meeting, but soon the committee colleagues initiated her offset from his post. In response, Maryana wrote a statement to the exit from the faction and from the Servant of the People, announcing that it remains in the Rada as a majority, who supports the president, and is ready to cooperate with everyone in parliament, who “puts the meanings ahead of his own ambitions, has practical ideas, is ready to fight for changes not for the box, hates Russia and is not afraid”

Ukrainian journalists managed to find out from their own sources that it was in the bill of the Cabinet of Ministers that Zaluzhny did not like. The general opposed the possibility of attracting prisoners and convicts to the army, calling them “bad people” ( the document emphasized that the situation does not apply to a number of heavy articles of the Criminal Code of Ukraine - approx. Author ), but called for deputies to provide the army with replenishment. “Who should I fight? Either turn to the world and ask there, or you yourself go, if you do not provide ... there will be a 80 -day training for each one called up for 80 days. But give me people, ” - that was the general word.

The committee categorically did not support the provisions of the government bill, which relate to significant restrictions on the rights of the so -called "deviations" and recommended that the norms that contradict the Constitution of Ukraine.

The Commissioner of the Rada on Human Rights Dmitry Lubinets shared this point of view. The deputies would also like to legislatively fix that people with the third disability group are not subject to mobilization (the government allows the involvement of such citizens to service in the army), and representatives of all law enforcement agencies, from the police to the National Anti -Corruption Bureau, the Bureau of Economic Security, the State Bureau of Investigation and should be in the same position.

So far, one categories apply a delay from mobilization, to others, reservation. Serious complaints about the service life of 36 months long. Parliamentarians considered it high, wrong, especially for those who are directly on the combat contact line, and would like to reduce, if not doubled, then to 24 months.

Insiders claimed: the Minister of Education and Science Oksen Lisovy and the head of the National Police Ivan Vygovsky also appeared at the profile committee with a request ... not to support the fruit of government lawmaking. The deputies were surprised: but you approved him with everyone? “Yes,” visits admitted, it happened, but we did not see the document in the eye ... The recognition turned out to be true. As you know, the Cabinet of Ministers approved its own bill regarding the improvement of mobilization, military registration and military service almost on the night after Christmas, also introduced from the voice. Most government members voted for the decision, not even having time to look at almost three hundred comparative tables attached to the document.

On Thursday, January 11, the Constituent Council of the Rada, taking into account the assessments of the committees close to the “failures”, as well as the results of a closed meeting with the military command, returned the bill to the authors. This was announced in his telegram channel by the head of the parliamentary faction "Servants of the people" David Arahamia.

The government reacted instantly-an unscheduled online-gathering and the review of the bill, as if intercepting the initiative: "We ourselves decided to finalize!" Observers believe that now the process will not go fast, but very quickly: it makes no sense to talk about Ukraine’s strategy in the war without mobilization.
