In addition, it is difficult to imagine something more genderly neutral than a yard toilet of the Sortir type traditional for many Russian areas ... This is far from the first blooper in a five-year period with a little that Alexander Beglov runs the city-you can already make a collection. However, all this could be closed by their eyes (well, not Cicero, it was not given to everyone) - if city problems were normally solved and the townspeople were satisfied with the work of the governor. But the mechanism for the formation of the St. Petersburg administration (however, not only the St. Petersburg) is such that it has no incentives to work well. The main thing is to tirelessly praise the president.
... It all started five years ago, when Petersburg overtook the Snow Collapse, and the streets were littered with ice and snow, and the height of the snowdrifts reached a terrifying magnitude.
Then the temporarily acting governor Alexander Beglov, scorching subordinates for poor cleaning, ordered to give the heads of district administrations a shovel with his name so that they personally participate in cleaning. He himself began to clean the ice in one of the yards under the cells, while remaining in varnished pins (and the ice was carefully split into small pieces).
The mentioned tools immediately received the name “Beglov’s shovels”, officials vied with them vied with them, uploading a photo in networks, where they work with shovels in their hands in the sweat of their faces. True, the quality of cleaning did not improve, but the warming that occurred after some time saved.

When the winter ended, Beglov, answering the question of the reasons for poor cleaning, said that “there is also ineffective management, there is a luggage” ( hereinafter, spelling is preserved ).
Then, speaking on the broadcast of the Russia 24 television channel, Beglov said: "Every blockade is our brother, he is our sister." The reaction of the blockade on TV was not shown.
On May 1, 2019, during the procession (we note that the arrests ended - the opposition column was stopped and then dispersed) the mayor, speaking, called the townspeople “active and nasty”. And on May 9 he informed the townspeople that "everyone, by virtue of his measures, did everything to bring victory closer."
Well, two weeks later, speaking to the deputies of the St. Petersburg parliament, Beglov pleased with another new word, saying that “soon the metro station“ Prospekt of Slava ”should be entered into operation ...
... Before the election of the governor (they took place in September 2019), Beglov announced that the territory of “Tuchkova Buyana” on Dobrolyubov Avenue (next to the Peter and Paul Fortress and Strelka Vasilievsky Island), where it was planned to build a complex of buildings of the Supreme Court of the Russian Federation, will become an art park.
Smolny’s website reported that there would be a “multifunctional, multi-level cultural entertainment zone with the upper park and the embankment” and that the project “will receive joint financing of St. Petersburg and the Russian Federation”. At the same time, the judicial quarter was promised to transfer to the Smolny district, next to Vodokanal.
All this became one of the main election projects of the acting governor, and at polling stations, citizens met with the question of how they want to see the park on Dobrolyubov Avenue.
Five years have passed - so what? And the fact that the “judicial quarter” is actively built precisely on the “cloud Buyan”, and the building of the future Supreme Court has already reached six floors. The promise to organize the park was transformed into plans for the installation of a narrow strip with trees and bushes at the place remaining from the “judicial quarter”. By the way, besides the court, they also want to build a dance palace of Boris Eifman ...
... When the Covid epidemic began, Beglov (April 4, 2020) told RIA Novosti that "today St. Petersburg is completely ready for the spread of coronaviral infection."
A month later, on May 4, he visited a maternity hospital on Mayakovsky Street and took a picture there with a woman in labor. At the same time, he himself was in a respirator, a woman in labor - even without a mask.
On May 15, the governor arrived in a temporary hospital for patients with Covid, and his press service posted another photograph: on it, fugitives, in a protective suit and respirator, stood next to two women who did not even have masks.
I thought then: maybe in the PR service of Alexander Dmitrievich, secret agents of the opposition settled?
And it is with their efforts that this smart, kind and competent person appears in public in a nearby, evil and tongue -up -speaking one, once after time gets into trouble? And that when the power is replaced, these soldiers of the invisible front will tell how they forged our victory.

In January 2021, the governor said that at the traditional New Year's fair, since “Covid made his changes”, “there is no skating rink and there is no carousel that we did”, but “our carousel will fall into the Guinness Book as the best manual work”. The townspeople began to guess: how will the carousel, which were not installed, get into the record book? In response, the Smolny press service said: “Consider this a figure of speech. The carousel was made by masters specifically for St. Petersburg, using St. Petersburg motifs. ” So the governor described the incredible beauty of the carousel, which, however, was never established.
In March 2021, a sculpture of the "sad angel" was installed on the embankment of the Karpovka River, in memory of the Covid-9, who died during the Covid-19 epidemic. “Angel” was made according to the sketch of the sculptor Roman Shustrov, who died from Covid, and the creators of the “Wall of Memory” about the dead doctors Galina Artemenko and Irina Maslova were initiators.
The discovery was scheduled for March 4, and on March 3, the press service of the St. Petersburg administration published a press release in which she reported that Alexander Beglov had already “secretly” the monument - the day before this date. The planned opening nevertheless took place, and collected many people (among whom there were almost no officials), and in response to the outrage of the initiators of the “sad angel” by the Act of Beglov, which they called the unworthy, a plot was gently insulting Maslov on the program television channel.

... On May 31, 2022, the Investigative Committee opened a criminal case against the employees of KGIOP (committee on the protection of monuments) in connection with the demolition of a number of historical buildings. The appeal on this problem addressed to the head of the TFR Alexander Bastrykin was sent by 55 municipal deputies and the author of the article.
On August 25 of the same year, speaking on television on the absorber channel, Alexander Beglov was pleased with the revelation: “Those 55 municipal deputies who applied to the Investigative Committee, representatives of the Opposition Party Bloc. More than 90% took place in the municipality elections in case of serious financial support for the open Russia International Political Organization prohibited in Russia. The governor did not give any evidence of such a strong statement, and municipal elections were also held back in 2019. But the law enforcement agencies, which is characteristic, did not pay the slightest attention to this, although it was a question of the charges of committing a criminal offense - apparently, well, understanding the degree of “reliability” of the declared.
In the same speech on television, Beglov said that the city law on the integrated development of territories (CCT), which caused a flurry of protests by the townspeople who could threaten eviction, has not yet been adopted, but only under discussion.
“The law is being discussed, for this the draft is published to discuss with the townspeople,” the governor said. And all would be nothing, but a month and a half before Beglov, this law (adopted by the Legislative Assembly on June 29, 2022) was signed and it was published.
After that, Smolny had to issue a press release where Beglov was rewritten. And in the corrected version it has already been said that the law has been adopted, and by -laws are discussed.
On December 15, 2022, the governor made a serious medical discovery. Turning to the forum of the World Russian People’s Cathedral to Metropolitan Barsonofia, he said: "You flew by a helicopter several times with the icons of our city, and I want to say that the pandemic was really retreating." True, the statistics of the incidence did not confirm this, on the contrary, when in June 2021 the Metropolitan made another “prayer wool”, the city media wrote that “in the northern capital, the incidence of coronavirus continues to grow.” And if pandemia could be fought with the help of "flashes with icons" and prayers, there would be no need for the heroic work of doctors ...

... After the beginning of one of the favorite topics of the governor, its comparison with the Great Patriotic War and the blockade of Leningrad was a comparison.
So, on January 27, 2023, on the day of the breakthrough of the blockade, on the body, he stated that “the blockade of Leningrad was held by representatives of 12 countries of the modern European Union, not counting the supporters of the Nazis from other countries,” that “Russia is opposed to the same enemies today” who “also support the neo -Nazis in Ukraine, as their countries supported Hitler”. Previously, he assured that these are "precisely those countries that are now trying with the United States to take the entire country to the blockade."
Service interlocutors, of course, did not dare to remind Beglova the words “anti -Hitler coalition”, where 53 countries united in the confrontation with the Soviet Union, including the United States and Great Britain (which entered the war with the Nazism back in 1939), which supplied the USSR in significant amounts of weapons, equipment and food. That in the Second World War, the allies of Germany from European countries were only Italy, Hungary, Bulgaria, Romania and Finland, and only two countries participated in the blockade of Leningrad - Germany and Finland. And that even in the European countries occupied by Hitler, the government opposed the Nazis worked in exile.
This, however, the historical research of the governor did not end. In May 2023, congratulating the townspeople on the birthday of the city, he stated that Petersburg "was laid in spite of the arrogant European neighbors."
Apparently, he remembered Pushkin’s poem “The Bronze Horseman”, but he did not remember very accurately. Because, firstly, Pushkin was not talking about neighbors, but about one “arrogant neighbor”, Sweden, with which Russia fought in the Northern War for going out to the Baltic. And secondly, after the founding of St. Petersburg, he became, as his founder Peter the Great thought, “a window to Europe”, and the same Pushkin wrote: “All flags will visit us.”
However, the St. Petersburg governor tells about Peter very freely - in accordance with the current political line.
In particular, he loves to compare the current president with him, stating that
"Vladimir Putin continues the case of Peter and protects the same values and principles." Moreover, according to the governor, Putin “even surpassed” Peter.
True, textbooks and historical works have not yet been removed from the libraries, which tells that Peter the Great was one of the symbols of the European way of developing the country and strove for a new position of Russia in Europe, to overcome its isolation, most active European military and technical achievements.
European architects built brilliant St. Petersburg, European scientists and engineers worked in Russia, the European military came to serve in the Russian army.
As for Putin, he headed for the actual isolation of Russia from Europe, now declared hostile to domestic values and threatens our sovereignty. One can, of course, believe that in this way he “surpassed” Peter (in which they traded with Europe, and did not measure sanctions), but this is hardly a great achievement.
And also about the similar: on August 3, 2023, escorting contractors to his zone, the governor told them that "the vaunted NATO weapon is powerlessly against the courage and stamina of the Russian soldier." The ceremony was held at the Vitebsk station, and a poster "in the name of peace on earth" hung on its building. And all would be nothing, but only helicopters on this poster turned out to be ... American. After the Rotonda channel noted this, the photo from the wire was urgently removed from the Smolny website ...
After Prigozhin’s rebellion was suppressed, the St. Petersburg governor did not spare negative epithets (although he did not name the surname, but everything was clear). It turns out that “the conflict was between the city and the dirty business - greedy businessmen who wanted to take control of all sectors of the city economy. Where this dirty business went - the city had a hard time. ” It turns out that there were "dirty minibuses where veterans could not drive where they needed." It turns out that "we should have a considerable effort to regain the city’s control over these most important industries."
However, when a search was held in Prigozhin’s house, they also found a resolution of the city government signed by Beglov on the awarding of Yevgeny Viktorovich by the honorary sign “For Merit before St. Petersburg”. To my deputy request to the governor about what kind of merits Prigozhin was awarded, Vice-Governor Valery Moskalenko answered: "For the implementation of activities that contribute to the socio-economic development of St. Petersburg."

... Finally, from the statements of Beglov about cleaning the city you can collect a separate collection.
So, in the winter of 2021–22, he stated that “the city has begun to create its own city cleaning infrastructure”, that “naturally, this causes dissatisfaction with other companies” and that “today the city cleaning market does not work in St. Petersburg, it is semi-criminal.”
The next winter, when nothing changed, the governor began to say that "I had to conduct whole investigations to find those responsible for cleaning in the yards." Commenting on the next “snow-ice” collapse in a subordinate city, Beglov said: “Of course, there is something to scold them (employees of housing and communal services). There is a human factor that works, there are many other objective, subjective reasons, but snowfalls are snowfalls. ”
True, a year before, on the air of the St. Petersburg television channel, he also explained: “As for cleaning the city, snow cleaning is the most important responsible for this-this is the governor of St. Petersburg.” How was Zhvanetsky’s? The phrase “I led you, I will be responsible for everything” only in parts?
Finally, in January 2024, not only frosts, but also heavy snowfalls struck - and winter, as usual, found Smolny by surprise.
On January 19, the city was actually paralyzed. From different areas they wrote to me that both snow removal cars and janitors disappeared, that neither go through, that the roads narrowed, the snowdrifts were dumped on the roadway, and the sidewalks in the center are impassable. That “hunched overhauls are made along narrow paths with caution, without raising their eyes from the ice, which is covered with thick fluffy snow, periodically slide and swear”, but “gender neutral toilets”.
On the Smolny website at that time it was reported that the governor "visited the Epiphany worship and inspected places specially equipped for baptismal bathing." As, apparently, the most relevant.

... As already mentioned, on all the verbal masterpieces of the governor described above (and other) the verbal masterpieces could be closed, if everything was in order in the city and the problems that excited citizens were solved.
But everything is not in order. And not only with cleaning the city.
The mentioned “integrated development of territories” threatens to relocate more than half a million citizens living in the so -called Khrushchevs, five -story panel buildings of the construction of 1957-1970.
However, Smolny “pierces” the relevant law through the city parliament, ignoring all critical comments (including those indicating the anti -constitutionality of its provisions), and when residents begin to protest, declares them “provocateurs”. Then, however, realizing that the protest was becoming massive, the governor suddenly “turns on the rear gear” and offers to “freeze” the law for a year and a half. And then - for another year, so that he does not begin to be implemented in the pre-election period (in September 2024 - the next election of the governor and the election of municipal deputies).
На окраинах города ведется массовое жилищное строительство — при этом социальная инфраструктура, мягко говоря, отстает, и жители новых кварталов годами ждут школ, поликлиник и детских садов (а существующие, конечно, оказываются перегруженными). Но Смольный охотно разрешает все новое и новое строительство, в том числе — санкционирует очередной «намыв» новых территорий на западе Васильевского острова, грозящий не только негативными экологическими последствиями, но и появлением очередного высотного «человейника» в красивейшем месте Петербурга, на его «морском фасаде». И игнорирует все протесты жителей против «намыва».
Многие исторические здания города — под угрозой сноса во имя «расчистки территории» для коммерчески выгодной застройки, один скандал следует за другим, Следственный комитет (как уже сказано) даже возбуждает уголовное дело. Но в это же время в администрации готовят изменения законодательства, которые могут оставить без защиты еще несколько сотен (как минимум) исторических зданий.
И аккурат перед 80-летием освобождения города от блокады готовят к сносу школу, где училась «блокадная муза» Ленинграда Ольга Берггольц — ради организации въезда на новый мост через Неву.
В четырех центральных районах города введена платная парковка, и введена крайне непродуманно, со множеством системных недостатков, и по факту преследующая в первую очередь фискальные цели (а вовсе не заявленные — о разгрузке центра города и облегчении работы общественного транспорта).
Но на все критические замечания и требования горожан исправить положение Смольный отвечает, что «знает, как надо», а предложения горожан «не укладываются в концепцию». Заметим, самой же администрацией и утвержденную…
Обо всем этом говорят петербуржцы — и на улице, и в магазинах, и в общественном транспорте, и во дворах, — но к ним крайне редко прислушиваются.
Зато почти в каждом сообщении управления информации Смольного, где приводят высказывания Александра Беглова, он упоминает Владимира Путина.
Указывая, что все хорошее и полезное происходит «благодаря Президенту», «по поручению Президента», «под контролем Президента», «с помощью Президента». И на концерте в честь предстоящего празднования освобождения от блокады он говорит, что у нас «очень сильная Россия, потому что сильный Президент»…
…Ничего удивительного во всем описанном нет.

Александр Беглов — не худший и не лучший из российских губернаторов, он типичный. «Чиновник путинский», солдат президента, которого можно, как в советские номенклатурные времена, переставлять с должности на должность, и везде он будет вести себя примерно одинаково: получать команды «сверху», рапортовать об исполнении и говорить то, что полагается в соответствии с текущей линией текущей руководящей и направляющей партии.
То, что он занимает формально выборную должность, мало что меняет, поскольку она занята не в результате конкуренции с реальными соперниками, а в результате недопуска их на выборы и применения «административного ресурса».
И у него, как и у других губернаторов, нет никакого стимула качественно работать для горожан, решать их проблемы и добиваться их поддержки.
У него один избиратель — президент, которому (а вовсе не гражданам) он обязан своей должностью. Поэтому важно выглядеть как можно лучше перед президентом, непрерывно показывать ему свою преданность и неустанно превозносить его величие и государственную мудрость.
А что думают горожане в этой конструкции — не важно. И их поддержка не важна, потому что у Смольного есть полная уверенность, что и на выборах 2024 года повторится то же, что и в 2019 году, когда только тщательно отобранные и не составлявшие Беглову никакой реальной конкуренции кандидаты были допущены к выборам, а остальные — оставлены за бортом при помощи «муниципального фильтра».
Неконкурентная политическая система, лишенная обратной связи с обществом в виде сменяемости власти на честных выборах, не может быть эффективной — потому что заложенный в нее политический «код» не способен исправлять ошибки управления.
В этой системе ошибки принципиально не признаются, потому что любое признание в них воспринимается как недопустимая слабость, а требования граждан не выполняются, потому что «нельзя поддаваться давлению».
Между тем именно давление общества и должно заставлять власть менять свою политику — когда же каналы, обеспечивающие трансформацию этого давления во властные решения, искусственно перекрыты, кризисы неминуемы, потому что система продолжает двигаться по неверному пути, даже когда ситуация диктует его изменение («эффект Даннинга-Крюгера»).
Именно в такой системе торжествует «негативный отбор», в результате которого личности исчезают из высших коридоров власти.
Потому что в ней надобны не умные, а верные, как писали в «Трудно быть богом» братья Стругацкие.
И примерно с теми же последствиями.
