Earlier, within the framework of the same investigation, the ex-head of the financial and economic department of the Ministry of Emergencies Rais Akhmadeev was detained. He is currently under house arrest.

This news came literally the day after a terrible fire in the Kemerovo shopping center “Winter Cherry”, in which the entire emergency response system burned down, either not created at all, or disconnected due to incorrect work (the investigation has yet to answer this question). It also turned out that the shopping center passed only formal fire supervision and then in 2016. And instead of the headquarters of operational information, mainly telegram channels worked. And they now give an assessment of what happened. For example, the popular telegram channel Nezigar directly writes that "with their own hands, grief-officials blinded a social bomb."

What happened to the ministry, which considered one of the best rescue departments of the world to some ten years ago? The root of the weakness of management in the current Ministry of Emergencies in the self -confidence of people, who in 2012 considered that the adjusted department should not even be much to be afloat. Looking at the actions of Minister Puchkov, you understand why they say that the current head of the Ministry of Emergencies is the heir, but not a like -minded person and successor of the case Sergei Shoigu. It was believed that the Ministry of Emergencies is so completely working that it is almost impossible to destroy it, even if you try very much. It turned out, perhaps.

Immediately after the change of management in the Ministry of Emergencies in 2012, corruption scandals began to follow one after another. In June 2012, Sergey Avinov, the former head of the Federal State Institution “Operational Committee of the Ministry of Emergencies of Russia”, a structure affecting the distribution of state contracts for the construction, repair and operation of ministries, was detained for receiving numerous bribes. In the same year, the investigating authorities opened a criminal case against the head of the Main Directorate of the Ministry of Emergencies of Bashkortostan Valery Khisamutdinov on suspicion of abuse of authority. According to investigators, Khisamutdinov signed acts of construction work performed in an amount equal to almost 37 million rubles, knowing that the work was not completed. According to investigators, its actions caused the federal budget damage in the amount of almost 21 million rubles.

At the end of February 2013, the head of the Main Directorate of the Russian Emergencies Ministry for the Amur Region, Colonel Victor Bay, became a defendant in the case of abuse of powers. According to the investigation, in the fall and winter of 2012, the Colonel Bay “systematically carried out illegal funds from subordinates and received at least 1 million rubles from them. In June 2013, the Volgograd Garrison Military Court sentenced the first deputy chief of the Main Directorate of the Ministry of Emergencies of Russia for the Krasnodar Territory, Colonel Yevgeny Tovestyka, who found guilty of assigning two million rubles through fraud.

The personnel and financial policy of the current leadership of the Ministry of Emergencies sometimes resembled a focused collapse of the department. It got to the point that employees of the Ministry of Emergencies and social activists, whose activities are related to the work of the department (the Public movement “Dialog” and the NOD party) wrote a statement to the FSB (with a copy to the presidential administration, the Prosecutor General’s Office and the Investigative Committee). For example, data are given that “as a result of payment by Puchkov V.A. Bonusov to the leading composition of the ministry ”, a“ financial hole ”formed in the budget of the Ministry of Emergencies: employees of regional units of the Ministry did not receive a salary in December 2015.

On May 18, 2016, the State Duma hosted the “Government Hour” dedicated to the Ministry of Emergencies, at which the deputy chairman of the Accounts Chamber Vera Chistov from the rostrum of the parliament first voiced the shocking figure - according to her, at the end of 2015 the Ministry of Emergencies “did not have enough 3.8 billion rubles. for monetary allowance and salary. " And debit debt at the end of 2015 is a record of more than 7 billion rubles. In total, in 2013-2016, according to the Accounts Chamber, the Ministry of Emergencies spent astronomical 3.5 billion rubles with violations.

From 2015 to 2017, more than two hundred orders for the organizational and staff structure were published in the Ministry of Emergencies: as a result, the number in two years decreased from 291 thousand people to 288 thousand, the shortage of personnel increased from 12 to 58 thousand people. At the same time, FOT grew from 126 billion rubles to 133. At the same time, debts to employees grew from three hundred million in 2014 to 4.3 billion in 2016. By the end of 2016, the debt was already in two months. At the same time, according to the counting chamber, all this time money from the treasury of the country regularly entered the ministry.

According to experts, “by order of Puchkov ... all employees over 45 years old are reduced by seniority ... They dismiss experienced and professional people ... The dismissal of employees are carried out by serious violations of labor legislation ... Even pregnant women were fired ... they reduced everyone who worked on high -rise equipment. The result is huge difficulties in extinguishing fires above the 6th floor ... All rescue units are reduced by 30-40%, mountain rescuers generally plan to dissolve ... ”The personnel training system on the basis of universities of the Ministry of Emergencies is completely destroyed.

In 2016, two plane crashes with the sides of the Ministry of Emergencies took place: is it by chance? In July 2016, when extinguishing forest fires in the Il-76, Il-76 crashed. Ten crew members were killed. In September of the same year, Mi-8 crashed, performing a training flight in the suburbs. Three people died.

And exactly at the same time, when personnel abbreviations and cutting salaries took place in the Ministry of Emergencies, the leadership of the Ministry of Emergencies carried out “purchases of mobile control points based on expensive cars”. Under the guise of “mobile control points and mobile communication points”, the Ministry of Emergencies actually purchased 2 BMW750 vehicles worth more than 13 million rubles, one Audi car worth almost 8 million rubles, as well as another BMW, Ford Explorer, Chevrolet Tahoe, and even the Luidor-223702 minibus with Barna persistent inside. Almost all of these “communications points”, as the auditors of the Accounts Chamber found out, soon found themselves “in the reserve of the Ministry of Emergencies for management”, except for two BMW750 for 13 million rubles - their minister immediately took himself.

Recall that the first test for the newly appointed Minister Puchkov was a flood in Krymsk in 2012. The emergency happened in July, when in that area there were not only local residents, but also a large number of visiting vacationers. The main reason for the large number of dead was an ineffective warning system. And no matter how much Vladimir Puchkov then stated that in general the system of warning about the emergency worked normally, but some time after the incident, the Decree of the President of the Russian Federation No. 1522 “On the creation of an integrated emergency warning system on the threat of emergency or emergency situations” was signed. The decree became the result of the fact that the Ministry of Emergencies worked weakly.

Six years have passed - and now Kemerovo. The emergency warning system in the Winter Cherry shopping center was also disabled. And the sluggish, incompetent, as if from the moon the minister Vladimir Puchkov “scattered” on the report in front of the president like ash on the conflagration, who arrived in Kemerovo. It is sad to watch as a high -class EMERCOM system, created once from scratch, contrary to crisis economic circumstances, is literally destroyed by random people - bold, clumsily, with a hangover.
