
In the last couple of years, the metropolitan audience is very concerned with the question: is it time to fall from the country? Or even like this: and when it becomes clear that now it’s definitely time? The metropolitan audience is understandable, she has her own views, opportunities and ideals. It may not be as different from the country as comrades who inhabit the Old Square like to say, but about the “two Russia” and quite serious specialists interpret. And what about the country?
If you believe the data of a fresh survey of the All -Russian Center for Public Opinion (VTsIOM), then the Russians are not too good about the idea of leaving the country. Only 13 percent of Russians are thinking about emigration. 85 percent to the question “you would like to leave Russia for permanent residence” answered negatively. That is, “to blame”, in the general opinion, is not necessary?
In addition, those who expressed a desire to leave did not think about it at all. Only 5 percent say that they are ready to leave in the next year or two. But “they haven’t thought” - 50 percent at once.

The devil here is in detail, as usual. Because: for many to “blame” this is not permanent residence at all. A survey of the same VTsIOM from 2008, for example, gave the following picture: they wanted to leave for permanent residence 8 percent (we note that by 2011 the percentage increased, in relative values - very significantly), 4 - to go study, 9 - to work and 35 - to travel. That is, in principle, the number of potential emigrants and then there were somewhere 15-20 percent. Moreover, the higher the education, the less popular the answer was "I do not want to go to any other country." With incomplete secondary education, 89 percent did not want to leave their homeland, and the graduates of the technical schools did not want to leave the country in half of the cases, and people at least with incomplete higher education turned out to be “kvassy patriots” in only 37 percent of a hundred cases.
And then among the educated respondents, the desire to leave for permanent residence was significantly higher than the "average in the hospital." Moreover: today the idea of emigration is less and less caused by Russians rejection. Two years ago, it was called a “nonpatriotic act” 58 percent of the respondents, now their share has decreased to 46. The number of people who believe that the country does not matter, and most importantly, comfort has increased from 37 percent to 48, having broken the positions of “patriots”. In other words: soon native birches can stop being unshakable value. These are the consequences of globalization, everyone becomes cosmopolitan.
Or is it still to blame not only globalization and openness of the boundaries. There is one nuance very disturbing for the authorities. The percentage of those who want to leave Russia in age groups older than 45: 93-98 percent do not want to go anywhere. But in the group of young respondents 18-24 years, they declare the desire to emigrate 31 percent.

This power should disturb this: educated and young talk about the desire to leave the country. This is in a certain sense a verdict for the activity of the authorities: she failed to create a country convenient and comfortable for living the most active part of the population. The future generation turns away from Russia and searches (albeit absolutely passively, but clearly looking) a place where it would be “wrong”. And then not just a generational whim. The younger and slightly richer people saw the world, including those unfortunate countries of the West, where they literally torment Russian children every day, they listen to everyone and torture in the huge concentration camp Guantanomo, where the “Arab Spring” and the “Orange threat”, and want to dump there from our powerful and rising from the knees of the state.
Myths of myths, but indeed, the authorities were not able to create a more or less comfortable social environment for habitat. No one argues that once (“under the royal regime”, “under Stalin”, in the “dashing nineties”) it was worse. But it was better than “with them”. With active participation of the Russian authorities, we built an extremely uncomfortable country for life-dear, with poor living conditions, almost without the opportunity to move on it (try buying a ticket to Yakutsk or Salekhard and you will understand that Bangkok and New York are much closer). With a terrible bureaucracy, still high crime, ineffective and, as they say, through and through sales agents of the state acting on his behalf.
The Russians, who had long been living abroad, by the way, had almost a towards: in the wake of the protests of December 2011, many, having felt a breeze of change in their homeland, wanted to return. To take part in the fate of their (so far) country. Some even returned and tried to take part. One must think that many of them are now disappointed to think about returning back abroad. Someone has already returned.
But this ruling elite does not care. It is clear politically: the larger weight in the electorate is that Putin, that any other representative of the authorities is occupied by the older generation, those for whom “patriotism” is the opposite of “emigration”. Those who more or less well remembers, “how bad it was” and appreciates how it became “good”. There are most of them. “Putin”, say, the majority. And this is a big problem by Putin.
