Speaker of the Federation Council Valentina Matvienko and the chairman of the State Duma Vyacheslav Volodin introduced a bill that increases the status of parliamentaries when communicating with federal, regional and municipal officials. This is necessary, according to the authors of the document, for more awareness of the authorities about the situation in the regions.

The bill prescribes the obligation of the heads of state authorities, organizations, regardless of the forms of ownership and the command of the army to accept deputies and senators in an extraordinary manner. The bill also obliges the governors to report to local parliaments.

The explanatory note says that the adoption of this bill will contribute to the protection of human rights and freedoms, strengthen the rule of law and law and order. The authors of the initiative explain that now at the federal level there is no uniform mechanism for presenting information about the activities of the regional executive branch and the adoption of the bill will increase the effectiveness of the public administration system, since the regional authorities will gain access to more relevant and reliable information about the socio-economic situation.

In addition to Volodin and Matvienko, the head of the State Duma Committee on State Planning and Legislation Pavel Krasheninnikov and the head of the Federation Council Committee on Constitutional Legislation and State Construction Andrei Klishas signed the bill.

The fact that the Federation Council is worried about the realization of the rights of parliamentarians, it became known at the end of April, about this at a meeting of the Rules Committee was told by the deputy chairman Sergei Mamedov. Among such problems, he said, the issues of passage to various official buildings, the relationship of members of the SF with organizations and state bodies. Mamedov wanted to invite Mammadov to be invited to the round table, as well as representatives of departments that would bring to their employees, “what do they have the right to do with federal parliamentarians”: “Does the traffic police officer have the right to inspect the car, ask insurance, rights?” And for members of the SF, you can prepare a memo with an explanation of their rights, said Sergey Mamedov: “There are a lot of questions. We want to make sure that there is a uniform understanding from all sides. ”

The first deputy chairman of the Committee Svetlana Goryacheva was indignant that the understanding of the rights of parliamentarians among representatives of various departments "needs to be specified." Valentina Matvienko, in turn, proposed to increase the status of senators' requests. “I do not belittle the importance of citizens' appeals, nevertheless, the request of the Federation Council should still have a different weight, and there should be a different attitude towards it,” she said.

It should be noted that the process of amendments to the law on status was launched when the discussion of the bill began, which equates meetings of deputies with voters to rallies. So far, the document has not been adopted by the State Duma, but it has been criticized in the Federation Council, and opposition deputies have already made their edits -if they were accepted by the meeting of deputies with citizens, they will still be able to take place without coordination with local authorities in the format of “meetings”, for which this consent is initially not required.
