The founder of the “discovery” Vadim Belyaev became the general director of the financial group. Alexey Karakhan, who held this post, was fired from August 6. “In this position, he will carry out the operational management of the opening group, as well as oversee the implementation of strategic projects as part of companies included in the group,” the Opening Holding said .
Vadim Belyaev is the founder and largest shareholder of the Opening. He owns 28.61% of the group’s shares. Other large shareholders are VTB (9.99%), Ruben Aganbegyan (7.96%) and Alexander Mamut (6.67%). Alexey Karakhan served as chairman of the board since December 2016.
Urgent rearrangements in the Opening Management have become another evidence of the problems in the bank. You can start, probably, with the fact that for some time the social networks were full of rumors about the imminent collapse of the “discovery”. In principle, after the Ugra has passed under the control of the Central Bank, and the bank depositors began payments at the expense of the DIA, nothing is impossible. True, it is worthwhile to understand that in July, in July, 184 billion rubles of deposits, and this was already by a wide margin of the largest insured event in the history of the deposit insurance system. And the Otkritie Bank attracted 574 billion deposits, that is, three times more. Would allow the Central Bank of a jar of this size to collapse? It is unlikely, at least from a sense of self -preservation - if you allow bankruptcy of such large banks, then no reserves of the DIA will be enough.

Meanwhile, the analytical credit rating agency (AKRA) in its commentary on July 3 indicated the adequate sufficient capital of the FC Opening bank, but at the same time, the weak ability to generate it. According to the agency, the significant pressure on the bank’s creditworthiness exerts the poor quality of FC Opening assets and the likelihood of negative impact on its liquidity and the sufficiency of capital from the maternal company. Akra assigned the FC Opening bank a BBB rating on a national scale with a stable forecast.
For comparison: a rating of banks with a similar volume of assets is much higher, Alfa-Bank-AA, at the Moscow Credit Bank-a-.
The ACRA drew attention to the fact that the opening assets are concentrated on lending to high -risk industries: loans and bonds of construction and development companies exceed 100% of the first level of the bank. 20% of the loan portfolio are loans with signs of impairment qualified by the bank as doubtful and non -standard. 15% of the portfolio - loans with a delay of more than three months.

And already on August 4, a message appeared that the “opening” is negotiating a new investor that could become a bank shareholder and increase its capital.
Against this background, the situation that happened on the weekend looked especially unpleasant. On the evening of August 5, he suddenly stopped serving the clients of Rocketbank, which is part of the Opening group, and some ATMs of the Otkritie itself stopped working. It turned out, however, that the reasons were in the cable, which was reversed as a result of landscaping work in the Smolensk Boulevard.
However, do not think that the “discovery” is so bad. Firstly, on August 2, the first deputy chairman of the Central Bank Dmitry Tulin said : “Despite the fact that the process of recovery of the banking sector is still ongoing, we do not expect any serious negative events in the foreseeable future and, above all, the recall of licenses for large, significant banks.”
Secondly, it turned out that in early August the bank made a fairly large purchase. The Opening became a shareholder of QIWI. The purchase of shares took place on August 1 and 2, it should be noted, as Kommersant drew attention to , from documents on the website of the US Securities and Exchange Commission. The total cost of QIWI shares in these transactions with the Otkritie bank amounted to approximately $ 99.5 million, the bank acquired 12.2% of QIWI shares. Given the purchase of this package, the share of the “Otkritie” in QIWI amounted to 21.05% of the shares of class B, and in the capital of QIWI - 15.66%.
It is unlikely that such purchases make sense to complete before bankruptcy.
