“Polit.ru” continues to monitor the development of events around the situation with the 31st city clinical hospital of St. Petersburg, which the authorities plan to re-profile in a special medium-center for servicing the supreme and senior arbitration courts. We talked with the creator of the building of the hospital, Yuri Weber, who constantly maintains contact with the leadership and personnel of the medical institution. In an interview with Polit.ru, he spoke about the history of the creation, traditions and everyday life of a unique clinic, which the authorities want to disband. When the material was ready for the publication, it was a message that the chairman of the Federation Council, the senator from St. Petersburg and the former governor of the city Valentina Matvienko announced the inadmissibility of the seizure GKB-31 from the city healthcare system. “There are no decisions on the re -profiling of this hospital and, I assure you, will not be,” Matvienko said on Tuesday at a meeting with reporters.

Yuri Ottovich, now the passions are boiling around the hospital that you once designed, and the patient of which was at a certain moment. Do you still maintain contact with the city clinical hospital No. 31?

I don't even know where to start. I am one of the authors of the project [hospital], but I was the head of the project for many years, when various improvements, changes, reconstruction, perestroika, and so on were carried out there. I led all these works. Therefore, I know this hospital quite well, although I can say not without pride that besides the Military Medical Academy, in the creation of which I did not take part, I was involved in the projects of all major medical institutions of St. Petersburg (laughs).

But apparently the GKB-31 is not just another project for you?

For me, all my brainchilds are roads, but, of course, the 31st hospital is a unique project, and I appreciated this not only as an architect, but also as a patient that you have already noted. But this is also a project of my personal responsibility. I keep the memory of my friend, who was the chief architect of this hospital, and for many years I have been continuing his business.

Is there anything that makes the hospital unique not only for you?

At its core, this hospital is not typical. This was largely determined by the history of its appearance. It was created as the latest medical institution (and, as a consequence - construction) in the Soviet era for the then elite: party asset, members of the regional party committee, labor veterans and parties, invoice heroes, and so on. At the project stage, this hospital was conceived as the most advanced in the whole of the USSR, and from the first day of its existence in a new building, after moving to it in the 75th year, it was it. Even the Central Kremlin hospital was “old” compared to it.

This was one of the few hospitals in the USSR, where there were exclusively patients with “increased attention”. Accordingly, there were also requirements ...

What are the requirements?

Requirements - conduct the entire complex of research, the entire complex of treatment, the entire complex of rehabilitation. And all this is at the highest level. And they achieved it there. Interestingly, not least thanks to the place where the hospital is located. A special place was chosen on the banks of the Krestovka River. They chose it very carefully, so that it satisfies the possibilities of rehabilitated patients of all ages. In addition, in the preparation of the project, special attention was paid even by orientation of the building relative to the cardinal points. When the place was chosen, it was necessary to break the park in the adjacent territory. This was another completely unique project related to this hospital. To create it, the best specialists of the country in park art, in particular, Academician Barsov, were involved. Today, this hospital, if you look, is located in the same way. In the middle of the park there are a medical building and all the necessary additional services. The building and the park have formed a kind of organism, which has always been successfully working for the benefit of sick for almost 40 years. With its development, this hospital received, and to this day retains a very high medical status. I emphasize - a medical one, which successfully holds in our time.

This became possible not only thanks to its successful location, but, obviously, some of its internal features?

This hospital is unique and inside. Despite the fact that it wears the status of the city, you will not see another hospital in the city. She is the only one can afford a number of studies, inaccessible to any other Clinic of St. Petersburg. Inside the hospital, three large medical conglomerate - cardiology, urology and oncology were formed. Everything is treated there, but these three should be distinguished separately, since they are represented by the most modern methods for today, providing from and to the entire cycle of treatment.

Where cardiology, there is pacemaker, and hence the cardiac surgery, and therefore the resuscitation department and the blood transfusion unit ... But in the treatment of the heart, some specific studies, such as MRI, are needed. All this is there, in one place. The same is urology. Not just a urological cabinet, but everything necessary for kidney transplantation, and hemodialysis - for people who cannot live for two days without replacing blood if the kidneys do not work. And the third block is that today it is in hearing and attracts the most attention - adult and children's oncology. Moreover, first of all, oncology is developing there, associated with hematology.

So, there is a thing that connects all these three blocks together - this is blood. There is a blood bank there. And there is also its own bone marrow bank for cancer patients, a donor kidney bank and even its own stem cell bank. And each block, I note, has its own resuscitation. And all this in one hospital, and entering it, in which case, you don’t have to go anywhere - to Novosibirsk, Moscow or where else.

But that's not all. Over the decades of existence, a unique team has developed in the hospital. There is a very competent chief physician, a very knowledgeable person who himself personally is engaged in treatment. All departments are headed by wonderful doctors and impeccable specialists, each in their own field. And there is also a very human attitude to those whom they treat. I appreciated this when I was a patient. In the whole hospital, you will not find any inattentive sister, not to mention doctors.

Do you know what moods are now in the hospital team?

Yes, I know well. The whole hospital, almost all to one, cast their vote in defense. There are no dissatisfied and there are no strangers. I talked with the leadership when the conversation about reconstruction began. This is not the first such conversation. When I heard that in addition to the Constitutional Court, the Supreme Court is also transferred here (the Supreme Arbitration Court is also transferred to St. Petersburg-“Polit.ru”), I immediately realized what would happen next. I wanted to immediately meet with the leadership of the hospital, but, unfortunately, for personal circumstances, I was able to meet with them only when the conversations about the disbandment of the hospital already became the public.

So, when I still reached the leadership of the hospital, the first thing I met with the head physician (Anatoly Vervkin-“Polit.ru”) and realized that he was very difficult. He is crushed from above, and threatened with dismissal and repression by other different ones. But he is a bonding person, he obeys the main health man, and vice-governor, and the Ministry of Health, and so on. As a result, his movements, if they are, are not very taken into account. But the leaders of the branches are another matter. I talked with many, and I can say that they were unanimously completely against the changes that hung over the hospital. And on January 18 (on this day, the first mass picket was held in defense of the hospital - “Polit.ru”) they already decided to unite and the corresponding petition appeared, which went to Putin's name. There is my signature and signatures of many famous people.

That is, you support those who are actively protesting against the restructuring of the GKB today by personal participation?

Certainly! After all, they want to commit a crime! What are they offering now? Let's determine children's oncology in the 1st hospital, the urology is in the 1st Medical Institute, adult cardiology-we organize at the Almazov Research Institute. But this is impossible, it is as if a person is taken apart and dilute them to different places. It is forbidden! Because the equipment, high -tech and insanely expensive, which stands there, is integrated into the structure of the hospital physically. Think about the equipment that stands there cannot be disassembled and mounted in another place. It remains only to throw it into the trash. In the process of such “reconstruction” the hospital will simply die.

And if you do not take into account the material base, what do you think - if the doctor treated someone well in one place, he will not be able to treat in another?

Okay, if the position of the hospital worsened, or somehow infringed on the position of doctors or patients. And this is just destruction. How to call the destruction of the team differently (and hence the prevailing traditions that go into history deeper than 40 years)? After what the authorities offer - there will simply not be a unique hospital. But the point is not only this.

Diagnostic departments

A unique scientific research base of the hospital will disappear, where all these years research has been conducted and real discoveries have been made. And we have not yet affected the position of the patients who are currently undergoing treatment.

What can happen to them?

What they are silent about now, but what I know well. There will simply be nowhere to treat them. Not a single hospital today will be able to accept even one extra chamber, not like a separation. They are all crowded. There are 400 beds in the 31st hospital (in total in GKB-31 405 places for patients-“Polit.ru”), and they will not be, since the deficiency of St. Petersburg is already 2400 beds. That is, in fact, there will be a deficiency of 2800 beds. Nobody will accept them, or accept for a checkmark, but the quality of service will fall to the useless. What do they think about there? After all, already when trying to transport patients, they will begin to die.

I mean, right on the road?

Well, what about it. Doctors fight there for life around the clock. A lot of patients in this situation are deadly risk. Let's start with the renal patients who undergo hemodialysis. This department has 22 beds on which the hospital provides the life of the patients around the clock. These people will not live without equipment even a day. And in order to move the hemodialysis equipment for four days. But there are not enough two days! Other hospitals also have devices, but they are all busy. And how to transport the oncological patient, when is he connected to two droppers immediately? And most of them also phones due to radiation introduced into the body. And also, imagine, he will lie in the new hospital, and on the procedures he needs to be taken to the hospital at the other end of the city. Do you think he will last like that for a long time? Officials say and do not think what is happening.

And there is a numerical assessment, how much can die when moving?

In the appeal that I signed, this is said. There will be many deaths. Unplanned, unnecessary. Their number is definitely not estimated, but the doctors called hundreds.

See some other way out of this situation?

I see! (laughs). Make a new, completely new hospital, with all the set equipment that cannot be transported. To treat all patients either to remission, or let them go calmly. After that, populate a new hospital. But in this option, I think, no one believes. Even such plans are scary to build. Where to go to the region? The area is very poor in this regard. I did the oncological dispensary in the field, so the matter did not go further than plans. There is no money.

But is there any hope that it will be possible to defend the hospital?

There was a story when they wanted to do something similar with the Military Medical Academy. She was defended. Then two and a half thousand signatures were collected under the letter in its defense. And here, under the letter, we collected 30 thousand in only one day. Let's see. We will fight.
