The Bank of Russia on August 31 announced the launch of its information and educational portal Fincult.info . It is argued that the purpose of creating a site is "Formation of a financial culture of citizens"
“The sites in a simple form are versed in the situations that everyone can encounter - from planning a personal budget to searching for an optimal strategy for forming a future pension,” the regulator said in a statement .
The central bank emphasizes that the site materials cannot be perceived as a direct guide to action, since these are only useful recommendations. They should adhere to, "in order not to lose sight of something important and not in a critical situation."
They promise to replenish the new site daily with textual and video materials, while on it you can find materials that talk about the basic financial needs of citizens. In particular, here you can find out how to check the authenticity of banknotes or what to pay attention to when receiving a loan so as not to become a victim of scammers. A form is also made to verify financial organizations - you can drive the name of the company and find out if it has an appropriate license.
Fincult.info site pageIt should be noted that earlier the topic of financial literacy was popular in Russia, however, the Ministry of Finance, which adopted a special program, “reserved” it. Although the money on this program is still being spent, it is already clear that the result of her work is dubious.
Market participants know: if someone offers to participate in the seminar to increase financial literacy, this, at best, is a useless pastime. And at worst - an invitation to take your money to the next financial pyramid or other scammers. Recently, there are especially many such stories, since the telephone databases of customers of ruined banks in one way or another come to fraudsters.
But the problem is that both financial literacy and financial culture cannot be instilled through the site on the Internet - if not even every schoolboy in high school cannot calculate a complex percentage.

For example, after natural disasters, the government almost always one way or another compensates for the victims of lost housing, money or builds a new one. Even after a recent fire in Rostov-on-Don, the federal government and the region promised compensation to the victims-although the owners of the burned houses said that they expected something similar from unscrupulous realtors.
Do not forget about the central bank that is responsible for the deposit insurance system. As a result of the fact that absolutely all banks were included in this system, regardless of how adequately they control the money of depositors, the most sound strategy for any Russian: make deposits in a bank that offers the highest interest. The restriction is only one - 1.4 million rubles. In which case, the DIA will return everything, even with interest. Why in this case to compare profitability and risk is incomprehensible.
