Tariffs for hot water suddenly caught Putin. Concerned is understandable - on the nose of the election, and with popularity the current government has problems. However, outside the elected context, the power does not look the best, because it proves that it can only control with the help of “manual control”.
Public spleen is a traditional format of communication between federal tops with their regional colleagues. This time, the governor of the Kirov region Nikita Belykh got from Vladimir Putin. The governor went to the very most prosaic occasion - in one of the cities of the region there was a sharp increase in tariffs in the field of housing and communal services.
In the city of Novovyatsky, according to the prime minister, twice (last time December 4) tariffs for hot water increased by 40 percent. “Right by 40 percent they took and drove. The region’s leadership does not track such things at all, or what? ”, Vladimir Putin showed discontent, communicating with the acting governor Alexei Kuznetsov. The governor himself was not at the post, he was still on legal vacation and did not have time to return from him. This premiere also did not please. “Today is a number - 10th, working day. Please send a signal. Let him finish the vacation, go to work, ”Putin interrupted the“ protracted ”vacation.
The White himself, however, explained that the premiere was slightly disoriented. Firstly, the vacation of the governor was agreed by the Presidential Envoy and the Administration of the President. And secondly. Novovyatsky is not a city at all, but the area of the city of Kirov. And he even doubted that the increase in tariffs, about which the prime minister spoke was massive. From vacation, however, the governor promised to leave tomorrow and immediately, of course, would deal with the problem.
Behind the Putin's collision on the Kirov governor, of course, there are political considerations. The current prime minister and a very likely future president has now had a pre -election suffering and each of his sneezes today still has a political context. In the end, I would like to election without any problems and preferably in the first round. Meanwhile, the results of the parliamentary elections clearly demonstrated that confidence in power among citizens, if not lost at all, was certainly thoroughly undermined.
Even taking into account the triumphal voting for power in national autonomy, United Russia could not overcome the 50 percent bar. And this, whatever one may say and no matter how you unlock, is the defeat of Putin. The defeat is rather purely symbolic, but it may well have electoral consequences. In general, the Putin’s political system was a little staggered, which was the obvious evidence of many thousands of December rallies in Moscow.
And we should expect numerous statements by the prime minister, addressed to various, maximally electorally significant environments - state employees, pensioners, military and so on. Officials - not the most beloved by citizens of the category - will also have to endure from the prime minister. They are even promised not to use with a campaign: the authorities seem to shun itself.
If you look at the problem outside the pre -election context (the first persons had previously criticized and even fired the governors for individual “excesses.” Remember at least a memorable variety of Nikita Belykh from Dmitry Medvedev for the use of Twitter during the presidential meeting), then not the most beautiful picture is emerged.
Namely: no matter how much the authorities criticize the manual control system, but they don’t know how to manage and categorically do not want to control.
Threaten, shoot and criticize the local authorities. At the same time, doing nothing to realize his responsibility. After all, for this, you need to give the powers and money to the regions, but they do not like to part in money in Moscow. Partly due to the a priori (and far from always unfair) understanding of federal officials, which will increase the already considerable corruption. Partly - due to the simple reluctance of federal departments to part in power.
Purely bureaucratic handling of the “manual control from the center” is more convenient - you can always find the guilty and quickly deal with them. However, the costs are great: local authorities devoid of funds and powers are sometimes simply not able to manage some areas of the life of entrusted = regions. The situation with forest fires in the summer of 2010 was a clear confirmation. So Nikita Belykh is far from the last, who will get from the high authorities for untimely vacation, housing and communal services and other regional troubles.
