Fight for self -employed

So far, the next pension reform has not even begun, and the old pension system is already, in fact, destroyed, pension money becomes a convenient bargaining coin to solve pressing problems. This time, with the help of pensions, they decided to punish the self -employed.

The chairman of the Federation Council Committee on Social Policy, Valery Ryazansky, told Rossiy Gazeta that for self -employed Russians they would additionally stimulate paying taxes, including by prohibition of traveling abroad and deprivation of a full pension. At the same time, the senator noted that the state will not force this category of citizens to pay taxes.

Ryazansky recalled that now some people are refused to accrue a pension benefit. “Remember what three conditions should be fulfilled so that a person is appointed pension payments? - said the senator. - First of all, age, then - experience. In order, for example, to retire this year, you must have an experience of 8 years. And the third condition is to earn points that reflect the personal contribution of a person in the form of deductions from salaries to the pension system. Today it is 11 points. ”

If the Russian does not have a certain length of service or minimum points, then after the onset of retirement age, the state pays him a minimum old-age pension-now, depending on the region, it is 7-8 thousand rubles a month.

Another method of pressure on the self -employed who are not going to pay taxes is the right to travel outside Russia. “Perhaps,” Ryazan emphasizes, “it will be determined that if people, receiving income, do not legalize their relations with the state, then, yes, they will receive emergency medical care, but, for example, they will not be able to go abroad. Thus, the state will remind citizens that they have accumulated unfulfilled social obligations. ”

The state’s claims to the self -employed who are not paying taxes are clear. The fact is that, according to the law, for children, students, disabled people and pensioners, regional budgets transfer money to the compulsory medical insurance fund. But besides them, the legislation says “and other categories of citizens” - that is, in fact, everyone who does not officially work and, accordingly, do not pay taxes.

In fact, the senator offers self -employed to buy patents. Tutors, nannies, hairdressers working at home, seamstresses, sellers who sell products grown on their land, drivers, photographers, independent journalists and many others can purchase a patent. On average, a patent costs 20 thousand rubles a year in the country.

The problem is that 20 thousand is much less than on average on one person PFR, the Federal Antimonopoly Service and the FSS, now patents, in fact, are perceived as a replacement for income tax. So it is possible that in the future the cost of patents will grow - which will make them among Russians even less popular.

What will end up with the government’s struggle with self -employed citizens - that is, with those who do not count on the support of the state, but earn a living on their own, albeit without paying taxes and contributions to insurance funds - it is difficult to say, but to support from 12 to 25 million unemployed, namely so many self -employed in the country according to the Ministry of Labor and Rosstat, the budget clearly will not.

In addition to everything, it should be borne in mind that it is not so simple to make taxes of the country's working population, in neighboring Belarus, the introduction of “Tuneuan tax”-the collection to insurance funds from the unemployed-led to mass demonstrations that forced even Alexander Lukashenko to back down.
