The governor of the Moscow Region Boris Gromov will soon leave his post. Several federal ministers and the former speaker of the State Duma Boris Gryzlov were replaced at once. The resignation of Gromov will become the final chord of the "Rotation of Governors" named after Dmitry Medvedev. Then the already appointed governors will be selected.
Before the adoption of the law on direct (that is, the people, and not unknown by whom in the presidential administration) the elections of the governors have not yet reached the State Duma. Rather, they reached, but it is not clear when and in what form the law can enter into force. Meanwhile, the governors will have to be reassigned so far.
The Governor of the Moscow Region Boris Gromov expires in May and he is an obvious candidate for reassignment even according to the old scheme (just the election law will not have time to enter into force). There is almost no chance of reassignment of the most famous “Governor General” after the swan. Its 12-year-old rule is marked by the multiple growth of the region’s economy, but there is no special merit of the governor’s team in that: just the region’s closest to Moscow was doomed to grow ahead of the pace, compared to the national economy.
But there were a lot of hardware punctures and scandals in the career of the governor. Gromov had to survive the main blow during his last period. Former Minister of Finance of the Moscow Region Alexei Kuznetsov in 2009 was accused of multi -billion dollar frauds and fled from Russia, fearing the arrest. Due to the large debts of the region (at least it looked from the side) in the middle of the same 2009, Gromov resigned his deputy Alexei Panteleev. And the “struggle for the Khimkinsky forest” and the entire negative train from the bends of local activists directly beat the reputation of the former “fellow soldier” Gromov, mayor of Khimki Vladimir Strelchenko, and indirectly and the governor. And these are only the most high -profile scandals of the last period of Gromov: how many more formal claims can be against him from Moscow - God news.
In addition, a rare governor - according to the tradition in charge of Dmitry Medvedev - can count on the fourth term, and Gromov has almost served his three times. The question is how the governor will be able to maintain the continuity of power and property in the region.
It seems that no one now believes in the possibility of implementing the “successor” option in the suburbs. And when the media (today, for example, the "Kommersant" distinguished itself) comprise the short lines of the successors of Gromov, his appointment is not there. Among the candidates are the current Minister of Transport Igor Levitin, Minister of Natural Resources Yuri Trutnev, Minister of Regional Development Viktor Basargin and former speaker of parliament Boris Gryzlov. Of the more exotic candidates, the sources of Kommersant also mentioned the Governor of the Ivanovo Region Mikhail (unlikely candidacy-usually governors from one region are not transferred to another) and vice-mayor of Moscow Peter Biryukov.
The list of candidates (three current minister at once - only Yuri Luzhkov was prepared such a shift) reflects not only the significance of the region in the federal agenda, but also the general state of personnel uncertainty on the eve of the government’s resignation. What, as you know, will inevitably happen after Vladimir Putin’s move to the Kremlin. Although Putin himself opposed the “personnel Czech Republic” and the radical renewal of the bureau corps, there will be changes in the government, and the retirees will have to look for new positions.
Under these conditions, the position of the Governor of the Moscow Region-hardly the second most important of the Russian region-seems very, very honorable and in a clear “tasty” one.
The new governor will have to respond to a number of challenges: the development of the region without an administrative center and with several types of few similar territories (from agricultural areas to science city) - a difficult occupation. In this sense, the candidacy of Viktor Basargin seems to be suitable.
And here you need clear coordination with Moscow and the federal authorities. In the sense of developing the transport network, Igor Levitin has the greatest experience from potential candidates. Yuri Trutnev but has the experience of leading the region - before coming to the government, he led the Perm region. Finally, Boris Gryzlov, left without a speaker’s position, needs good compensation. In addition, his name has many similar letters with the acting governor near Moscow - even the initials are the same. In general, each of the candidates has its own competitive advantages, probably because they were called the media as applicants.
After it, the old-and-old governors will remain completely “on the fingers of one hand”-almost everyone will not be elected once long ago, but appointed. And immediately after this, the elections seem to promise to return. However, they will no longer be “irreplaceable” regional leaders. It must be assumed that Dmitry Medvedev can write himself as a real political result of his reign.
