From the editorial office. A little over a year ago, Russian President Dmitry Medvedev made the program article "Russia, go!" In which he outlined his vision of the future of our country. But not only outlined, but also called on Russians, active citizens, those who are not indifferent to the fate of Russia, move forward. Today, November 23, 2010, the president made a new political appeal in his video blog . He spoke about the state of Russian democracy, without concealing the shortcomings inherent in it, about pressing problems, as well as what he managed to do from the moment the political reform began. Journalist Andrei Gromov shared his opinion on the appeal with the “Russian magazine”.
* * *
Once Gleb Pavlovsky, commenting on the policy of the Russian authorities, noted that both the 1990s and the 2000s were decades of political improvisation. In this sense, the appeal of Russian President Dmitry Medvedev, in which he announced congestion in the political system of the Russian Federation, can be called spontaneous, but not in the sense that this thought suddenly came to his mind, and he voiced it. He just suddenly realized that now the time had come for such statements. However, obviously no plans to overcome these congestive phenomena are not yet.
It seems that this “improvisation” was carried out without prior preparation. However, in this case, we have an understandable attempt to get out of stagnation, albeit at the level of rhetoric . Indeed, in general, everyone understands that the current state of affairs cannot remain more, because the system does not develop, but simply rot, but there is a complete misunderstanding of what to do in this situation, as well as the inability to think over the change plan. Unfortunately, this contributes to the fact that a thoughtful plan for reforming the country's political system is replaced by spontaneous appeals on any topic. So, you can raise this topic, or you can raise others.
However, the president turns to a certain audience. And this audience, arranged conditionally, is the audience of Internet users. This category includes mainly medium and small businessmen. It is they who are the potential voters of Dmitry Medvedev. And this fact is a certificate of separation of the electoral field of the country, since Vladimir Putin, as you know, is closer to the common people.
It is this category of people, businessmen and Internet users, that the metaphor of the “stagnation”, which Dmitry Medvedev used, is more understandable. But why did the president use it? The answer can only be one. The Russian government understands that the current situation in the country can no longer endure. Of course, once for the authorities the “stagnation” was a comfortable environment for existence, but now the mechanism of adoption and implementation of decisions simply stopped working. But this problem is dangerous, because the current government is flesh from the flesh of stagnation. Stagnation is a metaphor for Putin's Russia with all its pluses and minuses, with all its stability.
Nevertheless, this problem is recognized by the highest power and voiced by it . But it will be really difficult to solve it. Firstly, the economic factor rises. Over the past 10 years, no economy, except for the state, has not worked at all. Russia as a country lined up around, relatively speaking, Gazprom, Rosneft and the tax department. And for the authorities it was very convenient, since there was a working mechanism for monitoring power, obtaining financial resources and their further distribution. Secondly, due to problems in the economic sphere, the social sphere was also launched. According to the inertia of the 1990s, due to catching up growth, people who first lived in poverty and then increased their living standards supported power. But now everything has changed. Stagnation is obvious in the growth of the living standards. As a result, disproportions in the distribution came to the fore, for example, the population - large cities are overpopulated, and in small cities there are no workers or vacancies for those who remained. And these imbalances must be somehow eliminated. With the now dominant system, this will be extremely difficult to do, since those areas that did not bring superprofits were considered ineffective, and only those spheres that were associated either with oil or gas were considered effective.
Now the inertial development has ended. People can no longer afford what they could afford more recently. Inflation is large, salaries are growing slowly, practically no one has normal work and so on. In each area, you can find completely obvious stalled mechanisms . Roads are being built, trains go, but all this is done poorly: it is poorly built, they walk badly, all this is no longer satisfied with anyone.
Sooner or later, all this will lead to a new restructuring. And by the way, they have been talking about her for the last five years. Everyone says that for a long time it cannot continue. But the word “long” is very vague, the current situation can last for a long time, especially since everyone is very afraid of change. The people live in the fear of changes and fear of destruction . This fear has been supported in every possible way all these years. But this fear is strong in power; And she also does not want to change inside herself. The current power and economic elite is a closed corporation, there are practically no people from the outside. It is clear that in such a situation it can only change from the inside. But it is also clear that as a result of this there can be no imitation, especially since the resource of survival in the Russian government is quite large .
Of course, if the price of oil falls strongly, then this will be seriously affected by the positions of the Russian government. But it must be borne in mind that Medvedev and not Putin, but OPEC, solve the issue of oil prices. But why do you need OPEC? There will be no answer to this question, and therefore, oil prices will be relatively high, which will allow the Russian authorities to maintain financial flows filled. So, the authorities will not strive for restructuring within itself.
