Three EP

For some, this is a party of officials, for someone-a colossus on clay legs, for someone-"bulky, despotistical and hypocritical-distance from the declared tasks of the organization." But all this is unfair. The party is different. We will not dwell on the games within the political council, the State Duma, in the war between the "Gryzlovsky" and "Volodinsky" and so on, I would like to talk about the party as such.

The decision of Vladimir Putin to lead United Russia to many analysts seemed strange. The party’s support was unexpected also because until recently, Vladimir Putin avoided directly associate himself with EP and only immediately before the parliamentary elections agreed to head the pre -election party list. The most diverse commentators claimed that this is the maximum support that the party would receive from the "national leader", and after some time now the former president once again surprised everyone, heading the party itself.

A lot said that Vladimir Putin thus blurred his authority of the “national leader”, casts doubt on his place in Russian society and his political future. And what was the reproaches of the spitens already towards the EP! Say, this structure is ineffective and corrupt, has long been written off from accounts and shortly after the change of owner of the main Kremlin cabinet will split and disappear. Now, after a few months, it is already clear that all this is absolutely insolvent, Vladimir Putin almost lost his popularity, and the party is currently experiencing a greater rise than ever. It is quite obvious that on the Russian political scene, United Russia will remain for a long time, if not forever, not only as a "Putin party", but also as a party, "from which Putin."

As for the former President of the Russian Federation, he made a wise political move, taking control of the only capable, capable of reproduction by the political organization of Russia, thereby officially legitimizing himself as the main public policy. What kind of instrument Vladimir Putin got into the hands and why can he be effective?

The fact is that "United Russia" is a universal structure, flexible, living and capable of responding to most challenges that will establish the development of a socio -political situation before it. EP is an unconditional phenomenon of domestic political science. For a long time it was believed that it was generally impossible to create a "party in power". Then it succeeded. They read that the merger of "unity" and the "Fatherland" will become a temporary phenomenon, but the unification was viable. Then they talked about the inevitable loss of popularity, but the results of the elections to the State Duma talk about something else. 64% of support is not a joke. It is clear that even without the support of Vladimir Putin, this party would take the lion's share of votes and would form the largest faction.

The party "United Russia" is universal. During the 2007 election campaign, this was demonstrated. The extremely stringent directives of the Central Committee of the Party on Ideology and the Electoral Campaign, on the one hand, and the enormous flexibility manifested by the party headquarters, taking into account the specifics of each region, on the other, gave an amazing effect. The party brand, without losing its essence, successfully opposed all competitors. Somewhere, the election campaign went against the Communist Party and virtually little different from the democrats of the mid-90s, "there is no road back." In other places, the campaign was conducted against the ATP and liberals, and the slogan "No Roads of the Road" acquired a completely different meaning.

In fact, the most stringent election political struggle today is not conducted at all during the election campaign in the State Duma, it is conducted for places in the EP list. Today it is not enough to "pay" the passage place in the list, as it was before. The identity of the candidate himself, his business and professional qualities, an impeccable reputation, is more and more in demand. Actually, an attempt in a number of regions in August 2007 to conduct primaries (party nomination of candidates) was an attempt to somehow streamline and legitimize this struggle. The applicants for places in the list showed that they were supported by ordinary members of the party and their control over party departments. Not everywhere the primaries passed without a bitch and a bitch, and their results were not always reflected in making a decision on individual candidates, but the very fact of an attempt to make a list of the party more open, democratic and civilized deserves all kinds of approval.

United Russia took on the difficult task of representing the interests of all citizens, all social strata and at the same time be responsible for the activities of the authorities. The president has changed, ministers and governors are only appointed officials, and only the party in power remains to be responsible for eight Putin years. This party is the flesh from the flesh of modern Russian power, it contains all its advantages and disadvantages. Moreover, it reflects all the trends of state policy and all models of the future reconstruction of the Russian Federation at the crossroads of the Russian Federation.

In fact, the parties "United Russia" are not one, but three, in terms of the number of projects of the state development of Russia. This universal party is ready for any rotation of the steering wheel and is able to maintain a leading position with any change in the course.

1. The bourgeois-democratic party of the classic model. Despite the clear advantage over other parties, United Russia remains quite a classic party of the bourgeois-democratic system, which currently continues to remain in our country. She is able to conduct an elected campaign, ideologically competing with other parties, rely in her activities on certain sections of the population, represent their own development program and sometimes quite populist to focus on momentary problems that disturb the voter. Having the vast majority in the State Duma, she nevertheless debates with representatives of other parties, creates a faction and, using her own majority, holds its legislative acts.

Of course, sometimes EP looks quite strange against the background of other political parties, like a tiger at the cat’s exhibition, but rather this is the problem of other parties that are incapable of showing such power and activity in the country's political and public life.

2. Conservative party, one of two. The project of the bicepartican system is extremely popular in some power circles, and United Russia is quite consistent with one of two such parties. In general, the EP is very reminiscent of the US Republican Party, combining the majority of conservative politicians, from liberal conservatives to moderate nationalists. Voices of conservative voters who previously voted both over the ATP and for the LDPR and the Communist Party flock to United Russia. Actually, it is already alone from conservative positions to all other parties, with the exception of the LDPR. And the result of these parties, according to the logic of the bicepartian system, could be combined as a combined filed liberal-progressive direction for a party. In the event of a similar party, capable of uniting both liberals and socialists around him, United Russia will take on the place due to it in the two -party system.

3. Element of the command-administrative system. In the case of a completely incredible scenario and the country's return to a certain likeness of the USSR, United Russia is also quite ready to take the place of the CPSU. In fact, now she largely takes on many functions of the CPSU, from direct management in the regions to creating the ideological filling of politics in the country and in the field. The party brings up managerial personnel, actively works with citizens' appeals, holds most mass events in the country under its auspices. "United Russia" is preoccupied with the problems of educating youth, patriotism, clarifying the population of ideology and the policy of the authorities and the president. In some regions, the party structures with the local authorities were completely fraught with, the party card is increasingly becoming one of the factors providing the official of the official. The EP is ready to continue to continue moving towards the transformation into "leading and guiding force" in the event of the establishment of a command-administrative system in the country in the image of the USSR.

So, as we see, the party is ready for any turn of events and is able to continue to strengthen its role in any development of the situation. Of course, the drawn picture is somewhat idealized by EP, and much in this organization has yet to be changed. Pull the lagging departments, bring the party out of the influence of odious representatives of regional elites, conduct party cleaning and much more. However, it can already be stated that a structure has really appeared in the country that can become a ridge of society, the frame that will ensure stability in the state.
