Our education has two written there, with whom it has been worn for a year in a row, is a single state exam and state standards. Almost everyone has been convinced: these two are solving these priority tasks - and education will become like the gardens of Semiramida. The last days of last year and the first month of the new showed how this likeliness will pass: those who do not understand or do not accept the surging happiness will be obliged to become happy voluntarily.
The standards will be imputed in an orderly order-Minister Vladimir Filippov said so in December and said: he will not accept the thought of a new convocation of new standards, so he will introduce them everywhere by his order, because it is not good for our education to live without this miracle of methodological and administrative thought. The promise has so far been in the air, but it looks no longer on a hanging garden, but on the Damocles of the sword.
The USE treated harder. At the end of December, at a meeting with Yuri Luzhkov, the rector of Moscow State University Viktor Sadovnichy criticized the experiment and invited the whole city to refuse to participate in it. He was supported by the head of the capital's Department of Education Lyubov Kezin, deputy head of the Moscow government Lyudmila Shvetsova, rector of MSTU named after Bauman Igor Fedorov and the mayor himself. The Minister of Education did not like such unanimity, and the final solution to the issue was postponed on January 28 - on this day a meeting of the Council of Rectors of Moscow and the Moscow Region was scheduled.
After this historical meeting, it became clear that Moscow schoolchildren would pass the exam on a voluntary basis, and the capital's universities will be equally voluntarily accepted by objectively evaluated Philippians from the hinterland. The only one who did not give in is Moscow State University. “But there is a holy, for millennia, the right of autonomy of universities - to take away students for themselves so that they become outstanding specialists in the future,” said the rector of Sadovnichy. True, the rest of the rectors pronounced the right to "introduce in addition to a single state exam and an interview in the form of testing." If you move away from the formula “interviewing in the form of testing” strange for the normal eye and ear, it can be assumed that everyone wants to maintain at least the visibility of the “autonomy of the right of autonomy won by millennia”. Perhaps, however, another explanation of these pronounced conditions - from the rectors of Moscow universities, it was not possible to conceal the paradoxes of the objectivity of the exam.
The paradox consists in the fact that “those children who know the subject are better than the subject” - this is better than L.V. Tokareva, the deputy director of the information technologies of the Moscow school # 507. The explanation is offered very simple, and therefore very similar to the truth: “This is due to the fact that a strong student begins to think about each question and can not respond to it. He cannot give an unambiguous answer, because What thinks more widely.
The opinion of the teacher of the Moscow school is quite correlated with data from the Nizhny Novgorod region: the average score for the exam among rural schoolchildren was 3.2, in city ones - 4.5, after conducting ordinary exams, the average score among rural schoolchildren was 4.7, and the city’s - 3.6. These data were cited by the Minister of Education of the Regional Government S. Naumov. According to him, this proves the imperfection and unacceptability of the exam, and therefore "voluntarily we will not use the exam under any circumstances, unless we are forced to order from above."
An experiment with the USE was also conducted in the Moscow Department of Education: a math test was decided by students of some schools, students of the Faculty of Mathematics of one of the federal universities and a teacher of mathematics. " None of the" subjects "had time to solve the last task ."
It is impossible not to take into account the experience of Deputy Minister of Education Viktor Bolotov - convincing the Northern capital of the advantages of the exam, he admitted that he was going to the USE in mathematics and points for the school "five" daily . It is impossible not to believe the deputy minister - of course, if you exercise every day, then all the tasks can be learned to solve ... well, God will give, the g -Bolotov will still practice.
The data of expert experiments are much worse - and all of them are described by the formula “the worse, the better” - with the statements of the Ministry that the exam creates equal conditions for all. Not equal! Thanks to this system, not strong, but weak ones will fall into the universities of the country. It is understandable - "the Ministry of Education proceeded from the need to give all school graduates the opportunity to find a university of their dreams without much excitement, technologically advantageously, worthy of their knowledge and abilities," but it would be nice for the country as a whole if the ministry also thought about the possibilities of universities to find worthy students, and technologically and without special costs.
And the costs of conducting the USE are very significant - for example, in St. Petersburg, where testing will be held only in the Russian language, 7 million 299 thousand rubles will be allocated from the city budget, and a technique for conducting an exam - scanners and computers worth more than 7 million rubles will be put on the federal budget; Another 2.5 million will be aimed at retraining of personnel. Eight million stands out of the federal center to conduct an experiment in the Tula region, five million - to Samara, and there they break their heads, where to get eight more. According to Mr. Bolotov, "in 2001 , one experimental region accounted for an average of 21.8 million rubles from the funds of the federal education development program, in 2003 - 12.5 million rubles." If last year 45 regions participated in the experiment, then 562.5 million rubles were spent on it - and this is according to the most modest estimates.
However, if we proceed from the fact that "the USE is aimed against thieves and bribery in the capital's universities" - as Minister of Education Vladimir Filippov was repeatedly stated, and the figures were called - 50 billion rubles do not fall into the official budgets of educational institutions, but flow into the pockets of the teuthers and the top management of universities, and the economy, of course, is certainly economy there. True, it is not clear why only 50 billion is said, you can name the number of 80 billion, someone, you see, is even more impressed.
In a word, the more we are convinced of the usefulness of the exam for universal good and happiness, the more arguments are given in his favor, the more often the rivers of Anthony Pogorelsky is recalled that the human mind can be divided into a large number of births, completely different and one from the other non -dependent. So, for example, wit, insight, soundness, distinctness and more and more and more essence of the various essence The birth of which a person can have otherwise having the slightest sign of others. That's how it turns out: almost all of our officials (see speeches) possess wit, many have understanding (see decisions made), and there seems to be only a few. As for the foresight, which, according to Pogorelsky, "is the ability to derive the right conclusions from the present about the future and in some way to foresee the end of the work begun or the consequences of any action," then "this kind of mind is extremely rare."
They say that now they have been concerned about reducing the apparatus of officials, introducing them a code of conduct, etc., some special commissions were installed. For my taste, the simplest solution is to introduce only two requirements into this code: 1) common sense and 2) foresight. The problem will be solved automatically, the device will be reduced, the budget will find money not only for experiments.
