We need an import of brains

From the editorial office. Today, July 1, 2010, the First Deputy Head of the Presidential Administration of the Russian Federation Vladislav Surkov appealed to Russian legislators. In his speech, he urged to express confidence in the project of the innovation center in Skolkovo. The draft law on Skolkovo's status was introduced by the president. I'll tell you about the general ideology. We consider it necessary to transfer the economy to a new stage of development, since raw material orientation does not allow Russia to move to another group of countries in terms of living standards. We hope this will happen. The economy should be a derivative of other development centers and go to another league. Within the framework of the raw material paradigm, it is extremely difficult to do this. It is necessary to create the appropriate conditions. Change our habits once again. The history of the commercial success of the 90s and zero years is associated with the prey and export of raw materials.

No one believes that sitting in the laboratory can become a billionaire. The energy of the most advanced people in Russia is directed in the direction where clear successes are visible . Naturally, in order to create a worldview culture, you need to change approaches, environment.

We do not have much historical time to switch to another stage of development. Our universities are misconduct. In our companies, research units are weak. They are guided by the ability to buy and sell. Even in large corporations, appropriate competence has not been developed. The most important thing is that an innovative economy is a search, selection and involvement in the sphere of interests of Skolkovo talented people. This is an individual work. We must pieces of people.

In parliament there were battles according to a law that allows you to create enterprises at universities. More than 200 similar enterprises have been created. This is negligible. This suggests that by adopting the law in its purest form, we cannot count on the desired effect. It is necessary that companies and the state are engaged in individual selection.

It is necessary to attract minds from abroad. We need an import of brains. The President called on our universities hiring foreign specialists. Universities did not react in any way. We must create a habit of working in Russia normally, comfortable, as elsewhere. Whatever the idea of ​​Russia is an overcoming thing. You need to take the first step.

Companies say that they are unprofitable to hire foreign specialists, universities say there is no money. Companies will receive co -financing, we will help universities with grants. Attracting foreign specialists is not antipatriotism. Everywhere in the world, the state finances research work.

After a trip to America, the president said that in the research field of state investment accounts for 50%. Science and the state are inseparable. This does not affect freedom of research, but creates comfortable conditions. This practice exists throughout the world.

The Law on Innograd Skolkovo is an element of a general approach. Skolkovo will become a platform for the entire technological process in Russia. We also take into account the commercial perspective of future scientific projects, in this regard, scientists and businessmen will work in the same territory.

We are actively criticized for collecting people in the same territory. Allegedly, in our age of a virtual economy, people do not need to gather people. But I would like to recall that these are people who work in Silicon Valley. And they do not need to gather, all participants in the process are in one place.

Faith in the future is important. The creator of the iPod was asked why he had left for Silicon Valley from England. He replied that in Silicon Valley there is less cynicism.

Everywhere we suspect each other in some repeated things, but I ask you, believe in the common cause and take part in it.

They tell us why only Skolkovo, because we have a lot of scientific centers in the country so large -scale, but I note that the Silicon Valley is also alone in the United States. There are other scientific centers. It’s good that everything is created unevenly. It would be evenly, there would be no such effect.

There were technology parks, there were introductory zones, and everything went wrong. And here we will manually do this, we will involve people there. Large western corporations believe in Skolkovo, and our companies are not yet believed. This shows the importance of individual work.

There is an opinion that we supposedly turn Skolkovo into some kind of offshore. This is a matter of discussions, but, nevertheless, benefits are needed. This is an obvious necessity. For a special zone, a special economic regime is also needed.
