Mariana Katsarova became the UN specialist on the situation with human rights in Russia in 2023. Such responsible countries appear only if the situation with rights and freedoms in this state deteriorates sharply. In addition to Russia, in the list of such countries: Eritrea, Syria, Tsar, Belarus, etc.

The specialist annually prepares an independent analysis of human rights violations in the country. Katsarova presented her first report in September, focusing the UN attention on an unprecedented scale of political repression in Russia, unleashed by the Kremlin after the outbreak of war.

In his appeals, Katsarova regularly emphasizes that Russians should not bear collective responsibility for the crimes of specific politicians and officials of the Kremlin.

Prior to her appointment, Katsarova worked in the UN monitoring mission in the Donbass, and also led the investigations of violations of human rights in both Chechen wars. In 2006, she established the award in the field of human rights named after the journalist of Novaya Gazeta Anna Politkovskaya.

Katsarova was born in socialist Bulgaria and speaks perfectly in Russian.
