" Someone placed banners on the streets of Petrozavodsk with statements of this content. He rented outdoors. The cost of the project is not one hundred thousand rubles. Everything would be nothing, only between the start of the action and this day the most important event occurred - on June 17, Russian President Vladimir Putin signed a decree on the appointment of elections. They will be held on a single voting day, September 18. In turn, this means that external political advertising becomes permitted only within the limits of the period defined by law, namely, 28 days before the day of voting, that is, not earlier than August 20.
Does this mean that there is an obvious violation of the law? Does this mean that the authorities that monitor the electoral processes and oversees compliance with general Federal laws should be started and instantly respond? In order to answer these questions, it is necessary to first consider the basic position from which the author of this material comes. Is Ulyanov-Lenin quoting political advertising?
Obviously, the treatment of street posters is not aimed at self-permits of the creator of the Russian Social Democratic Workers' Party. Vladimir Ilyich is dead. His party in Russia is no longer, it was dissolved 99 years ago. In other words, neither Ulyanov-Lenin, nor his party in the election campaign of 2016 are participated and, therefore, are not beneficial from active quoting on the streets of the Karelian capital.
However ... The stylized image of a sickle and a hammer - a symbol who personifies the unity of peasants and workers draws attention. Since the second half of the nineteenth century, almost all proletarian organizations use the hammer as their class symbol. At the same time, only in the coat of arms of the USSR did the imposition of a sickle on the hammer occurred for the first time. It is from this time that there is a clear graphic design and consolidation in the mass consciousness of the main symbol of the communist movement.
Here it is worth making an extremely important reservation. Speaking about the “communist movement”, the author does not differentiate the spectrum of politics, which can be attributed to those for whom the sick-young emblem is an unconditional identifying sign. The international symbol of exclusively physical labor is “involved” by a huge number of Marxist movements, left-wing (including socialist) parties, socio-political associations that set the goal of protecting the interests of oppressed working people.
If desired, a sickle with a hammer is found in all samples characterizing the style of Stalinist architecture, in the emblems and flags of many domestic cities and regions, and even in the logo of the largest national airline “Aeroflot - Russian Airlines”.
Nevertheless, characterizing the political nature of advertising, it is important to specify a completely different aspect. Do Leninist quotes perform in combination with sickle-young symbols as elements of consumer or social advertising? If so, which one? If not, then ... an extremely unpleasant question is obvious about the sources of financing an aggressive street “outdoor”, since not a single candidate for elected positions and any regional department of the political party is allowed to open a bank account for accumulation of funds and their subsequent distribution.
A potential list of interests of political agitation under consideration also deserves attention. For Petrozavodsk and Karelia, it is not so big. Firstly, this is the Karelian Republican branch of the Communist Party of the Russian Federation, the first secretary of which is Evgeny Ulyanov (what a touching coincidence!). Secondly, the Karelian Republican branch of the Communist Party "Communists of Russia", led by the first secretary of the committee Andrei Polyakov. Thirdly, the regional branch of the Russian Socialist Party, the chairman of the council of which Yuri Lovyakin recently sent a message to the Department of the Ministry of Justice of the Russian Federation in Karelia about the reservation of the authority of the head.
Why is no one trying to figure out the billboard onslaught of unknown admirers of the aphoristic work of Vladimir Ilyich? Why is not one of the competing parties that calls to be dismissed and immediately replace all political bankbanners with new ones-indicating payment at the expense of the candidate fund and/or political force supporting him? Even if we assume that “everyone has agreed” and “this advertising does not bother anyone”, then why are neither the Central Election Commission of the Republic of Kazakhstan, nor the prosecutor's office of the Republic of Kazakhstan, nor the management of the Federal Antimonopoly Service in Karelia, ”why the audit is not initiated? Is there really a “indifference” here is silent support ”?
