The night of December 4 to 5 and all day on December 5 I had to spend in the territorial election commission (TIK) of the city of Sosnogorsk, where I was delegated in 2010 by a member of the commission with a decisive vote from just Russia.

To be honest, until December 4 of this year, the “member” of me was no. I boycotted the work in the TIC due to the fact that the investigating authorities did not want to initiate a criminal case on falsification in the elections in March 2011 at the polling station No. 307 in the village of Nizhny Odessa. (What is the point of monitoring the elections and counting the votes if the falsifiers captured by the hand are not held accountable?). If anyone does not know, then the protocol of the commission was simply rewritten: two batches of voice were attributed, the rest were stolen.

Recently, I appealed to the court with a complaint against the investigator’s decision on the initiation of a criminal case. There was a hope that the court would figure it out. “Fair Russia” did not manage to replace me in Tik, and I also wanted to know why in the last election the representatives of the party in TIC did not see that only data were transferred from the precinct commissions on the phone, and completely different were brought on paper? Therefore, I decided to temporarily suspend the boycott.

Half to an hour before the closing of polling stations, I appeared in the TEC of the city of Sosnogorsk and was surprised to find that a summary table was not posted in the commission’s premises, which should immediately enter information about the voting results upon the instructions at the arrival of the district commission.

- Where is the table?

- Why do you need it? Everything is entered into the computer!

- According to the instructions of the CEC of Russia, it is laid! So that everyone can see the incoming data and can calculate it manually!

TEC chairman Lyudmila Gavrilova, with demonstrative surprise, re -read the point of the instructions that I showed. Probably for the first time I saw.

In the end, several rolls of paper were brought to me. Like, you need, you are drawing.

I ask the ruler. It’s not difficult for me, I will draw. But then an observer from the Communist Party of the Communist Party, Natalya Bykova, comes to the rescue, she got several printed sheets of an increased form of a summary table. ABOUT! It turns out in Tik she still has it!

Immediately there was a question where to hang the summary table. Again I had to climb into the instructions. And there it is written: "Reception of the PEC protocols on the results of voting, summation of data ..., drawing up the TIC protocol on the results of voting are carried out in one room." And postscript - all these actions should be in the field of view of the persons present. Hmm ... in Tik Sosnogorsk is not one, but a few premises: the chairman’s office, the general office and the cabinet of the System Administrator GAS “Elections”. We (TIC members from “Fair Russia”, the Communist Party and the observer from the LDPR) were sent to a narrow corridor, and there they were hung a table. Nowhere else. The "field of view" sharply narrowed. It is not clear what is happening in the office of the chairman and in the total TIK office. I stated that if you follow the instructions, then the protocol will have to be drawn up in ... the corridor.

From this moment, autonomous streams of information went. We received from places, from observers and coordinators of parties, primary information about the results of voting on cell phones, the remaining members of the TIC - by city phones from the chairmen of precinct commissions. We did not know what they were informed.

Finally, the chairmen of the first weekends appeared with the boxes and bags of sealed documents to cope with the vote count. For some reason, representatives of one of the commissions tried to pass by and go up the stairs of the district administration:

- We were told to go to the second floor.

- What is the second floor? Immediately - in TIC!

Seeing a combined table on the wall, everyone was surprised:

- Before, this was not there!

The Chairman of the TIC L. Gavrilov tried to prove that the chairmen of the PEC first of all should submit information to the computer of the GAS “Elections” systems and only then give them to us to enter into a consolidated table. I had to get the instructions again, poke a finger and prove that everything should be done exactly the opposite: the data of the protocol is entered into the consolidated table immediately after the arrival of the PEC in the TIC.

Eh, someone our table seriously alerted ... After entering into it, we recklessly went into the lobby in the foyer, the door to the tick slammed slammed. When we finally got back, we found with horror and indignation: the summary table disappeared! Well, just like a cow licked my tongue! Member of the Commission from the Communist Party Evgeny Ivanov suspected two members of the commission. Noise and gam to heaven! I called the police and reported the theft. The attackers were not found. A candidate for deputies of the State Duma came, justoross Ilya Velichko: "I have not seen this yet!"

The missing data still managed to restore. But now we, spontaneously rallying representatives of the three parties, did not leave a consolidated table unattended for a minute. Filling it, they checked the data with information from observers from the sites. Unfortunately, in some villages of the district, voting took place without observers. It was from there that the protocols were brought with the highest turnout and an incredibly high percentage of the “party in power”. In the village of Irael, 77 % of voters voted for the “blue-blue”, in the village of Small pen-89 %, in the village of VIS-97!

... in the morning there was a lull. Somewhere “stuck” the commission from Voivozha, Verkhneyzemsky, PEC No. 328 from Lower Odessa. We have already received information from observers from there, it remained to wait for official protocols.

Voivozhytsy and Verkhneimemians brought the recordly low results of United Russia, in one of the sections the party in power gained only 38 % of the vote. The unprecedented success of the Communist Party - - 32!

In the morning, finally delivered documents from the polling station No. 328 (Lower Odessa). The chairman of the TIC L. Gavrilova managed to intercept the protocol “for verification”, I began to be indignant that according to the instructions, first I need to enter the data to the consolidated table and only then check and correct. At the same time, she noticed: one of the protocols signed by members of the protocols is empty, so you can add any numbers to it! She recalled: the signing of an empty protocol is an administrative offense, which is punishable by cash fines, and together with N. Bykova (Communist Party) and L. Krivoshchekova (LDPR) demanded to show protocols. The chairman of the TIC shrugged (“I did not allow you to enter my office!”), Quickly handed the documents to representatives of the 328th weekend, they flew out the door with a bullet.

It took a few more hours to wait for the Nizhneodeszskiye Izbirkomovites. They appeared at the second hour of the day. Where all this time dangled is unknown. We check the voices for the party. Uf! Complete coincidence with the data of our observers!

When the entire table is filled, a member of the TIC from the LDPR with the right of an advisory voice Lyubov Krivoshchekova drew the attention of L. Gavrilova: in Ust-Ukhta, falsification was discovered, given from the observer, copies of the protocol differ from the data of the official protocol delivered from the PEC to the TIC. More than 400 votes were attributed to the United Russia, but 90 votes were stolen from the LDPR, and 82 have a fair Russia ... We must understand. Only the Communist Party was not injured, this party had and left 105 votes. The chairman of Tika somehow nodded her head in bewildermently and indiscriminately ... And soon something unexpected happened. I did not even have time to catch, because of which everything happened. L. Gavrilova tore off the sheet of the pivot table from the stand and tore it! Following - an attempt on the next sheet! Poor table! It is necessary to save her in chorus. When the paper with many numbers was in our hands, L. Krivoshchekova announced that we would not give it away.

... Tika’s meeting, originally appointed at 9 a.m. December 6, suddenly decided urgently at 15 hours. 10 min. December 5, so we did not have time to prepare all acts and complaints. They did not have time to blink an eye, as the territorial election commission approved the final voting protocol in their votes against one, without wanting to adopt an act of violation, an oral statement and deal with voting in Ust-Ukhta. I think, that's why they were in a hurry so as not to understand. Now you can count the votes only by court decision.

It is noteworthy that a member of the TIC with the right of an advisory vote from the LDPR (he is the deputy head of the administration of the Sosnogorsk MR I. Petrov) voted against the theft of votes at his own party. L. Krivoshchekova said that she would raise the question of the further stay of Mr. Petrov in the ranks of the party and as part of the TIC.

In the appendage - the general picture of the elections in Nizhny Odessa. In one of the sites, the commission deleted the observer (Blogger “7x7” I. Ivanov) from the vote count, considering that he “did not appear on the site”. It is amazing how to remove the one who “did not appear”? The observer was also surprised and went to court.

In several areas, when opening the URN, small packs of ballots, folded about 10 pieces, were seen (which means that the system of small throws operated).

In one of the sites, traces of an organized action were found. About 30 ballots were spoiled in the same way: all parties were awarded the marks of voters except United Russia. In another section, a “voted” voter was identified, who actually did not vote.

Finally - about the "weather" in the elections in the small Peres. There it was made by watchmen, who were three times more than local residents. There are rumors that the workers (there were more than a thousand) forced to receive absenteeism and vote under fear of dismissal.
