The City Hall of Arkhangelsk did not support the draft regional law “On the regional budget for 2013 and for the planning period of 2014 and 2015”.

In his official conclusion, directed to the chairman of the regional council V.S.Forgina, the city leadership draws attention to the fact that the proposals of the municipality of the city of Arkhangelsk were not taken into account in the proposed distribution of inter -budget transfers to local budgets.

The proposals of the city hall concern the two fundamental most “sick” issues of the day - on the provision of subsidies from the regional budget for the execution of court decisions on the resettlement of citizens from residential premises recognized as unsuitable for living, and the construction of new kindergartens, the redemption and reconstruction of buildings of former kindergartens.

Arkhangelsk is not able to fully fulfill its obligations to relocate citizens from the Old Housing Fund, as well as to provide free preschool education.

The city budget’s own revenues are predicted for 2013 in the amount of 4.5 billion rubles. At the same time, on September 26 this year, the Arkhangelsk City Hall has 1,451 unfulfilled court decision on the resettlement of citizens from residential premises recognized as unsuitable for living, totaling 3,027 million rubles.

In addition, to reduce the priority in preschool institutions in 2013 - 2015, at least 14 new preschool institutions are required in the city, the total construction of which will be about 5.5 billion rubles.

Thus, the execution of these two powers Arkhangelsk requires funds two times the possibilities of the revenue of the city budget, the city hall emphasized.
