In May, the Arctic - TV took place unusual information: the local television channel reported that in the FCU IK No. 18 of the Federal Penitentiary Service of the Russian Federation for the Murmansk region on May 14, 2012, four prisoners were beaten by the Federal Penitentiary Service. The lawyer of one of the prisoners provided reporters with photographs in which four people have a naughty back in the blood. This situation with the use of torture in the prison system of the Murmansk region, in addition to a lawyer, was commented by the chairman of the regional public community commission (PMC) Irina Paikacheva.

Journalists Arctic - TV planned to visit IR No. 18 together with human rights activists from the PMC, but they could not agree with the UFSIN and the terms of such a visit.

On June 7, 2012, human rights activists in the expanded composition of the PMC, together with a member of the Expert Council under the Commissioner for Human Rights in the Russian Federation, Andrei Babushkin, visited the indicated colony with an inspection, the results of which are given in the attached opinion.

On June 7, 2012, a member of the Expert Council under the Commissioner for Human Rights in the Russian Federation (Expert of the PMC of the Murmansk Region) Babushkin A.V. Together with the chairman of the PMC of the Murmansk region, Paikacheva I.V. and a member of the PMC Pikachev V.I. With the participation of the assistant chief of the Federal Penitentiary Service of the Russian Federation for Human Rights, Babaskin Yu.A. conducted a joint verification of compliance with human rights in the activities of the FCU IK No. 18 of the Federal Penitentiary Service in the Murmansk region.

During the audit, the following was established:

The convicted Yushchenko Andrei Aleksandrovich reported that on May 14, 2012, during a search of the convicts, he was taken to the shower, where 8 convicts were more than an hour. After knocking on the door, the employees in masks ran into the room, began to shout: “who is not clear”, “who allowed to knock,” without asking what was the matter, they began to beat Yushchenko and Ionov Artem Nikolaevich (freed on May 17, 2012). There were 6 to 10 people in masks. They commanded the deputy in Bior Sukharev. Zlati Vyacheslav and Pharafonov Alexander were beaten in residential premises No. 21. Yushchenko, Zlatin, Ionov, Farapondov were recorded in the form of traces of blows. The video recording was not conducted. These events were seen by Aleksey Mikhailovich Goncharov, Tarkhanov Mikhail Evgenievich, Drozdov Vyacheslav Vladimirovich, Subbotin Sergey Alexandrovich, Sharomomov Sherzod Batyrovich, Makarov Maxim Igorevich. No prohibited items were found. Resolved items were seized, including the photo album from Novikov Viktor Viktorovich, who was placed in PCT for complaints.

Being respondents, convicted Dolokyan David Vanoevich explained that he was suffering from .......................... when he and other convicts was locked in the bathhouse, he had nothing to breathe, he asked to turn on the fan, but this led to an inadequate reaction from employees in masks. Zlati explained that on May 14 his things were scattered, demanded to take off his pants, despite the fact that it was cold, while he was applied to the cracks and ears, after which he was taken to the search, where they pressed his mouth and throat, removed the belt and began to beat with a belt. They began to twist the leg in which the plate was installed after the accident. Zlati shouted that he had a plate in his leg. When the convicts from his cells began to knock, Sukharev came and said that he would "knock now." Nadmed Popov recorded beatings - the ankle tumor, the foot of the leg, hematomas from the belt on the back and lower back, bruises on the head and face.

Novikov V.V. He explained that Sukharev and other employees took the photo album, criminal materials, a tracksuit, panties, socks; A few days later everything was returned. For which he was sent to the PKT, he did not know for the decision, he did not give an explanation. Plastic in PCT for 6 months.

Pharafonov Alexander Aleksandrovich said that he was searched in the cell, after refusing to shoot a costume on the command of the BIR, they began to beat on the back, causing hematomas, abrasions and scratches; more than 10 strokes were inflicted; Brokes struck 6 people. These events saw Voevodin Andrey Vasilievich. Voevodin and Ferapontov was interviewed by an OSB UFSIN officer, but the investigator of the SU SK did not interview. Things have not been returned to the present, although they promised to return on May 16. Ferafontov still has only socks, panties and a T -shirt.

Ferapontov suffers …………………….; He turned to honey, but help was not provided.

The quality of the test on the complaint indicates that neither the employees of their own safety of the Federal Penitentiary Service, nor the employees of the SC SK, nor the victim and the witness interviewed.

Recommended:

- recognize the quality of the audit conducted by the Investigative Committee of the Investigative Committee of the Russian Federation on the Murmansk region of events on May 14 unsatisfactory;

- ensure a full -fledged verification;

- check the validity of being in the Dollololand Swo, the validity of the transfer to Novikov’s PCT;

- Provide the provision of proper medical assistance to Zlati and Ferapontov.
