It is not possible to get silent about the new Russian law on education ... although you don’t want to read 200 pages of a text written in a bird's tongue, and even more so 400 pages of all kinds of changes to it, I don’t want to, it’s a pity! Perhaps that is why the reasoning will seem to someone amateurish, although I did not consider myself a amateur in education for almost a quarter of a century.
I noticed that in our Internet magazine, the reviews on this topic concern in the majority school and school teachers, although in this part, in my assessment, the changes are minimal. Much more innovations concern vocational education. Higher school has been preparing for them for a long time, I think that these innovations themselves were lobbied by leading universities in the country in their interests. But primary vocational education, it seems, can already be considered the haggard in oblivion. Sincerely sorry!
The vocational law system received its death sentence much earlier. I recall 1994, I was then (a very short time) First Deputy Minister of Education of the Republic. Remember those troubled times? How many of you can boast of what you understood what is happening in Russia and adequately evaluated this? I - no! And so, in the city of Nizhnevartovsk a large meeting of the ministers of the education of the constituent entities of the Russian Federation, the next reform of education (and our post -Soviet education system is a continuous incessant reform!) And one of the slogans from the reform of our poor education is called the closure of professional teschers! I was at a loss: why? And on the sidelines, I was incomprehensible, they explained: Russia is entering the Bologna process (I have even questions, what kind of beast is this?), He wants to integrate into the European economic space, the Russian budget, we need loans, they promise loans only under the fulfillment of some conditions, one of these conditions - this is a system of education according to the western model, and in that very sample there were never rabbins, vocational schools and other preparations and other preparations and other preparations workers at the expense of the state.
To the honor of the then leaders of the Russian Ministry of Education and the regional ones, too, managed to find arguments and defend primary vocational education. Still, over the past 16 years, how many thousands of young people were given by working professions, they were completed, in the end, tore off the alcohol and criminal groups. And how many young people with working discharges over the years managed to get higher education! For the past two years, I have been working at a technical university and I have known several dozen young people and already quite mature people who receive an engineer’s diploma in absentia after vocational schools, while differing from yesterday’s schoolchildren hard work, working hardening, a very responsible attitude to the profession received. In the field of material production, it seems to me, this is generally the perfect option: at first I mastered the craft, then I learned to be an organizer, a leader.
The calculation of the developers of the new law, apparently, is that working personnel should prepare for themselves at the expense of their funds of the enterprise, i.e. Business structures, not a state, since the state has no state production. Understanding this, I do not understand this: I heard about the state task to make Russia attractive to investors, for the sake of this they don’t feel sorry to invest more in the infrastructure, but at the same time the current and working system for training the main frames for business-hard workers-they liquidate. I don’t understand, from this, the attractiveness for investors will increase?
Yes, God with them, with high matters of state interests, macroeconomics, in which I do not understand anything. I see very sad social consequences of closing the vocational school, in any case, in the near future, in remote, maybe everything will be tired, we are "used to getting used to everything." It is sad, because the level of mass school education falls, the growth of the number of lyceums and gymnasiums, if it takes place, I am not talking about them. This means that many school graduates will be thrown out nowhere after school, because not everyone will be able to study at universities. And not only because the school is poorly trained, but also because the level of parents' income will not allow. My daughter -in -law teaches me in vocational schools, I know what children go there and why: they feed there for free, they give money for practice, they provide material assistance to those in need, learn to work and earn money. For children from drinking villages, this is a chance to fit into a normal youth environment, into normal human relations. Not a guarantee, of course, but just a chance. Are there other options? Once, being the director of the rural school, I, strong-willed efforts, even contrary to the opinion of the pedagogical collection, left difficult students who are undergoing lessons, after a mandatory 9th grade of high school, although they did not need this “nafig”. I invented that evening school, the class of industrial training, the good that such leaders were then in Rono (MV Kuzchutkomov, a thousand thanks to you and good health), the district executive committee (N.I. Kozlov, the kingdom of heaven and eternal memory), the party district committee (M.M. Loskutov, the kingdom of heaven and eternal memory), which allowed to do everything, if only for the good of children. I will not say that I saved someone, but the chance of becoming a full-fledged person, not to slide along the light path of drunkenness or malnutrition, gave it. Now, when the mass school is firmly regulated by all sorts of inhuman standards, such initiatives are unlikely to be possible. So who needs such children, unpromising, marginal, how is it fashionable to talk now? Where, in which article, their place in the Law on Education?
