After that, the prosecutors believe, Plotnikov actually led the company. According to them, just as in the case of the “hands”, Pavel Plotnikov ruled the activities of the “capital-Stroy”. He gave instructions on participating in auctions to determine the tenants of land for construction, took measures to ensure that there was no real competition at the auction, was interested in the construction of the construction and determined the price of the sale of apartments. Representatives of the state prosecution several times said that “Plotnikov did not take measures for the enforcement of rent from the enterprise”, that he promised Turuev (as obviously, he said at a closed court hearing the Alexander Turuev himself) not to take a rent from him and even called for not paying it.

The prosecutors again talked about episodes with bribes. On the land on the street. The Red Army Plotnikov demanded that Turuev for assistance in registering a building permit to transfer two garages to him and arrange them for his wife’s mother Nadezhda Pashkov (she was also the co-founder of the Capital-Stroy). Plotnikov invited Turuev to convey another bribe in the form of a garage when he found out that the entrepreneur was going to build them on Volkova Street. Representatives of the state prosecution believe that the testimony of the wife of the accused Oksana Plotnikova is not true. They said that they doubt their reliability. In addition, "Plotnikova for a long time evaded the investigation organs."

At the last meeting, it turned out that Pavel Plotnikov proposed to carry out his own interrogation using a “lies detector”, but the investigation refused him this. The ex-mayor said that he proposed to check on the polygraph the testimony of the chief witness of Alexander Turuev. These are issues related to corruption, with illegal entrepreneurship, with receiving bribes in the form of three garages. This is a resonant matter. The former mayor recalled several other criminal cases, which for several years initiated him. All of them were closed. Pavel Plotnikov called the customer of all criminal cases against himself the former head of the administration of the head of Mari El, ex-first deputy chairman of the Government of the Republic Dmitry Turchina:

- He probably now rubs his hands and thinks that by the end everything is coming, Plotnikova was asked to land for 13 years, and he would probably regret that he was simply not killed in due time. According to the ex-official, Dmitry Turchine pursues the only goal-to defend his own business interests. The “empire” of Turchin included Mari concrete, the regional managing company, the capital-Stroy, the company Stroitel, the White Bear and a number of other companies, the accused said. All these organizations conducted entrepreneurial activity outside the law, says Plotnikov. They acted with violations, did not pay taxes, rents, destroyed municipal roads.

“The whole conflict arose when I refused to serve the interests of firms that have actually belonged to Turchin,” said Pavel Plotnikov. - did not exchange the interests of the city. I was always outraged why the power structures of the republic were involved in this. Bypassing the law on privatization. The schemes were the simplest: transferred to the economic maintenance of the premises, on the same day they evaluated and sold to interested parties. The amounts were tens, or even hundreds of times underestimated. I will give one example that many know. About the sale of a non -residential building on Sovetskaya Street at the intersection with Pushkin Street. This building belonged to the treasury of the republic, it was the Ministry of Health Mari El, and after it a museum. It was estimated and sold for 87 thousand rubles. Its area is 700 square meters. Sold as building materials, that is, 100 rubles per square meter. Direct transaction, without auction. The buyer is a well -known company, "Television company 12 region." The market value of the building at that time was 35 million rubles. The cost of the land is 25 million. Damage to the treasury of the republic from this transaction amounted to 60 million rubles. Why do I know that? It was originally planned that my wife would appreciate this building, but she refused to do it. And there were hundreds of such transactions. The damage was a billion rubles. There is data on these transactions in the prosecutor's office of the republic and in the Investigative Committee. They do not specifically initiate criminal cases on these facts. Why? The answer is obvious. Because the high -ranking employees of the Mari El prosecutor’s office, such as Voronchikhin, Kondratyev (First Deputy and Deputy Prosecutor of Mari El), their relatives, before that the prosecutor of Mari El was Ryumshin - they were affiliated in these transactions. They covered them. And they still do not investigate these criminal facts. I really hope that in connection with the change in the prosecutor of the republic, the head of the Investigative Committee on Mari El, a legal assessment of these acts will still be given.

The defendant said that the authorities of the republic since 2002 have not changed the assessment of the cadastral value of land and objects in republican property. The cost of renting land and objects was significantly lower than in the city where objects were estimated at market value. And again, Plotnikov cited as an example of the former head of the administration of the head of Mari El:

- Why? Because everyone had their own business. There, Turchin, 25 thousand for two hectares of land on Lake Karas paid. Everything is fine. No violations, this is the "honest" person!

Pavel Plotnikov said that in the regional media, a “dirty campaign, whose customers were Turchin and Turushev, were unleashed before his resignation. He recalled that he set out a position on his persecution in letters to the President of Russia.

Plotnikov repeated several times that he defended the interests of the city. However, he does not consider himself an ideal person. He rejected the accusation that he abused his position, moving along the service ladder.

The former mayor of Yoshkar-Ola believes that the testimony of witnesses did not confirm the version of the prosecution. True, two more of them confirmed the version of Alexander Turuev. These testimonies were given by the nephew of the entrepreneur Nikolai Mursatov (“the interested person and participant in all Turuay frauds - gives evidence and changes them every time”) and Nadezhda Tsurkan, a lawyer working in the companies of Turuyev (“still maintains close relations with the Turuev family”).

Pavel Plotnikov said about the business of her mother -in -law Pashkova that she conducted it on her own and did not receive any preferences from the city. Her property is the former pioneer camp and the Shelangush base in the Zvenigovsky district.

The defendant said that his wife "for nine months traveled to other people's cities with children - from bandits, corrupt security officials." According to him, she now, when he gives testimony, took the children "away, just in case."

At the end of his speech, Pavel Plotnikov said that he was always offended that he was being held for a “some corrupt official”:

“I'm glad that everything approaches some logical end,” he said. -I will take all actions dependent on me so as not to denigrate the post of mayor of Yoshkar-Ola. The trust that the deputies and residents of the city expressed me, I will justify. If someone believes that I finished the carder, this is the beginning of a big journey. Plotnikov turned to the judge - he expressed the hope that Fedor Artyushov would be impartial and make a decision on the basis of the law.

- I believe you, to the law. I will respect any decision you make. From my own person I ask a legal, fair decision and justify me, ”the accused ex-mayor asked.

The judge closed the meeting and announced a break until September 6, when a decision on the case will be announced.

The court in the case of Pavel Plotnikov began on September 13 last year. The ex-mayor of Yoshkar-Ola is accused of illegal entrepreneurship and receiving three garages in the form of a bribe. After the completion of the judicial investigation, the state prosecution excluded from their final conclusion episodes regarding Plotnikov’s involvement in illegal entrepreneurship - in December last year, the statute of limitations expired. Representatives of the prosecutor's office requested the maximum possible punishment for Plotnikov on episodes regarding a bribe. They asked the court to deprive the accused of freedom for 13 years, send him to a maximum security colony and fined 34 million rubles.
