I want to explain with some examples the closure of business by controlling services.

So on 08/06/2015, having arrived at the Opocade of the Plant of Dark Oil Products, I found that the employees of OJSC Usinskgeoneft, conducting work on the installation of pipe valves, completely ignore all industrial safety rules. They poured diesel fuel in the volume of more than one ton to the relief. A fire team was immediately called, which drove up and recorded the fact of an intentional spill of diesel fuel. After some time, the leaders of the civil defense systems and emergency situations arrived, seeing the spill, they offered the representative of OJSC "Usinskgeoneph" to Roman Yanishin for 1-2 hours to fill the spots of the spill with sand. In replacements, according to my data, they promised not to publicize the fact of the spill. So they later acted, as it turned out.

Where are the overseers look ?

To our official request to the Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor), the Pechora department on the fact of this spill was given that during an unscheduled check of the diesel fuel spill, it was found.

The Office of the Federal Service for Supervision of Nature Management (Rosprirodnadzor) on the Republic of Komi on the fact of this spill also answered that diesel fuel was poured on a concrete base that prevents the entry of oil products into the soil, and that this Rostekhnadzor is not drained into the soil. This is already amazing!

I will not paint the entire chronology of correspondence with regulatory authorities, but I want to explain the following:

- GO and EMS, the city of Usinsk, having arrived at the spill, does not take real measures and does not invite the corresponding structures to fix the spill and draw up the protocol, but openly states that these volumes of diesel fuel spill are not significant for the ecology of the region. The question arises, what is significant for them?

Strange position

The same position is held by Rostekhnadzor, Rosprirodnadzor, the Ministry of Natural Resources of the Komi Republic and, in particular, the Owner City Committee for the Protection of the Environment, which directly states that OJSC Usinskgeoneft does not belong to objects that have a negative impact on the environment in the implementation of household and other activities in the territory of the Republic of Kazakhstan and subject to regional state environmental environmental environmental supervision.

All this leads to the fact that from our sloppiness not a single day passes without explosions, accidents, injuries ........ So, the last accident that occurred in the South Osh deposit showed complete secrecy in industrial safety matters ...

How much more should you burn ?

This once again confirms the peculiar attitude of the officials of the Usinsky branch of Rostekhnadzor, who at one time closed their eyes to the fact that 4 tanks burned on the head structures!

Thus, they “discovered” the new law of physics of hydrocarbons without oxygen access. And after some time, a man also died at the Usinsky GPZ and everyone else is to blame, but not the company LUKOIL-Komi LLC, which, possibly, thanks to the connection of the Sile (mayor) discussed in the company, is defending (the head of the LC)-the Bezruk (UGN) successfully covered the ugliness.

Is it not possible to say about the Usinsky City Committee for Environmental Protection, which completely closed his eyes to all spills, oil burning and other disorders in the field of nature protection?

Everything is fine in the reports ...

Reading the reports of the Ministry of Natural Resources and Environmental Protection of the Republic of Kazakhstan and the resolution of various meetings on this subject, I am amazed at their helplessness and unwillingness to work.

I consider references to the imperfection of the legislation as unsubscribing. Let me give you an example: in the center of Moscow, for poorly washed plates, McDonald's closed for 90 days. Now McDonald's has no these remarks, and for some reason Rostekhnadzor was afraid to close the installation of oil preparation in LUKOIL-Kom LLC in Usinsk, since all the regulatory authorities of Usinsk are apparently “unspented” by the region’s oil-producing enterprises. The same thing in the field of nature protection. Let them show at least one document where it would be indicated on the closure of 1 well, 1 deposits or the termination of the work of some pipeline?

Open appeal

I openly appeal to the leadership of Civil Defense and emergency situations, Rostekhnadzor, the Usinsky City Committee for Environmental Protection of Usinsk and ask you to answer through the media and in other stands to the questions I posed.

I also ask the former deputy of the State Council of the Republic of Komi Vladimir Bezruk to give an official response to the residents of the city of Usinsk through the media- how were 150 million rubles allocated for the repair of the runway of the Uusinsk airport , since he was an auditor for the use of these funds? These funds were provided by OJSC Zarubezhneft, LUKOIL-Komi LLC, Rosneft NK. What and how is made for these funds in the interests of the city and the transport facility? Who and when is ready to give answers to these questions?
