On January 1, 2013, the Federal Law “On Monitoring the Compliance of the costs of persons replacing government posts and other persons to their income” entered into force.

In the development of the adopted Federal Law, the legal department of the administration of the Governor and the Government of the region has developed a bill that introduces a system of control over the expenses of persons replacing state posts of the Arkhangelsk region and municipal posts, as well as regional state and municipal employees.

In accordance with the bill, these persons are obliged to submit information about their expenses, as well as the expenses of the spouse and minor children for each transaction for the purchase of real estate, transport, securities, shares, if the amount of the transaction exceeds the total income of the official and his wife (spouse) for the last three years preceding the transaction, and about the sources of receipt of funds from which it has been completed.

The basis for making a decision on control of expenses is sufficient information that state and municipal employees made an appropriate transaction for an amount exceeding the total income of this person and his wife (spouse) for the last three years before the purchase.

The developed bill is approved by the regional government and will be submitted to the next session of the regional assembly. Subsequently, the control procedures and the mechanism for applying to the income of the property budget, in respect of which there are no information confirming its acquisition on legal income, should be debugged in practice, the press service of the regional government reports.

Recall that the two previous Arkhangelsk governors, Kiselev and Mikhalchuk were suspected of corruption schemes, several proteges of the latter at once fell into the field of view of law enforcement agencies, some of them are still hiding from the investigation and is on an international wanted list.
