Looking at recent recent receptions, fixed by lawmakers in the legal field of Russia, I understand that all these prohibitions are in about the same plane: not a desire to see. I do not want to see everything here. We have some kind of habit of taking everything from the region apparently to the region of the not visible, difficult to control. To lay a bomb under the next generation, so that they suddenly find that it is and this is the most forbidden, it was always nearby, only you see the previous generation considered it important to introduce the prohibited from the area visible into the area of developing in the shade.
The very prohibition is not connected with us with the disappearance, the transition from a state of being to a state is not being. The interim measures of the ban are not aimed at organizing the procedures of reconciliations with a ban, somehow organizing the lives of people after the ban, but to punishment of those who publicly continue to ignore the ban. That is, the very implementation of the law is aimed only at one thing - the coercion of people to shadow law. Business, public, art, politicians, everyone is accustomed to gray schemes, to the shadow, to existence in the shade, to shadow culture, to the rules of shadow or near shadow culture.
And at the same time, the authorities suddenly understand that a dialogue is needed, that social capital is needed, the faith of people in power, the faith of people in the decisions of the authorities, but this need cannot be planted on the soil of shadow culture, the shadow culture is not the best soil, the shadow culture is a culture of another trust, it is a culture of small groups, closed social formations, it is not a culture of social unity, social mobilization. In shadow culture, people quickly get used to only the most close and most devoted. In shadow culture, any light is a threat, these are risks.
Therefore, the legal field created the principle by which any ban, if you want to implement it should be beneficial. The ban is essentially not a ban, the ban is always a transaction in which it is a ban - profitable, the ban is dividends. It is necessary to prohibit the ban, the ban is never a cling to the part, the ban is always a very systematic approach, the ban is an element of a large canvas called development, the ban is not a cross on the vector, it is a vector adjustment, redirecting.
