Why is Putin listening to me, and the rest of Putin?

A year and a half ago, I talked with one of the leaders of the economic bloc of the Kirov government for two hours. The conversation was about the place and the role of small business in the development of the region. In general, the official, although he understood the importance of this business sector, did not recognize a strategic priority for a small business.

I, in turn, tried to inspire a simple thing- small business is one of the main factors in the preservation and social development of the region.

And the main problem in supporting small businesses is to build mutually beneficial relations between entrepreneurs and municipalities. So that MSU is really interested in the growth of small enterprises. And for this it was necessary to radically solve one thing- all taxes that are generated by small business should remain in the territory of the municipality. All taxes. Then understanding and cooperation will begin.

I suggested to the Kirov government to build a scheme of subsidies and transfers from the regional budget by local bodies in such a way that their amount was just complied with the number of taxes that came from the activities of small businesses on their territory.

It seems like a fairly simple thought and technically not complicated.

It didn't work out. Officials of smart advice do not listen. Or do not want to listen.

And Putin listened. And he immediately suggested in his current message to the Federal Assembly to change the legislation so that all taxes from small businesses remained where it works. He proposed that I offered regional leaders a year and a half ago. They would listen then - it would help to move forward faster now.

Why is everything built like this? Why are signals and sentences going only on top?. Putin is not God and everything cannot and will not be able to do everything. Even if he tried hard.

If the current system of communications and relationships does not change, then all wishes, messages, proposals, instructions, obligations and calls will not be able to realize. They just can't. This means that the prospect of the country's development remains foggy and not very rainbow.
