
On September 12, the lawsuit began in Yoshkar-Ola on the case of the ex-mayor of Yoshkar-Ola Pavel Plotnikov. In the morning of September 12, representatives of the prosecutor's office performed at the hearing. They read out the full version of the indictment. According to them, the deputy head of the Municipal Property Committee (KUMI) Yoshkar-Olya, the head of the department of accounting and distinction between land resources, Pavel Plotnikov in early 2005, proposed to the entrepreneur Alexander Turoev (convicted last year for trying to kill Plotnikov, when he was the mayor of Yoshkar-Ola) to engage in joint entrepreneurial activities.
- From selfish motives, an intent arose to carry out entrepreneurial activity through unspoken participation in the management of a commercial organization through a trusted person, with the provision of benefits, advantages and general patronage using official powers, ”the prosecutor read.
The first such joint venture, according to the prosecution, was LLC “Regional Management Company” (“Hands”). She was registered, but did not act. At its founder and leader Vladimir Zhuravlev, Plotnikov had a “necessary influence”.
In the "implementation of his plan", Plotnikov instructed Turuv to become the head of the Hand LLC. The share of Turuev in the company amounted to 60%. The remaining 40%, according to investigators, belonged to Plotnikov. Formally, his interests were represented by a man named Solovyov.
Plotnikov promised to ensure the conclusion of a lease of non -residential premises on the street. Komsomolskaya, 96. The state prosecution believes that this became possible due to the official position and influence of the municipal official. The first agreement was concluded in February 2005. The fee for renting a non -residential premises belonging to the municipality was 105 thousand rubles. per month. The rental of this premises was extended for twenty years (the first contract was concluded for a year) also because Plotnikov used his official position. A new clause appeared in the contract - about the possibility of putting the premises in the sublease. Thus, he believes the state prosecution, LLC “Hands” gained advantages over other business entities.
All further in the document of the actions of Turuev as the general director, the investigation and state prosecution are associated with the Plan of Plotnikov: sub -dealers with several entrepreneurs were concluded, then it was decided to increase retail space - to reconstruct this non -residential premises. At the beginning of 2010, when Pavel Plotnikov already headed the Municipal Property Management Committee, he invited Alexander Turuev to privatize this room and ensured the inclusion of this object in the forecast plan of privatization.
Then a scheme for the ransom of the premises with the offset of the funds spent on its reconstruction was implemented. At the same time, the information services of Turuev were provided by officials of the Municipal Property Management Committee (the prosecutor mentioned Olga Lobko, who, under Paul Plotnikov-mayor, was the position of chief of Kumi). In order to achieve the offset, a decision of the arbitration court was needed. The court ordered the Yoshkar-Ola administration to count the purchase transaction in the cost of reconstruction. Instead of 18 million rubles. The entrepreneur paid for real estate 10.
After that, “in 2011, in 2011, the person interested in concluding the Subrenda, co -owner of LLC“ Universal ”(retail trade in food) Odintsov, was looking for“ to extract profit from participation in the entrepreneurial activity of carpenters ”. Turuyev, acting “according to Plotnikov’s plan”, entered into a sublease agreement with this company.
The prosecution calculated the profit that REK LLC brought the use of non -residential premises on the street. Komsomolskaya - more than 100 million rubles. For 11 years. During this time, the company acquired five non -residential premises and buildings and an apartment. The accusation believes that the share of Pavel Plotnikov arrived during this time amounted to 5 million 180 thousand rubles. This money was paid "by drawing up knowingly false documents, as the payment of funds as dividends to Solovyov."
The result of the company's entrepreneurial activity was the “systematic profit of profit, including Plotnikov personally, as well as the acquisition of real estate.” The accusation claims that "Plotnikov realized and foresaw the social danger of his actions."
In 2011, Pavel Plotnikov headed the Municipal Property Committee of the Yoshkar-Ola administration. The investigation and prosecution believe that in 2012 he had a new criminal intent. For his implementation, he again turned to the future customer of his murder to Alexander Turuev. This time, Plotnikov invited him to “create a legal entity in the form of a limited liability company” to engage in housing construction in “prestigious areas of Yoshkar-Ola”. The shares in the capital of the new project were distributed equally. The head of Kumi nominated his trusted person to the founders - the mother of the wife Pashkov. Turuyev and Pashkova became the founders of the new legal entity, the company "Capital-Stroy". The share of Pashkova "actually belonged to Plotnikov." Alexander Turuyev became the general director of the company.
The auctions for the provision of land for the construction of apartment buildings, according to the prosecution, were held according to the Plotnikov-Turaev plan. To win, Plotnikov advised his companion to "repeatedly increase the price of rent at the auction."
Using his official powers, Pavel Plotnikov signed the protocols of disagreements, according to which the amount of the deposit at auctions returned to Turuev. In the future, it was counted on account of rental payments. Unreasonable property benefits received by the entrepreneur were “exemption from payment of funds to the budget of the municipality”.
When the tenant, the Capital-Stroy company, did not fulfill its obligations to pay money for renting land, Pavel Plotnikov, "using its official position, deliberately did not take measures to force the recovery from Turuev and the construction company of debts."
All the prestigious areas mentioned in the indictment, which were received at auctions by the construction company Plotnikova-Turaev, were located not in the center of Yoshkar-Ola, but in the actively built-up territory of the river part of the city. The land there is enough for the simultaneous operation of several construction companies at once.
Nevertheless, the prosecution believes that the Capital-Stroy company received several plots for construction unreasonably.
At the end of 2013 - early 2014, a conflict was outlined in the relations of Plotnikov and Turuyev. As a result, the Turules was removed from the management of the company, but remained a co -founder.
“Using the official position, Plotnikov carried out administrative support of LLC“ Capital-Stroy ”, in the implementation of the current economic issues of the enterprise related to the passage of administrative procedures in the structural units of the Yoshkar-Ola administration,” the prosecutor's office said. As a result of the benefits and advantages, the company successfully worked, made a profit. Her income in 2013-2015 amounted to 123.9 million rubles.
This and the previous episode (with LLC “Hands”) were the reason for the removal of Pavel Plotnikov from the post of mayor of Yoshkar-Ola in November 2015.
The state prosecution after the investigation is charged with Pavel Plotnikova to receive two bribes. Immediately after the arrest, the investigation developed a version of a bribe in an apartment (worth 4 million rubles). At the same time, the bribe taker, obviously, was the same Alexander Turuev (he is deprived of freedom for eight years and is serving his sentence in one of the colonies of the republic). In the indictment, which the prosecutors read in court, not an apartment, but three garages. However, they received their carpenters from Turuev.
The first two garages on the street. The entrepreneur “presented” the Krasnoarmeyskaya in Yoshkar-Ola to the future mayor in the spring of 2010. Such was a fee for permission for the construction of garages on this site and "information services". Garages were on the ground related to the leading of the Minggosimature. After the completion of construction, they were decorated with the mother of the wife of Pavel Plotnikov. A contract was drawn up between the participants in the transaction on the sale of garages in the amount of 80 thousand rubles. In fact, it was a gratuitous transaction. The real cost of garages was about 1 million rubles.
At the end of 2011, Turotnikov asked Plotnikov to help in the construction of three garages on the street. Volkova. Plotnikov again "invited him to give a bribe in the form of a garage and arrange it on Pashkov." The issue of building garages was resolved at a public hearing, their participants approved the construction. This garage was issued for one of the employees of the company of Alexander Turuyev, and then transferred under the contract of gratuitous transaction and registered in the name of Pashkova. Its cost amounted to 570 thousand rubles. The garage, according to the prosecution, the mother of the ex-mayor did not.

After the prosecution, the word was received by the ex-mayor and his lawyer. Pavel Plotnikov said he did not admit his guilt:
- I share the opinion of the Deputy Prosecutor General of the Volga Federal District Zaitsev. He got acquainted with the indictment and materials of the case and believes that the investigation made conclusions unfounded, on the basis of the testimony of the witness of Turuev, sentenced by the Yoshkar-Olinsky city court to organize the attempt on me. I will prove in this process my innocence. I wish to testify after the state prosecution submits all evidence in this criminal case.
Plotnikov’s lawyer Igor Komarov said that he was sharing the position of his client. He drew attention to the contradictions in the indictment:
- The only thing that, probably, can be agreed from the state prosecutors announced at today's meeting is a description of Plotnikov’s official duties. And all other arguments are not only unfounded, in most of them they are based on assumptions.
Komarov said that the accusation did not submit arguments confirming Plotnikov’s activities as a municipal employee in the interests of the companies “Hands” and “Capital-Stroy”.

The lawyer believes that the prosecution does not indicate what his duties Pavel Plotnikov used in the interests of the bribe taker:
- How could Plotnikov use his official duties as a municipal official if the land in the first of the described episodes was in federal property? As for the second episode, we see that the only event in which Plotnikov participated is the organization of public hearings. It does not indicate how he could affect the result of the hearing as an official. In the case of any decision made at the hearing, their result is not mandatory for the mayor of the city.
In the afternoon, witnesses invited by the state prosecution performed in court. The first to the meeting room was invited by Vladimir Zhuravlev. Already after he introduced himself to the court and signed the liability for the cottage of false testimonies, it turned out that this was not the one Vladimir Zhuravlev, whom the prosecution was meant. Instead of businessman Vladimir Georgievich, his son Vladimir Vladimirovich Zhuravlev came. He could not explain anything about the company "Hand":
- I have no idea. I have my hobbies.
When asked by representatives of the state prosecution, whether Zhuravlev Jr. knows something about his father’s business, he replied:
- He owns the KIA car dealership.
The second was called the entrepreneur Alexander Odintsov. Odintsov for a long time recalled which of the companies in which he was a co -founder could rent a premises on Komsomolskaya Street by Alexander Turuev. Remembering, finally, that this, “probably,“ universal ” - there was a“ ours ”store, Odintsov said that he carried out all the negotiations on the lease with Turuev. Plotnikov never participated in them. With the ex-mayor, the businessman often intersected during the discussion of various social projects. Pavel Plotnikov overshadowed the improvement of courtyards and the opening of new playgrounds. Alexander Odintsov said that he took part in such things interesting for him voluntarily.
Sufiya Khismatullina was the director of the Universal LLC at the time of the conclusion of the lease. She told the court that lawyers were engaged in all the intricacies of the agreement. Due to the fact that she said that she served as the director of this company until 2014, the state prosecutor petitioned the study of her written testimony to the investigation. It turned out that in fact, Hismatullina led until 2016. Former director explained:
- I called the actual time of my leadership, since since 2015 the Universal was in bankruptcy, and I have not been engaged in management activities.
The last in court was Dmitry Igoshkin. In the beginning-mid-2000s (he certainly does not remember, since “it has long been”), he worked as an administrator in the Tsoloom shopping center (was located on 96 Komsomolskaya St.). Questions to Igoroshkin, like all witnesses, were asked by representatives of the state prosecution. They asked him about whether he had seen Pavel Plotnikov in the shopping center. He replied that once Alexander Turuev, leaving somewhere on business, instructed him to transfer the envelope to Plotnikov. Igoroshkin suggested that they could be friends or partners. Answering the question of what was in the envelope, the former administrator replied that he could not say - money or documents. In his written testimony (were read out at the request of the prosecutors), it is stated that it is money. How much, he does not know. Igoroshkin said that he handed this money to Pavel Plotnikov. He said that he saw the ex-mayor (and then-a little-known official of the city administration) “two or three times during construction”, that is, when the “Technodoma” began reconstruction.
The witness mentioned that he saw Pavel Plotnikov’s wife several times in this shopping center. About who she is, Alexander Turuev told him. In the written testimony of Igoroshkin Oksana Plotnikova, he is found once. And - on the street. He sat in a car controlled by Alexander Turuyev. He pointed him to the passing woman: "Plotnikov’s wife." In the written testimony of Igoroshkin there is nothing about whether the carpenters came to the room on the street. Komsomolskaya. The lawyer asked why his testimony in court and interrogations diverge so much. Igoroshkin answered (to the question about the difference in the testimony where he saw Oksana Plotnikov): "I read my testimony, which means it was like that." The next meeting in the case of Pavel Plotnikov will be held on September 13. The court expects to hear several more witnesses who were announced at the first meeting, but could not appear.
