- Tell us about the village of Galkinskoye. What are you doing there?

- We have very good lands. At one time there was a large state farm. It so happened that in the 90s he was destroyed and plundered to zero. Not a single head is left, there is no technique left, the buildings are destroyed. And in 2009, the villagers at the meeting consulted and decided to invite me to lead this farm. Now we are one of the largest manufacturers of agricultural products in the region. We are trying to create such an economy that could fill the local municipal budget and provided people in the village with a worthy salary.

- And before that, what did you do?

- Before that, I had the first collective farm.

- Who worked for you? Local?

- Not only. In those years, immigrants fled from Kazakhstan, Uzbekistan, Turkmenistan, we accepted many families. We were even called a resettlement village. We had 25 families. There was everything in the village: good roads, a bakery, a mill, a confectionery workshop, a dairy farm, a pig farm. We made furniture, made stretch ceilings. I am an absolute supporter that the peasants are not bags of straw, but citizens who have the right to choose a profession. How can a person stay in the village if he wants to be a builder? And we built our economy so that there was a choice of professions, and no one wanted to leave. The salary is decent, the place is excellent, there is a choice of work, the Internet - please. In those years, a class of distance education at school worked in those years. Several people were educated at Moscow universities without leaving the village. We then showed the state and the Ministry of Education how cheaply you can teach people without tearing them off and not making problems in cities. After four years of work, the village became perfect. Four years is the deadline for which you can rebuild the country.

-And all this was organized without any state support?

- Absolutely. Although the state, of course, did not forget about us. For example, it periodically fined us. It will either come to the technical supervision, then Rospotrebnadzor, and everyone says that we live and work incorrectly. The state did not allow to forget about itself. Just as the TV does not forget that we have a president and prime minister.

“And what did you eventually become your first collective farm?”

- In 1998, he was burned.

- Competitors?

- Yes, what competitors! Ordinary bandits who worked with the administration and the police. I am the only one in the area did not pay tribute to the Cossacks. Such normal Russian men walked in blue pants with stripes and put on tribute to everyone. The roof, as they said. Since all the roofs were repaired at our state farm, we did not need a roof, and we, of course, refused to pay. By my principle, I would never agree to pay anyone except the state. It was enough that I always regularly paid taxes. I understood that it could not be so that from the peasants who produce products, some bastards collect tribute. But many paid.

We were a very rich economy at that time. We had youth programs, gave at home young families. They concluded an agreement with employees that after the birth of a third child, the house goes into their property.

- How did it end?

- As a result, I managed to through the court to achieve the liquidation of the Cossack squad as illegal military formation. He fought for this for two years. These bandits have the right to wear any militarized form.

- Probably, the hysteria around the Cossacks recently I do not really like it.

-Well, the authorities need to love someone. After all, people, as you know, are most likely loved by cannibals. Of course, I do not like all these jumps. It seems that the president is simply substituted by his PR specialists. To take, for example, this is a collection of Kurginyan. I am not against social movements, I just think that they should have common sense, and each step of the president should be verified.

- Do you think the president is substituted?

- Look: the Minister of Defense suddenly changes, and the entire state order is taken from the village. They say that Serdyukov stole something. So or not, we do not know, but at least we supplied potatoes to the military. And now Shoigu has come, and the entire order for 100 billion rubles. They transferred to some Moscow restaurant. It turns out that 300 thousand peasant farms should simply be closed due to one stupid decision. I understand that the president needs to convey that insane ministers cannot be kept.

Vasily Melnichenko: “There is no serious request to fight corruption in society. Life was worried at the very least: food is in stores, pensions are paid. Therefore, we are forced to live in such a stagnation. ”

- On the forum you talked about corruption, you have been struggling with raiding all your life. Do you really think that they don’t know about it?

- When I watch TV, such a feeling is created that they do not know. I look from the other side - everyone knows. Our government is like small children: everyone understands, everyone feels, but they don’t ask for poop.

“Nevertheless, you tried to contact the president.”

- I was in the time when I was young, I thought everything was thinking: here I would be shouting to the president, and we will decide everything. After all, the men will agree. Shouted. They did not solve anything, the impression is that there is no one to talk to.

- To whom did you get?

- I met with Mr. Medvedev. In addition to the fact that I am the chairman of the collective farm, I am still considered a journalist. I asked him questions both as the chairman of the collective farm and as a journalist. And he asked questions regarding rural territories.

Biography

Vasily Melnichenko was born in Ukraine in 1954. He grew up in the village, graduated from a rural school. He entered the Umansk Agricultural Academy. In 1987 he moved to the Urals. According to Melnichenko, he was sent from Ukraine due to works on the injustice of the Soviet pension system and the uselessness of the lower party organizations. The local party leadership did not like the work.

In the Urals, he took up the manufacture of marble tombstones. Two years later, the chairman of the executive committee asked him to head the state farm, which just left the previous leadership.
In 1995, the company won the All-Russian competition of projects of socio-economic development of rural territories, at that time 260 people lived in the village. But already in 1998, the settlement was burned by local Cossacks, who, according to the businessman, he refused to pay.

In 1999, Melnichenko began the fight against raiding and created a free legal consultation for citizens of the Kamyshlovsky district of the Sverdlovsk region. Then he began to work in the newspaper "Territory of People's Power". As journalist Vasily Melnichenko became the laureate of the Sakharov Award and the Artem Borovik Prize, he won the All -Russian competition of journalists writing anti -corruption materials. After appeals and publications on raiding and corruption in the region, he was repeatedly subjected to beatings and illegal detentions.

In 2008, Melnichenko became the chairman of the Galkinsky SEC. Since January 2013, in the village of Galkinskoye, with the support of the Committee of Civil Initiatives, Alexei Kudrin, the farmer’s own project “New Village - New Civilization” has been implemented. The purpose of the project is to create a rural multidisciplinary economy and the development of enterprises that can fill local municipal budgets.

- On the forum you scolded Russia's accession to the WTO. How will this affect your collective farm?

- It has already been reflected. The first blow was inflicted on pork. Those pig farms that were built were, of course, bad, but they invested a lot of money in them. Suddenly the borders opened, and Russian manufacturers became uncompetitive. High interest interest. We cannot compete with a farmer who has 1% per annum. We even with all subsidies still do not pay less than 8-10%. How can I compete with a Chinese farmer who has 1%, and even 30 years? In addition, there is also a monopolist in the form of an electricity seller who says that he cannot take less than 5 rubles from me. How is it - this pillar was built under Brezhnev, this transformer appeared a little later, and they did not invest a ruble and now they write prices from the ceiling. Again, if the Chinese farmer pays 2 rubles, and I am five, can I compete with him? It turns out that we joined the WTO without preparing. We also want to sell our products to the West and East, but now we do not even provide Russia with food. Go to any store and you will see that our entire food security doctrine is based on Doshirak. If this company were not, all food security would have disappeared.

- What had to be done?

- If negotiations have been negotiating for 18 years - to join the WTO or not to join, did no one guess that the peasants should have been re -equipment. And now we will enter into competition on the tractors of the 70s. We have destroyed everything, and absolutely intentionally. Corruption was divorced.

When power turns to the people face, the people usually screams with horror

-Do you have any recipe on how to defeat corruption?

- I think it is quite easy. The political will of a single person is simply needed. If the president calls all the governors to his office and says: “From tomorrow we have an action - all governors need to hang themselves”, believe me - 99% will be hanged. This is the presidential order. If he says not to steal, no one will steal.

“So why doesn't the order give?”

- I think I am afraid. Cowardly.

- And could the political opponents of the current government cope with corruption?

- Are they there?

- Well, about Alexei Navalny, they heard after all?

- I heard, of course. Good guy, good man.

“Could he defeat corruption?”

- So in society there is no serious request to combat corruption. Why is there no struggle and protests? Because life was worried at the very least: food is in stores, pensions are paid. It’s scary to change after all. What if it fails? Therefore, we are forced to live in such a stagnation.

-In my opinion, there is a request.

- And where? After the epic with Serdyukov began, I expected that in a day or two on Red Square there would be a square of 5-10 thousand officers who would say: "Bell the king-gun, climb, comrade Serdyukov." After all, an officer is not a position, not a title, this is an understanding of honor. We see only eternal nagging from them: they can’t get apartments, they can’t get something else. But if you can’t stand up for the honor of the uniform, what are you applying for?

-So how to be with the president?

- Russia gives the impression of a great country, but does nothing else. It is necessary to change this situation. It seems to me that even I would have done it. What difference does it make that three chicken to rule, that twenty. To be president, you need to have ten honest people around, who would just agree not to steal among themselves.

- Ready to run?

- Of course not. I am a good chairman of the collective farm, my cabbage is good, the beets are beautiful, such rabbits are beautiful. I will not exchange my village for anything and I will raise people. We have beautiful women live in the village. Here they can stand up for themselves. When the Cossacks entered our village, our Russian men, as it should be Russian heroes, hid. And the women went out to fight and fought to death for the village and for the children.

- Yes. I then flew out of a business trip, gathered the men and asked how it happened. And they answered: "They thought they would beat us." Cowardice. This corruption, what, does someone do it? This was the Americans, or the Poles, or Georgians, maybe we did it? We allow this attitude to ourselves.

- Here you say, there is no request to fight. But what about swamp?

- I was on Bolotnaya, I specially arrived. It's good. To participate, see who and what. But in Bolotnaya there was no one to follow. Then everyone was indignant that the authorities behaved in a prison, but she continues to behave like that. In addition, because not men who were from Sohay went to Bolotnaya. We just lost this class.

“Why don't they go out?”

- After all, they are Russians, and the Russian man is always afraid for the time being. They will not go out anymore.

- But swamp is also Russian.

- And in Bolotnaya were not simple men. I can imagine how Putin was surprised: "What do you need?"

- It turns out that the middle class turned out to be bolder?

- Certainly. True, this is not a middle, but rather mediocre class, because there is no middle class in Russia at all. The middle class is not anyone more, but who has earned more. Everyone says that we have GDP growth, and I explain everything that our GDP is already 60 years old, people do not grow at this age. There is nothing to grow on, we do not produce products, we provide all to each other. We got to the point that it is beneficial in our society to be disabled, it is beneficial to be linden many children. What does the people turn into? And I would like my country to be respected sincerely, that we have genuine local self -government, and then there will be no issue with civil society. Is it so difficult?

- Probably difficult.

- And I think that the supreme power of this local self -government is simply afraid. He is afraid that people will be disloyal. And, on the contrary, I am sure that more loyal people than independent peasants, the world never knew.

- So they are now loyal, why try?

- They are not loyal, they are indifferent. What difference does it make if out of 800 people in the village of 600 unemployed, they will have an elected governor or his Vladimir Vladimirovich will appoint him. The whole state machine is aimed at ensuring that we are all so. We have never tried to choose honest and decent people in power, we all chose the best, but it turned out like this.

- Where to get honest?

- Well, 140 million people in the country. There are those who watch Bori Moiseev’s concerts and “Dom-2”, this is human weakness. But there are those who do not look, we must choose from them.

“But we cannot force them in the Kremlin.”

- Yes, I would even try to arrange a lottery instead of the elections. Who won, he will be president. There will be no difference, but at least there is a chance that one of a thousand tickets will come across one sensible.

- Do you explain all this to your employees? What do you want to get from them?

-I want them to come out and talk with the authorities like a man: “If you are our president and you are ready to work, then let's work, and if not, what problems, you can take another president for yourself.” You can hire for money. There will be nothing terrible.

- And how much are people in the village for such a conversation? What are the moods?

- hopelessness. And not only in the village. The same thing in small cities and in single -industry towns. And we can work. We are rural people, but we have developed new filter materials, launched the plant, buy us abroad, developed a bunch of new materials based on silicon. It seems to me that we are already more benefit than Skolkovo, we brought. Because we do to survive, and “Skolkovo” - to drink money. Only a per -budget business flourishes. There are connections-you are a businessman, no-you are ravaged, three times preheated and imprisoned if you suddenly did not want to share for some reason.

- What would you advise the president?

- The higher the position of man, the better the country seems to him. But we live at the very bottom, we see how everything is actually. I think that the president should just do his job honestly and decently. I wanted to say, to turn to face people, but it is probably not necessary. Because when power turns to the people face, the people usually screams with horror.
