On January 30, a meeting of deputies of Yoshkar-Ola held a public hearing on the project of the Social and Economic Development Strategy of the city until 2030. Some of the participants took advantage of the opportunity and spoke out on topical problems. The 7x7 correspondent found out if there is a dialogue between officials and the population.
The strategy of socio-economic development was briefly introduced by the Deputy Mayor of Yoshkar-Ola Andrei Zagainov (its main positions can be read in the 7x7 review ). According to the document, the life of the city will improve in all areas: income will increase, investments will increase, positive changes in education and transport sector will occur. But optimistic forecasts confused some citizens. When Zagainov graduated from the performance, the woman from the audience asked: “Do you yourself believe in what you say?” The deputy mayor replied that he believes.
Entrepreneur Sergei Kurtashkin has long been complaining about the problems in the field of taxi. He is known for putting his car with a coffin on the roof in front of the Yoshkar-Olya mayor and the State Duma building in Moscow as a sign that a legal taxi died.
According to him, about 90% of the city’s taxi drivers are illegal. Those who work legally must pay taxes and eventually remain in losing. They cannot work at the same low tariffs as the aggregators who hire all in a row do. Many of the "legal" also think to start working illegally, because there will still be nothing for it.
Kurtashkin referred to the example of Krasnodar, where the city hall successfully fights illegal taxi drivers. Andrei Zagainov replied that the city administration had no authority to interfere with the taxi, and that the Yoshkar-Ola administration helped the entrepreneur than he could: allocated the premises at an affordable price and organized a discussion of the problem with the participation of the traffic police.
-Krasnodar is the same Russia as Yoshkar-Ola. Why can they do this, but we do not? - asked Kurtashkin.
Zagainov invited him to write to the city hall. The entrepreneur replied that he has been writing for two years, and everything is useless. The parties did not come to any decision.
Entrepreneur Vladimir Stepanov listed what the city needs in the first place:
- paid parking;
- monetization of tourism;
- parks and good architecture;
- bypass road for heavy trucks;
- renewal of the central market;
-City Center and Technopark;
- bicycle paths;
- Interactive boards in schools;
- the development of industry and IT (agriculture and tourism, in his opinion, do not bring money);
- Replacing street lighting with LED.
Vladimir Stepanov believes that the city is full of cars due to the lack of paid parking lots. Tourism should not be aimed at the number of guests of the city, but at the amount of money that they will spend. The embankment is not equipped: there are no cafes, toilets, even nowhere to sit. In addition, according to Stepanov, there is not a single good hotel in Yoshkar-Ola.
The city dweller criticized the same type of architecture and point development, called for opening parks. He called the central market a shame and offered to reform it. The city center and the technopark, according to Stepanov, should attract investors to whom the attitude is now irresponsible.
- An investor from Kazan came to the Volzhsky district, planning to invest in 100 million rubles, and waited in the administration building for an hour. This speaks of the level of officials of the district, ”said Stepanov.
LED lighting, according to the entrepreneur, will pay off in 3-4 months.
The deputy mayor answered some claims. According to Andrei Zagainov, the roads are actually not designed for so many transport. The city hall is working on the creation of paid parking lots. Perhaps one will appear this year.
For the development of tourism, a competition will be held for the best project for the arrangement of the embankment. The quality of service in hotels is a matter of taste. There are hotels in Yoshkar-Ola, the official said.
- Many schools have recently been equipped with weather regulation units. Nobody did this before. They will save energy, ”said the vice-mayor. - And we will grow up to interactive boards.
Zagainov agreed with Stepanov on street lighting and said that about 30 million rubles were laid down in the budget annually for his modernization.
He agrees with the fact that Yoshkar-Ole needs a technopark. But for its construction, you will have to attract federal money.
Andrei Zagainov added that the administration is in contact with the residents and is trying to help, but Vladimir Stepanov objected. His experience with officials is sad:
- Dialogue does not work.
“There was a dialogue,” said Zagainov.
-And then people come up and say: “10%-and you will receive” [probably this resolution means]. And immediately the dialogue stops. To change something in our city, work is needed for the sake of residents. This strategy is more advantageous than filling the pocket and dump from here. Do not be afraid to communicate with people.
Mari El Dementiev, Director of the Business Incubator of the Republic of Mari El, invited as experts as experts as experts, Oksana Zverev, Director of the Gardian DOZ Republic El.
Larisa Kiseleva recalled that the strategy is always ambitious and may seem unrealistic (apparently, this was the answer to the question asked by Andrei Zagainov at the beginning of the hearing). In order for everything to work out, intermediate annual and three -year plans are needed, and executors and deadlines must be registered for them.
As a result, the participants in the public hearings voted for the adoption of the strategy. The document with recommendations is published on the website of the city assembly of deputies.
