“It happened!” Raned over the country when it became known that on October 29 the president of the country signed a decree on the creation of the “Russian schoolchildren movement”. Many considered that the time for the revival of Pioneer came and it is evident from the interview that this decision was perceived precisely as the creation of a new all -Russian oranization of children and adolescents, similar to the goals and joyses of working with a pioneer organization.
Initially, the decision was also delighted with this - after all, for several decades, I have heard more than once that the unifying organization of adolescents (by analogy with Pioneer) is needed, which could help the education solve educational problems and ensure the integrity of work with youth in the country, the region or at the level of the municipality and a particular city/village/villages.
However, when the first emotional “outbreak” of joy left, the conclusions came in its place that are by no means pleasing ...
So, the Russian movement of schoolchildren (hereinafter referred to as the RDSH) sets itself the goal of "improving state policy in the field of educating the younger generation, promoting the formation of personality on the basis of a system of cultural values inherent in Russian society." It seems to sound good, but somewhere there is a "falsehood". It seems to me that today "the system of cultural values inherent in Russian society" does not correspond to what is in public and non -public terms.
I will carry out a simple comparison:
The country during the pioneer organization: patriotism, responsibility, friendship, mutual assistance, discovery, leadership, hard work
Contemporary situation: consumerism, individualism, success, modernity, tolerance
I think that by comparing these “values” we are unlikely to be able to get for the young “pioneers” those examples that will educate them and form a motivation for a positive movement towards self -development and realization of themselves for the benefit of the country or their region.
It does not inspire much trust in the fact that the RDSh will be supervised by a Ross Mole. In recent years, this structure has not shown anything regarding the formation of a unified and holistic state youth policy, reducing all its activities to the implementation of the so -called "forum campaign", thereby actually taking away responsibility for the system network approach in the implementation of the GMP. Unfortunately, by analogy with an agency, the regional bodies for youth are also used to use a similar position, reducing all the youth to the conduct of regional “forums” and Events (events, Merporiasi). And if at the regional levels there are still some money for such actions, then at the municipal level the youth policy actually ceased to exist due to the lack of funds and personnel.
Thirdly, the ideology of the RDSh should become part of the state ideology, thereby forming the strategic orientation of the created youth movement. But today, like 15 and 20 years ago, the country is still absent and the GMP law, and there is no intelligible strategy for the development of the country and youth policy as a whole. And the point is not in the crisis and sanctions, but that there is no interest in the authorities and oligarchs that "rule" in the youth. Young people for them are “meat” for political “game” and technology. It is enough to recall "our", "young guard", youth parliaments, etc. And with this approach, it can be assumed that the RDSH will again become an element of the election campaign next year with an emphasis on supporting “some” and counteracting “others” in the struggle for deputy mandates.
And finally, when they announce the creation of something large -scale, large and ideologically in demand, one cannot ignore the need for financing. So far, Moscow is considering the question of finance a special organization created under the RDSH, but there is no talk about financing the construction of regional and municipal divisions of the RDSh. And without them there will be no All -Russian organization. There will be another "show -off" network of several organizations and structures forcibly formalized in the RDSh. We also passed.
Most likely, Moscow will drop financing to regions and municipalities. Everything is clear with municipalities - the entire young population will be rewritten and enrolled in the organization with the “tie tie” (as it was with the development of volunteers). Again, it is clear that under the "active work" of these municipal departments of the RDSH, all events from education plans, culture, etc., will be written off, as is done today. However, you can understand the municipalities - as I said above, there are no money or personnel that Omli would be responsible for this work in full and at a high professional level.
The situation with the regions is also no better. In 2016, the regional program for youth (it becomes a subprogram in the framework of education), budget funds are provided at the “Cat Cat” level, there is neither infrastructure, nor the state of work between the UDM and the municipal, accordingly, there are no GMP strategies, there are no priorities in 2015 in 2015, a fact of abandonment of youth. systemicity, etc. .. What can be expected from the region in such conditions is not clear ...
But I repeat the initial idea that the work on the creation of an all -Russian unifying youth organization must be carried out and the sooner it is carried out, the more chances that the country will stop "sausage" both in social and economically.
