According to some reports, there is a real danger of inefficient spending of huge funds allocated as part of the implementation of the program “Modernization of the Healthcare of the Republic of Kazakhstan for 2011-2012” for the purchase of medical equipment for medical institutions of the Komi. The certain details of the preparation process for the conduct of auctions for the supply of medical equipment that have become well -known “ 7x7 ” were reminded of the scandalous criminal history with the purchase of tomographs, the auction for which were carried out in the interests of specific suppliers and officials.
The Minister of Health of the Komi Yaroslav Bordyug on the eve of the placement of a billion order for the supply of medical equipment took to the deputies of the former official of the Syktyvkar city hall convicted of negligence when concluding a municipal contract. Photo: IA "Comonline".
In accordance with the aforementioned program this year, it is planned to spend 1 billion 32 million rubles for the purchase of equipment for 57 medical institutions of the republic. In order for the money to go to the most necessary, at the beginning of the year, the main specialists of these institutions - anesthesiologists, surgeons, endoscopists and others, each in their profile - under the control of the main doctors made a list of the necessary equipment, after which, together with the specialists of the GU "Main Directorate of Material and Technical Support of Health (Humtosis) of the Republic of Kazakhstan", they determined its characteristics. According to the established procedure, the technical task prepared in this way, signed by the head of Gumtosis and a specialist, enters the department of state procurement of the Ministry of Health, where on the basis of this document they prepare auction documentation and transfer it to the Ministry of Finance of the Republic of Kazakhstan.
The sign that the existing order this time will be broken was the July appointment of the deputy minister of the RK, the ex-head of the department of the municipal order of the Syktyvkar municipal order, Sergei Kudinov, who was convicted last year for negligence when concluding a contract for the needs of the city of snow-removing equipment, as a result of which the equipment was purchased at unreasonably overpriced prices (the court counted Proven the damage caused to the budget of the municipality in the amount of more than 2 million rubles).
The new “specialist” in the field of placing budget orders, which has a large “specialist” in the quarry, demanded that the Gumtosis change characteristics for equipment in the previously compiled and agreed on this process of specialists and head physicians of medical institutions for whom this equipment is intended. But then a snag arose: according to some information, the head of Gumtosis, now the former, Viktor Konchitz refused to rewrite technical conditions.
Then, signed by the Minister of Health of the Komi Yaroslav Bordyug on July 20, an order is issued to create an expert group “To conduct an independent assessment and examination of the quality of preparation of documents for auctions for the purchase of equipment ...” Neither the specialists, nor the Gumtoz employees in the group were found in the group, but its chairman was appointed deputy head of the head of Balashikhinskaya ... The Ranibolnitsa Roman Fedyakova, giving him the status of a freelance employee on health care of the Ministry of Health of the Republic of Kazakhstan.
The results of the expert group were not long in coming: at the end of last week, the Ministry of Finance of the Republic of Kazakhstan announced the first auction for the supply of four low -temperature sterilizers with an initial (maximum) contract of 21.2 million rubles. For the “Komi Republican Hospital”, “Republican Children's Hospital”, “City Hospital of the Ezhvinsky district of Syktyvkar” and “Ukhta maternity hospital”.
All of the above medical institutions were indeed ordered by sterilizers, but plasma, meanwhile, the auction was declared - for gas.
Moreover, the terms of reference contains parameters that, according to experts, are “sharpened” for a particular manufacturer and supplier, and only one device in the country corresponds to them-the V-PRO ST-PRO system, which has a number of technological and other shortcomings that predetermine the problems in its use. For example, such devices are in the Chelyabinsk Federal Vascular Center and the Volgograd Regional Clinical Perinatal Center No. 2, and they cost not only in the direct, but also a figurative sense, since they have not been working for more than a year: the starting sets of consumables are spent, and the delivery of new difficulties is associated with great difficulties, as they relate to the class of dangerous medical products, they require special measures. The precautions of transportation and circulation, a special temperature regime ... But the problem with consumables is only one of the many problems that arise among doctors when working with this device. It is no coincidence that previously previously planned for the installation of the V-PRO system in the federal medical centers under construction in federal medical centers, after identifying all the shortcomings of the latter, they were eventually replaced by others.
Meanwhile, when ordering plasma sterilizers, specialists and chief doctors of the Komi medical institutions, they focused not only on demand trends and good reviews on the work of this equipment from the outside, but also to local experience: one of the plasma sterilizers has been operating in the “Komi Republican Hospital” for about three years.
According to 7x7 , having familiarized themselves with the auction documentation, the leaders of the above hospitals, deceived in their expectations, asked for an appointment with Minister Yaroslav Bordyugu. The meeting took place yesterday and seemed to end with the promise of the minister to take the necessary steps to change the conditions of the auction.
“ 7x7 ” intends to monitor the development of the situation on placing orders for medical equipment for Komi medical institutions.
