Safety, medicine and education are the minimum that usually guarantees power to those who choose it. A person for the opportunity to study, receive qualified medical care in a timely manner and calmly fall asleep at night, not worrying that a bomb can fly into the house, he is ready to forgive officials. But over the past year, the situation has changed a lot and continues to change.
Residents of not only the Belgorod and Voronezh regions now move around the streets with cautiously. They do not live calmly, for example, in. Krasnodar Territory, where drones from Ukraine have already been shot down several times. With education, too, not everything is okay. Instead of the laws of Faradey, Newton, Archimedes and Maxwell’s equations, children are taught to march, collect Kalashnikov assault rifle and weave camouflage networks.
Things are even worse with medicine. At the end of last year, the Minister of Health Mikhail Murashko at the Government hour in the State Duma stated that the shortage of personnel in healthcare is “non -critical but important”: it is about 25–26 thousand people, about 50 thousand people. The trade union of Russian health workers give other data. They say that the industries are not enough up to 30% of specialists.
According to the results of the study of the online platform hh.ru , doctors along with wipers and turners became the most scarce professions in Russia in 2022. For one vacancy of a doctor, an average of 0.8 resumes was on average. For comparison: an average of 90 responses came to the vacancy of the Date-Sayentist, business analysts-almost 50 responses, a debt recovery-39 responses.
This is evidenced by scandals consecrated in the media, almost daily. People cannot wait for an ambulance for hours, there are no narrow specialists or even attendant doctors in hospitals, and doctors themselves are forced to work for wear for a meager salary.
In the city of Rubtsovsk (Altai Territory), 26 paramedics and ambulance workers resigned in three months due to low salaries and prohibitive loads. About 150 health workers are preparing to follow the example of their colleagues. According to doctors, compared with 2018, their earnings decreased by almost a third. To get 30 thousand rubles a month, they have to work at two rates almost seven days a week.
In Anzhero-Sujzhensk (Kemerovo region), the only infectious department in the city was closed due to the death of the last doctor, who was 71 years old. All patients are now offered to go for medical assistance to the neighboring city of Berezovsky, which is 80 kilometers.
In the Penza region, as part of modernization (in fact, within the framework of the budget saving by 500 thousand rubles per month), local officials reduced the night duty of doctors in the hospitals of round -the -clock stay and in the reception rooms of several areas, left only a nurse. True, after the publication of the information, Governor Oleg Melnichenko promised to cancel the decision of the regional Ministry of Health.
Doctors have been running from hospitals and even private clinics for several years. There are either fanatics of their work, or those who have a hopeless situation: for example, they must work out of a preferential mortgage, a million rubles issued under the Zemsky Doctor program, under a target learning agreement and so on. The rest prefer to sawing nails or work with cosmetologists, dietaruses.
The whole catastrophe of what is happening in Russian medicine is clearly visible on the example of the Volchikhinsky district of the Altai Territory. There, on January 28, a 7-year-old boy died in the Central District Hospital. When the child was brought to the ambulance to the medical facility, there were no duty doctors and the necessary equipment, including oxygen, and nurses could not save the patient. After this tragedy, people demanded the resignation of the head physician at the popular gathering, gathered for a rally in order to draw attention to the problem of lack of specialists in the village. But the medical staff no longer became, on the contrary, there was even less. The doctors, according to the official version, left volunteers to Ukraine. According to local residents, they left for earnings, for a lot of rubles.
In December last year, the government allowed doctors to work as anesthesiologists and surgeons after taking courses from 3.5 to 9 months.
The first deputy chairman of the Federation Council Andrei Turchak at the forum "Medicine available to everyone", which took place in February this year, announced the decriminalization and deburistization of Russian medicine. We are talking about deducing medical care from the law on the protection of consumer rights and reduction of reporting. Today, doctors are forced to fill out 167 different forms of reporting: magazines, maps, various certificates, conclusions, consent, statements, protocols, etc. Some documents have to be filled out in electronic and paper forms. Now, in stages, some papers, primarily duplicate.
Almost a year has been discussing the possibility of eliminating the application of Article 238 of the Criminal Code of the Russian Federation (“Production, storage, transportation or sale of goods and products, the performance of work or the provision of services that do not meet safety requirements”) for medical workers. The draft amendments have already been prepared, but has not yet been approved.
Oleg Morozov, chairman of the control committee, claims that only 38% of graduates of medical institutes are going to work in their specialty. Programs are being developed now to force graduates to stay in the profession. But the issue of personnel will still not solve it.
Immediately after the declaration of mobilization, the Russian authorities hastened to reassure that she would affect the doctors slightly. The deputy chairman of the State Duma Committee on Health Protection Badma Bashankayev said that mobilized doctors and medical workers will be no more than three thousand. At the same time, exclusively graduates of military medical universities, doctors with experience in hostilities, as well as civil surgeons, anesthesiologists and traumatologists, but not to the detriment of regional medicine, will be called up. Then, the head of the State Duma Committee on Health Protection Dmitry Khubezov, and completely said that "only 300 health workers are planned to participate in his own." He also focused that “pulling out the last doctor from the distant district, leaving the population without medical care”. But how many doctors and doctors really got the summons and went to the front remains a mystery. There is no official data on this account.
But there are numerous publications in the media. Perm mobilized the children's anesthetist-resuscitator Maxim Brehach. True, in this case he was indispensable. His relatives, friends, colleagues and even the governor of the region spoke for his return to Brehach. And the doctors were returned to the hospital. In Sterlitamak (a city in Bashkortostan), the only children's neurosurgeon Akhmet Abubakirov, who was working in the local GKB No. 1, was also mobilized. From the clinic of the oncology dispensary in Bratsk (Irkutsk region), the only surgeon of Suren Bozoyan was mobilized.
Some immediately after the outbreak of war, others in the fall. The famous oncologist Ilya Fomintsev, the founder of the Cancer Prevention Fund “Not in Valno”, the Higher School of the window and the oncological clinic “Luch” left Russia due to the impossibility of expressing its position. Prior to this, he served 20 days for participating in a rally against a special operation of the Russian Federation in Ukraine for "repeated violation of the rules of the rally."
The microsurgeon Sergey (asks for no journalists to be called) from Tomsk he moved to Bulgaria, where he now works at a construction site. In Europe, a rather complicated procedure for confirming the diploma and qualifications for doctors. At first, at work, colleagues began to say: "You know, like you, you need to finish the road to Kolyma." Democents, active propaganda behind him. The last straw was that at school children were forced to make stripes in the form of the letter Z. The doctor collected suitcases and left with his family.
The pediatrician and enlightener Fedor Katasonov, the legendary chief physician of the first Grad Hospital Alexei Light, Dr. Mikhail Laskov, one of the most famous Moscow oncologists, the owner of the clinic of his name, emigrated by many Russian mothers. At the same time, as the doctors themselves, who left much more than mobilized ones, say. For example, Grigory Roitberg, the president of one of the largest private clinics by Medicine JSC, told reporters that four employees mobilized over 1000 people from the whole staff, but 12 people left abroad. Of the hundred graduates and students of the Higher School of Oncology, according to Ilya Fomintsev, twenty left Russia.
How many accurately left is also not known for certain. You can operate only with data from telegram channels, where doctors discussed the relay, and in separate facts. For example, that on September 27, 2022 , a medical aircraft flew out of Moscow. The famous doctor organized a charter flight, which was filled exclusively by doctors (we are talking at least about 250 first -class specialists). Doctors threw off 40 thousand rubles, the rest was paid by the Russian billionaire from the Forbes list, investing in the digital technology sphere. All passengers made invitations to a non -existent medical forum in Yerevan. But per day, the Armenian airport Zvartnotz, overloaded with airplanes from Russia, refused to accept additional charter flights. Congress was immediately “transferred” to Kazakhstan, and new invitations were distributed to the doctors, and the board safely flew to Astana.
Some experts say that Russia has lost several thousand doctors, others say that we are talking about tens of thousands. Compared to the total number of Russian doctors, this is in any case a small figure, only a few percent of the total. Maximum 4-5%. But the point is not in quantity, it is necessary to consider not a share from the entire number, but a share from the most popular. Among the emigrating - doctors with world names, the main doctors of famous clinics, heads of departments and specialists who were not enough in the pre -war time: oncologists, surgeons, anesthesiologists, etc.
And the personnel deficiency problems in healthcare are not limited. In medicine, there are a lot of other unresolved issues. For example, many European and American companies have ceased to supply drugs to Russia and the apparatus and reagents necessary for examinations. Miltenyi BioteC, for example, has stopped supplying the so-called magnetic separators for TCRαβ and CD19-depletion. These are disposable machines that, before transplantation, remove immune cells, lymphocytes from the donor bone marrow. Without the use of this technology, the risks of death during bone marrow transplant are very large. And there are no analogues to these separators.
Many laboratories used to buy reagents in the USA, Japan and Switzerland. Now they are forced to take in China at artificially overstated prices. Because of this, the retail price for medical tests last year increased by an average of 12-15%. Not all patients can now afford to do the necessary blood test. Funds of the compulsory medical insurance and VHI are looking for reasons not to pay for the tests, especially if on cancer or hormones. Although it is thanks to these analyzes that people can diagnose serious health problems in people in time.
In addition, in many settlements, fads, genitive houses, emergency rooms and entire hospitals are closed. People are offered to go to give birth, for example, to give birth to another city, the road to which takes 3-4 hours in good weather.
And these are only the most obvious problems in Russian healthcare. At the same time, the prospects that everything will change soon and will be as before - no.
