Vladimir Putin was re -approved (formally, this is done by the Council of People's Commissars on the proposal of the president) Valery Zorkin as the head of the Constitutional Court of the Russian Federation for another 6 years. In February, Zorkin will turn 75 years old. He will sit in the Constitutional Court until 81 years old. That is, for the entire next presidential term Putin himself.
The reassignment of Zorkin suggests that the authorities are satisfied with the current situation of the Constitutional Court, his place and role in the political system, which boils down to the fact that the court does not interfere with the authorities.
In Russia, the role of the Constitutional Court is steadily reduced, and the Strasbourg Court has largely taken over its work. This leads to a growing confrontation between Russia and Europe, and the presidential administration will have to leave this clinch.
And if we consider the Kremlin’s personnel decision as a signal, then this is a signal that structural changes expected from the new presidential term do not affect the Constitutional Court.
The deadline for the judge of the Constitutional Court of the Russian Federation is established by law of 70 years. The exception is made only for the chairman. Today, Zorkin is the oldest judge of the CS, however, over the next presidential term, 8 out of 16 current judges will step over the deadline. It must also be recalled that for several years now 3 judicial chairs in the Constitutional Court remain vacant.
