I am a motorist with more than 10 years of driving. However, more and more often began to notice on the streets of the city orange stationary installations - “owls” - as many call them, inside which there are no chambers of fixation of the speed. Dummies, in a word.

Of course, when you constantly drive along the same streets - you know the place of installation by heart. But if in this way we simply “scare” drivers in this way, then in other regions, as it turned out, the ways to hide the cameras are much more sophisticated. This is how these cameras are completely hidden, initially, according to the logic of the legislator, conceived as a means for reducing the amount of traffic violations and increasing the driver’s discipline, in fact became a banal remedy for fighting citizens.

In Kirov, cameras that record traffic violations are installed today on all main city highways and at dangerous intersections.

At the same time, in most sections (I won’t say that on everyone, because some of them could miss) equipped with automatic photo-kindergarten complexes of 8.23 ​​“Photo-Feofixation”, which should just prevent the driver that shooting is being conducted.

In the regions, a wave of disputing fines written out by such devices in the absence of the corresponding road sign has already begun. The judicial precedent was created in Tyumen, when the court canceled the decision on the issuance of an administrative fine due to the fact that “the testimony of technical means received without compliance with the established procedure is unacceptable evidence” (namely, in the absence of sign 8.23).

Today, only in the Tyumen region, thus, more than a hundred decisions have been canceled. There are precedents in other regions.

The experience of protesting fines for violation of traffic rules is in European states. There, in the event that a sign warning the driver about conducting video shooting is not installed in front of the camera, you can recover compensation from the state for invasion of private life. There have already been such cases.

And if in Europe the function of cameras is to increase road safety due to the discipline of drivers in certain, dangerous areas, then in our country this has again become a source of additional requisitions from the population. And the intricacles the camera is hidden, the better. This also includes a new initiative of the Ministry of Internal Affairs on patrolling roads by traffic police officers in civilian clothes.
