The topic of support for small businesses has been in the Komi Republic since 1995, when the first republican law has been released. Then for the first time they started talking about the creation of business incubators. 15 years have passed nearly.
The first step of the state was the organization of infrastructure consisting of committees under governments, funds, associations, agencies and other institutions through which the support of small businesses and individual entrepreneurs could be carried out.
Is it possible to say that such an infrastructure is already there? Can. The infrastructure has been created and draws to its existence a fairly acceptable piece of budget cake. It is only commonly believed that this money goes to support small business enterprises. How much and what reaches enterprises, and in what form?

Improving the regulatory framework
and administrative-organizational support
Since 1995, many different regulatory documents have been published, which say how to develop entrepreneurship in the country. Various regulations and systems of taxation have been developed, etc. But the WHO is there now. Either the climate is not the same, or the moon is not so shining, the reasons are not clear. Laws do not work. Although according to the reports, an illusion may be created that there are no problems with the regulatory framework. As bureaucratic barriers were, they remained. The legal framework has improved for this. Corruption was added to them. And standards for corrupt officials appeared, how much it costs.
How small business could not work all these 15 years completely legally, it is unlikely to be in the near future. Rights, how legally to work without obstacles, it seems, has not yet been written anywhere. We are waiting.

Financial and investment support
Mishtroous amounts for microcrediting and leasing of small businesses are laid annually in budgets of different levels. It’s like in a fairy tale about a greedy priest, which from one lamb skin wanted to sew up seven hats instead of one. So here. Several million rubles will be allocated to support entrepreneurship, but for everyone a little, small, so that it is morally, so to speak, to support.
How can you open a business for 60 or even 300 thousand rubles? This is not even a stall, and not a shoe repair workshop. Or are we about some kind of production? As we are shown on TV: they allocated 300 thousand rubles, and he opened production in his garage to make wall materials for the construction of some cowsheds. Funny. Or opened a rural store. Or ... now the fantasy will play ... the workshop on ancient crafts - weave baskets, weave mowing, mastering the pottery. Ah, yes ... and the barber in the village according to the euro standards with cosmetics from leading firms of multi -level network marketing (MLM). So that everything is beautiful!
And again, loans are at the same banking interest. And it doesn’t matter that underfunding of any new project (business) is a utopia for its existence in principle. The result is known in advance. And the money is down, and the entrepreneur in debt, as in silk. The second time he will step on the same rake only by stupidity or with a drunk.
It’s even embarrassed for me to talk about the constant working capital of the enterprise, which are also needed immediately since the startup. But this is not even taken into account in the business planes provided for obtaining loans.
It turns out not financial support, but a way how to bring an entrepreneur to a debt bondage ...

Training and retraining
The presidential programs for retraining of managers in the Western model have served a good service only to those businessmen who have already left our country or are going to, because these knowledge gained in Russia was practically impossible. Either the country's way is not the same, either see what is written above, or the presidential program was made with aim to the west. Everything is predetermined in advance.
And again, the modernization of Russian mass education leads to its absence, or to the change to the parish and the introduction of its components into secondary school education. What will this lead to? Right. To the absence of personnel. So we will retake it. Perhaps, in ten years, artisanal production will seem more innovative to us than it was 100 years ago.

Information support of small businesses
What is meant by information support from the point of view of the state? The release of reference books for entrepreneurs on the topic who and how will check them, what administrative responsibility they will bear and bear before the state for their inept, entrepreneurial, risky actions. These are “desktop” books - methodological manuals are called information support. As an entrepreneur, I really like it. Warned, which means, armed.
The formation of a favorable public opinion about small entrepreneurship
Is it possible to say that over 15 years of supporting small business enterprises, the state has formed a favorable public opinion about them? Here my opinion may be subjective. I will leave him open, so to speak, without comment.
