Mikhalkov tax

On January 1, the Decree of the Government of the Russian Federation "On remuneration for free reproduction of phonograms and audiovisual works for personal purposes" began to operate. Now the author's deductions will be received to the Russian Union of Copyrighters (RSP), led by Nikita Mikhalkov.

Why should I pay Nikita Mikhalkov? Because he, as he claims, is a nobleman (a very dubious dignity in the modern world) or the president of the filming, i.e. Head of a public organization, one of many in Russia? The fact that Mikhalkov and his son through his structure will pay copyright to all copyright holders (including not only living artists, but also the heirs of Bach and Tchaikovsky, Eisenstein and Babochkin), I believe with difficulty. If this tax is needed for that (as its authors prove) to support the poor actors and directors of Soviet, mainly ribbons, mercilessly operated by television, please. No problem. But why Mikhalkov, why not to the State Pension Fund, for example, who should pay this money in the form of increased pensions? Nikita Mikhalkov was chosen by filmmakers on their extreme memorable all super -collisions in GUM. Why should I pay money from each of its purchase, and not those who chose? I didn't choose it. Yes, frankly, I would not choose for anything. This means that by the Decree of the Government, as a consumer and taxpayer, it was simply recoited in favor of Mikhalkov, to whom I should have a word to believe that he will distribute this money correctly. I am not sorry for this money. In order to support wonderful and warmly beloved actors abandoned to their fate, I am ready to expel them not only from every recorded or empty disk, not only from every flash drive or mobile phone (as in the decision), but even with each bun I bought. But I, as a taxpayer, are categorically against that this money goes through the Mikhalkov family. Or do we no longer have state bodies that could entrust the collection and distribution of taxes?
