The Government of the region has decided since January 2013 to assign work on the capture of homeless animals to the regional inspection for veterinary supervision. Public organizations will also help the veterinary service.

As explained by the chief state veterinary inspector for the Arkhangelsk region, Sergei Koposov, according to the Procedure of Olov adopted by the government, residents of the Arkhangelsk region must apply for stray dogs to district, urban stations.

“Based on the submitted application, the veterinary service either itself, or a specialized enterprise that is engaged in this, will leave and conduct captures,” explained Sergey Koposov.

More recently, in the region it was not clearly determined who is responsible for the fight against homeless animals. Everything changed after the claim of the prosecutor of the Vinogradovsky district to the regional government.

As the prosecutor of the Vinogradovsky district Denis Shpanov explains, the regional court decided to oblige measures for the capture and maintenance of stray dogs throughout the region at the expense of the government.

The region allocated 14 and a half million rubles to fulfill the court decision. Public organizations will also help the veterinary service. First of all, these are shelters for dogs and cats.

Chairman of the shelter for hopeless animals "Katunino" Evgeny Sorokin:

“We will additionally build enclosures. If possible, we will take dogs for maintenance, treatment and sterilization. We will euthanize sick or aggressive animals. A special commission will decide. ”

The most acute problem is still the lack of suitable rooms for placing animals. So, in the Katunin shelter there are already 160 dogs. There are no places. Who did not get the aviary, run "in line" at the fence.

Recall that in the village of Brick Plant in Tsiglomeni for homeless animals, the building and the territory around are already reserved. But everything must be put in order. And there is not enough money again.
