If you hear somewhere noise, loud conversations, swearing, then, even if you cannot hear in what language they scream, swear, you can be confident-it is almost always “ours”. Guests from Russia love to talk loudly, swearing among themselves, with cleaners, waiters, cooks, on -duty reception , but with anyone, who will fall “by the arm”, and the arrogant, aggressive mood of many of our compatriots is always ready, they came with it and do not even want to part, on the contrary ... The most sad thing is that in our country, for some time, the former imperial arrogance, pitching, prejudice and hatred of all “non-shacks”, scandalous, and the conviction are more successfully exploited and more successfully exploited that we should always and wait for something to lose vigilance, so that we, good, kind, workers, good-known ones, immediately work, work out, to work out To dismember ... And therefore:

Lesson of the 2nd, Chinese. From a large number of proposals (which for our country after 1917 is an unprecedented phenomenon) chose a tour of China, in its eastern territories, the most advanced (after Hong Kong, of course) in the development of private property, market economy, economic freedom, competition ...

And here I have repeatedly rejoiced in the choice of both the country and the type of rest, almost in sporting active and extremely saturated ... Starting from the drive at the Moscow airport and along the route of the tour of China from Beijay to Shanghai and back, I had the opportunity to see their questions in a new way and advance both in their new solution and in their old understanding, as well as “load” with new issues, with new issues, with new issues naturally…

However, the speech in these “traveling thoughts” is not about all impressions, but about relationships, their character, type, role and meaning in our individual and social life. And if we ourselves were the main “heroes” in Turkish thoughts, then in China the main characters - in an extremely positive plan - the Chinese themselves became ... And this could not happen, since it cannot but hit a large -scale dissonance between what was said in the “first lesson” and what was discovered in China, in the relations of the Chinese, to foreigners and with foreigners, and that simply, that is simply, that simply, that simply, which Amazingly, these are the real consequences of their surprisingly constructive, rational-egoistic relations in personal and social life, in practical affairs, economic and economic, first of all ...

The Chinese traditionally, like any eastern people, relate to their rulers, as celestials who went down from heaven to save them, to rule them, to protect them, and this is still felt, however, in the decreasing, as it seems, degree. And in China, today there are practically no significant differences between the official and unofficial moods of the bulk of people.

Such an attitude towards their rulers, when the Chinese (we would say “everything as one”) listened and put into practice everything that the rulers pointed out to them, imposed, in turn, the appropriate responsibility to the rulers, officials of all levels - what and how to say to people, people, caring about the consequences.

Mao, at one time visiting the Great Chinese Wall, and seeing that she did not stay long until it disappeared, said: “He who did not visit the Great Chinese Wall is not well done !” And the next day, what revived and saved the Great Chinese Wall began ...

The question “to backfill”: such a strict criticism of their own country, recognition of the achievements of advanced countries with an appeal to learn from them - you can imagine all this from our leaders? .. Following the worst traditions of our past of our country, many of them are trying to make us believe that the history of our country and its last decade is the history of continuous victories, successes, achievements that we are ahead of the planet of all. It is difficult to imagine something more harmful, disorienting, relaxing and decomposing psychology of people than such a lie ... It is appropriate to recall the words of P. Chaadaev here, they are much more constructive, creative and relevant: “I prefer to scold my homeland, I prefer to brand it, only not to lie” ...

As for modern Chinese leaders, they are currently acting accordingly - self -critical, responsible and wise . They welcome those who are going to the USA, Europe, work. Moreover, thousands of their students, specialists officially send there, and they, in turn, send reports on the achievements of Europeans, Americans who are not linked, as usual with us, “under cloth”. And experts, returning, contribute to the operational implementation of Western innovations.

I want to warn you, dear reader, so that you do not suspect me in sympathy for Mao, to dictatorships, authoritarian-trendy regimes of all varieties. This is all - the day before yesterday ... the more indicative that I bring here. Mao, being a cruel dictator who envied Paul sweat and praised him for the only one who brought to successful completion the work of communism in Campusa (!), Even he was capable of responsible behavior, realizing that the exact and honest word about the backwardness of the country is the only true, useful and necessary to activate the masses ... for creating ...

Supporting respect for all foreigners, especially to citizens of more developed countries, nevertheless, as Masha claims, speaking of mass moods in China today, “we are tired that everything is“ the most, ”only in America. We also have ambitions, we also strive for everything large -scale, grandiose ”... We pay attention, here not certain subjective claims, prejudices are discovered, all the more hostility to the Americans, like ours. The emotions of the Chinese are not against them. They are to themselves: business, self -critical, spurring. And as a result, the Chinese build, build - according to Western technologies, inviting foreign experts, welcoming the construction of factories, factories, branches of famous Western firms in their country, buying them up in the root of them ... and copy, abduct and reproduce Western models of cars, electronics, equipment ... All this is still worse than their Western analogues, and wealthy Chinese They prefer, for example, to drive in domestic cars, even if it is a “phantom”, almost instantly copied the latest the latest a western car at that moment. But this, I repeat, while ... with those constructive, positive, unbiased relations to foreigners and their achievements, with such activity, characteristic of them initiative, efficiency, omnivorousness, ingenuity, the ability to cooperate with the whole world, “not looking at ...”, in the conditions of active competition inside and outside the country, it will not be necessary to wait for success in the elimination of all kinds of lags, including in quality, including quality, including quality.

So, by these rather private examples, one can understand what the fundamental difference between us and the Chinese, that is, between the negative attitude of our compatriots towards the advanced, more developed Western countries and a positive, reasonable, practical relations to the same Chinese countries. The Chinese respect those who have achieved more than them. Negative emotions do not interfere with them, and therefore the achievements of advanced countries stimulate them, rejoice, inspire them to economic and production activity, initiative, and creativity. They are ready to walk with Americans, Europeans, as they say, “in apprentices”, in order to quickly grab, adopt all the best from them. Instead of prejudice, hostility to the USA, as the most successful country, China believes that China and the USA are “two sides of the same medal” (“China, US“ Like 2 Sides of One Coin ”. China Business Weekly, 7.20-26.2009) ...

As for us, a negative attitude towards foreigners in general, especially to those who are more successful, advanced,, as it were, relaxes, inhibits us, and preserve in our backwardness. We not only do not strive to learn from them (this idea itself is for a barass-patriot, for example, it seems blasphemous and treacherous), but we refuse to recognize the very fact of their greater socio-economic, political advancedness. And what we have no equal are the ability to mock all the “non -whales”, hang labels, give nicknames ... “chocks”, “pindos”, “Americans”, “narrow -eyed”, “Black -faced”, “monkeys”, etc. This is a generic soviet feature. Here we do not feed us with bread, let me shout, submissive and get together ...

And the conclusions ? They are simple to banality: positive relationships are constructive and effective. The respectful attitude to others and to all “non -“ non -“” is useful primarily for those who experience this respectful attitude, since positive feelings, emotions, mood, attitude are creative, effective, effective, and productive .

The negative attitude is destructive and dangerous, since it leads, on the one hand, to the stagnation, the denial of the positive experience of others, their achievements and the need to learn from them, and on the other hand, to confront, dangerous with its consequences ... and in socio-psychological terms it stimulates passivity, laziness, envy, bitterness, aggressiveness, gloat, when something is somewhere tear ...

In China, today it is popular, at the applied level, as a guide to action, in a modern interpretation, the statement of Confucius: “Guests came to us from afar, there is no end to joy and happiness.” The modern hospitality of the Chinese can be envied. And it naturally continues at the international level. Such hospitality, correctness in the present period are unattainable in our country, especially against the backdrop of rejection now at all levels of rejection, prejudice, hostility, hatred, spread of rumors, fictions about the USA, first of all - and the fictional or real negatives more large -scale and scandalous, the more willing to be spread, impressed, and they are impressed ...

One of our tourists, trying to condemn the United States, could not get the same from the guide. She persistently, but “diplomatically,” went away from the answer, obviously, not wanting to upset our tourist, realizing that he would like to hear, but also did not want to assume him, since this would not correspond to the truth ...

An interesting, almost significant observation. After some time in China, you catch yourself on the desire with all the Chinese to say hello, wave your hand in greeting, as soon as one of them looks in your direction ... This caused an immediate response! Friendly smiles, waving your hand will accompany you until you hide, as they say, “around the turn” ... Especially adolescents and young people who are eager to talk with you in ... English, since now in Chinese schools the English language has become mandatory ... Try it, “in a vibrant”, behave yourself, getting helpless with everyone ... Therefore, only stepping into the native land, the habit acquired in China It disappeared ...

The Chinese love and take pictures with tourists. If you take a picture of the child, the “joy and happiness” of their parents really “there is no end”. A child in China is a "sun." Practically this is a nationwide term. Chinese children bathe in love and attention from adults. Therefore, attention to children from foreigners conquers them. Tell me something pleasant about the child, take a picture of him on your camera-and you will give your parents an unspeakable joy ... After all, in China, traditionally a large nation, a law on a single-defined family is in force. For the second child - a fine of $ 30,000! Only very wealthy people in this way can “buy” the right to a second child. And to give birth and not to pay is not for the Chinese mentality ...

Observation of children, the attitude of parents and against the backdrop of the observed Chinese realities led to the appearance of my thoughts, which I showed interesting and promising for further understanding. Наша группа оказалась достаточно корректной, и практически никто не задавал гидам «неудобных» вопросов, мы не вступали в дискуссии по щепетильным для них проблемам (ни о социализме, ни о Мао, например), не пытались возражать… Мы начинали откровенничать, когда они сами задавали нам вопросы, что естественно. Когда мы оказались достаточно свободными, возвращаясь однажды пешком от достаточно далекого объекта, мне один из гидов задал вопрос, что я думаю о будущем «китайского социализма». И после продолжительного монолога, последовавшего затем диалога, очень дружественного, я привел его в шоковое состояние своим вопросом, вернее, моим же ответом на него. Я спросил у него, историка по образованию, подозревает ли он, кто является самым реальным и опасным противником социализма в Китае? И сделав паузу, огорошил его тем, что назвал таким противником Мао… Кто инициировал закон об однодетной семье, запретив иметь больше одного ребенка? А что это значит в далекой и даже среднесрочной исторической перспективе, когда вся нация, исторически одномоментно становится однодетной? Получается, с одной стороны, вся «многодетная», так сказать, любовь родителей, дедушек-бабушек сваливается на одного ребенка, который тут же становится «солнышком», и это не в виде исключения, а в общенациональном масштабе , то есть для подавляющего большинства китайцев… И отсюда, во-вторых, что станет с психологией китайцев через несколько десятков поколений, через 50–100 лет, тех китайцев, которые в детстве были единственным «светом в окошке», «солнышками», индивидуалами, эгоистами, невиданными в многодетных семьях китайских традиций, столь восприимчивых к идеям коммунизма Мао?.. А отсюда, как эти будущие индивидуалисты будут воспринимать эти идеи коммунизма, особенно в их восточной, маоистской интерпретации?.. Единственным ответом моего собеседника был встречный вопрос, как бы в пространство и к самому себе: «А что делать?..» И этот вопрос еще более усугубляет ситуацию с перспективами китайского социализма. А в условиях рыночной экономики, бурного развития частной собственности, особенно малого бизнеса, конкуренции, индивидуализация китайского общества набирает новые обороты.

А вопрос «Что делать?» драматичен тем, что если бы не было запрета на второго ребенка, Китай, а с ним и весь азиатский (и не только!) континент ожидали бы перенаселение (и сегодняшний Китай в этом плане не подарок!) в огромных масштабах с непредсказуемыми последствиями и для самого Китая в целом и для маоизма, политического режима в стране, в частности…

…Итак, ответственность руководителей за то, «чем и как их слово отзовется», чем в будущем обернутся сегодняшние кампании против своих политических противников внутри нашей страны, против инакомыслящих, возрождение атмосферы подозрительности, доносительства и т. д., насаждение враждебности по отношению к передовым странам мира, наша агрессивность и скандальность, – все это и многое другое может снова превратить нас в замкнутое железным занавесом маргинальное образование, малопонятное и опасное для окружающих и для самих себя…

Часть 2. Из Китая в Россию

Непричесанные дорожные размышления о «болевых точках» нашей жизни. Увиденное, услышанное, прочитанное в Китае будоражит ум, волнует… Находящиеся прежде в устойчивом сцеплении мысли и чувства получают животворную встряску, обретают новую степень свободы для анализа, осмысления полученной новой информации, для поиска новых смыслов и их новых сочетаний…

К вопросу о постепенности, поэтапности формирования, построения (эволюционного развития; перехода к…) институтов гражданского общества, демократии…

1. «Получение» гражданского общества, демократии в «готовом виде», или даже их формирование, построение, – но сразу, в «чистом», зрелом, работающем виде, – это, разумеется, идея фикс…

Отсюда вопрос – насколько долгим, трудным может быть путь, сам процесс движения, формирования реальных, базовых гражданских, политических институтов новой России? И насколько ожидаемые трудности будут результатом объективных общественных, социально-экономичес-
ких причин, а насколько – субъективных , таких как, например, нежелание чиновников всех уровней поступаться своими привилегированными командно-распределительными полномочиями, властью…

2. ...Решающей движущей силой (базой, основой…) становления гражданского общества, демократии на современном этапе существования цивилизации является экономика рыночного типа, обеспечивающая рост жизненного уровня людей как необходимого условия не только установления гражданских, демократических институтов, но и их дальнейшего устойчивого и эффективного функционирования, укрепления, совершенствования.

Как говорится, «голодный не может быть свободным», ему непонятна и не нужна демократия, конструктивная, созидательная активность. Устойчивая, эффективная и долговременная демократия в бедном обществе не была возможна никогда в прошлом и вряд ли возможна сегодня без реальной помощи извне, в том числе и в виде примеров множащихся успешных демократий в мире…

Что касается экономики, то в ее основе – непрерывно развивающаяся, совершенствующаяся промышленность; малый бизнес; свобода предпринимательства; competition; процветающий и множащийся средний класс; открытость и т.п. Отдельные страны, регионы, а в перспективе весь мир, превращаются в единое экономическое пространство, открытое, свободное, взаимосвязанное, взаимозависимое, взаимонеобходимое.

3. Такие же черты, качества постепенно приобретает – и это также объективно – политическая сфера , закономерно отзываясь на неотвратимые вызовы экономической и социальной сфер, побуждаемая ими. Открытой, и продолжающей открываться, становиться глобальной, экономике необходимы и соответствующие общественные, социально-политические условия с теми же характеристиками – открытости, индивидуальной, общественной, хозяйственно-экономической свободы, конструктивных социальных отношений, исключения внутренних и внешних угроз, рисков, опасностей, обеспечения гражданского мира, единства, целостности человечества…

4. «Есть разница между грубым отвержением «устарелой традиции» и попыткой понять изнутри, почему традиция веками скрепляла нацию и была общей для всех.

И что-то сходное есть в наших отношениях с вещами. Вы покупаете новую вещь и думаете, что избавились от старой? Очень точная модель того, что происходит у нас в стране – во всей общественной жизни, государственном строительстве, в социально-политической, экономической сферах, в СМИ, в характере отношений человека, общества и государства… Везде, все в большей степени, угадываются черты, признаки старой советской модели, причем – худшие из них. Они возвращаются, возрождаются – энергично, напористо, агрессивно… На «витрине» нашей системы – современное словесное оформление, а в недрах – старая деструктивная суть, некая модернизация наоборот… Вот в таком виде продекларированные на съезде Единой России, казалось бы, нестыкующиеся консерватизм и модернизация действительно совпадают, т. к. для российской консервативной мысли всегда были неприемлемы проведение реформ, затрагивающих, в конечном варианте, суть существующей системы власти. Лозунг «главное для власти – власть» снова стал актуальным…

5. КАК ПРОИСХОДИТ ПРЕВРАЩЕНИЕ ЗАКОНА «В ДЫШЛО»…

А вот как:

– это выборочное, произвольное применение ( использование ) закона…

– провозглашение и утверждение принципа ДИКТАТУРЫ закона, что означает, что не закон будет существовать для человека, для людей, а наоборот, человек, люди будут существовать для «закона», т. е. для тех, кто распоряжается законом, применяет его, от его имени выступает, использует его по своему субъективному разумению и в своих особых, узкоэгоистических интересах… И в результате «диктатура закона» неизбежно, рано или поздно, превращается в диктатуру, господство людей, прикрывающихся именем закона, постепенно, но неуклонно девальвируя закон… В конечном итоге на смену закону и законности приходит субъективная воля тех, у кого в руках власть, богатство и сила. Наступает произвол, диктатура, разновидности авторитарно-тоталитарных политических режимов, благоприятных условий для беззакония, произвола, насилия, террора, репрессий и, соответственно, к очередному застою, деградации, стагнации с очень предсказуемыми катастрофическими последствиями для человека, общества и государства...

Власть становится «неправильной», коррумпированной, заботящейся о своих корпоративных, властных, экономических и политических интересах…

Именно вследствие попыток установления и осуществления на практике диктатуры закона, самому закону, ключевому принципу правовой государственности (принципу правового равенства, одинаковому отношению всех к закону, а закона – ко всем), приходит закономерный конец.

Политики, чиновники, рядовые граждане толкуют законы, руководствуясь при этом не сутью самих законов, а тем, как их обойти или как использовать тот или иной закон в конкретный момент, по конкретному делу, в своих узко эгоистичных интересах… Закон из универсального средства упорядочения общественной жизни всех и каждого, разрешения возникающих противоречий, конфликтных ситуаций и т. п. превращается в орудие произвола, злоупотребления в корыстных интересах тех, кто имеет к нему доступ, кто им распоряжается, от его имени выступает, его, якобы, защищает…

6. Нарушаются и фактически отменяются ключевые правовые принципы:

– обязательности для всех, кто подпадает под действие права…

– правовой справедливости…

– правового равенства…

7. Возвращение, возрождение агрессивной социальной демагогии, спекуляции на реальных и мнимых ценностях; схоластики, софистики, – посредством всего этого все еще удается достаточно успешно манипулировать сознанием и поведением людей…

What to do?..

– На голодный желудок – какая демократия, какая свобода?..

8 . Следовательно, необходимы?..

– Максимальная экономическая активизация населения;

– Максимальная свобода хозяйственной деятельности большинства;

– Максимальная защита собственника и частной собственности;

– Культивирование уважительного к ним отношения на всех уровнях общества... Ибо только гражданская и экономическая свобода и благополучие большинства, самодеятельность членов общества и их групп являются залогом того, что гражданское общество, демократия и правовые институты будут востребованы по их назначению и для них в этом обществе будут в возрастающей степени формироваться, совершенствоваться объективные условия, а у общества появляется шанс на развитие и процветание, на устойчивое повышение жизненного уровня населения, гражданских и хозяйственных прав и свобод людей, их безопасности…

9. Однако…

За долгие десятилетия социализма в нашей стране люди потеряли необходимые внутренние потребности, навыки частной собственности, собственников, соответствующую культуру предпринимательской деятельности, устойчивые мотивацию, заинтересованность в ней, готовность, способность, любовь, творческое отношение к самому процессу практической деятельности, конкретные навыки, умения, знания, а также соответствующие положительные эмоции, настроение, желание трудиться… И все это, как и многое другое необходимое, на фоне и в условиях гарантированной правовой, социально-политической, экономической и моральной поддержки и защиты государства, уважения и всемерной поддержки на индивидуальном и общественном уровнях – со стороны населения, всех гражданских институтов, общественно-политических организаций, партий, движений, т. к. «до тех пор, пока население России не приобщится к культуре, уважающей достоинство личности, индивидуальную ответственность и частную собственность, кризис будет углубляться – несмотря на то, в чьих руках находится власть». Сказано давно, но такое впечатление, что Петр Струве сказал это, давая оценку именно сегодняшним российским общественным, политическим, экономическим, социально-психологическим реалиям.

Представитель общественной организации поддержки малого и среднего бизнеса «ОПОРА России», член Общественной палаты РК Сергей Изъюров: «Президент… не раз говорил о том, что государство должно обеспечивать комфортные условия для предпринимательской деятельности, однако на практике мы сталкиваемся с тем, что власть чинит препоны развитию бизнеса» (Молодежь Севера, 30 ноября 2009 года, с.2)…

…Итак, необходимы максимально возможные благоприятные политико-правовые, социально-экономические, гражданские и другие эффективные условия субъективного и объективного характера, для свободной предпринимательской деятельности максимального числа граждан... Подобные создаваемые условия должны быть гораздо более надежными, эффективными, масштабными, чем в странах Восточной Европы, в Китае, именно потому, что атрофия частнособственнических «органов» в головах, душах и теле людей, управленческих структурах, у общества в целом, соответствующей культуры в нашей стране, гораздо более застарелые, «запущенные», чем у большинства стран и народов, которые также «принуждались к коммунизму»… Ну, а о сравнительных масштабах коррупции, поборов с бизнеса, взяток, откатов можно лишь предполагать… Наша страна, видимо, превосходит в разы весь бывший соцлагерь, что создает огромные преграды для всех необходимых у нас демократических реформ.

Так что и как необходимо предпринимать, создавать, организовывать, вместе с освобождающимися гражданами, чтобы возрождалась и стимулировалась «убитая и утоптанная» частнособственническая «жилка», заинтересованность, готовность увлеченно и самоотверженно трудиться, творить и вести свое дело?

Пока что кажется ясным одно. Например, применение сингапурской модели, в условиях которой бизнес получает максимум свободы при сохраняющемся очень жестком авторитарном политическом режиме, заведет нашу страну в очередной исторический тупик, т. к., в полном соответствии с нашими традициями, бизнес будет и дальше давиться поборами, грабежами, а власть, в условиях неизбежно ухудшающейся экономической, социальной, правовой ситуации, будет становиться все более жесткой и жестокой…
