The Arkhangelsk region is excluded from among the regions - participants in the experiment on the transition from September 1 to social norms of electricity consumption. This decision was made by the Ministry of Regional Development.
According to the deputy head of the regulation department in the electric power industry of Nikolai Rasputin, the main argument against the inclusion of Pomerania in the pilot project was the increase in the electricity tariff for the population by 16%.
“The introduction of the social consumption rate in which everything that will be paid at a higher price would cause an additional increase in the expenses of the population for electricity,” Rasputin explained. The representative of the agency noted that in the Arkhangelsk region the already highest in the north-west tariff for electricity for the population and other consumers.
According to the regional agency for tariffs and prices, the supply of electric energy has remained the last communal service, where industry still pays for the population. In particular, enterprises and organizations of the region annually send 1.8 billion rubles from their budgets for these purposes. However, if you cancel the so -called "cross subsidization" at a time, then the tariff for the population can grow significantly. To reduce the burden on industrial consumers and simultaneously containing payments growth for the population, the Ministry of Regional Development of Russia and proposed to introduce social norms of electricity consumption. As for the cost of electricity in excess of the norm, it should be brought to a economically reasonable level in three years. It is assumed that from July 1, 2014, social standards for electricity consumption will be introduced everywhere.
