Corruption as a progress engine

Corruption - this word sounds in the media as a marker of the main problem of Russia. Politicians consider it a good tone to regularly swear in the adherence to the struggle with her. However, according to my observations, the more they fight with her, the more difficult it becomes to work. The barriers in the path of corruption turn into barriers to work.

And I have a suspicion that measures of combating corruption give more damage than saving. A. Nevzorov spoke very accurately about this:

"A bribe today is the only real engine of any processes in the country. Alas, it is precisely the desire of officials to enrich that is the very incentive reason to build and develop something."

An honest Russian official with a finger will not hit the finger to move the matter forward. And then a path situation is possible: they don’t take money, because Honest, but without money do not work, because Smart. And at the slightest risk associated with the departure from the instruction or taking responsibility to yourself, a natural decision: nothing to do.
