Last weekend, he met a friend who for a long time got rid of his spent batteries, giving them to me, and I, in turn, sent all his batteries further on his acquaintances of environmentalists. These were still the times when no license was required to collect batteries, and organize a battery acceptance point in any organization - this was part of the eco -style. Now he throws absolutely all the garbage into a completely ordinary green container, in one of those in this photo:

The management company in his house does not accept the spent batteries, and energy -saving lamps, too. There is no question of separate collection of plastic there.
My stories that plastic should be discharged separately, that this reduction in energy consumption in production, that it prevents the pollution of the oceans, was met by its stubborn and consistent counterargument: “Nobody shares it, and I will not share either” ; “I won’t go for ten quarters to look for a container to throw one plastic bottle” ; “This is also not interesting to the authorities and in our country there are even no mechanisms for stimulating people to separate garbage collection.”
Actually, in this conversation, three main tasks in the field of waste processing were formulated on the move, which, it seems to me, must be very actively solving:

What is happening in our Arkhangelsk region.
Regarding educational work in our region, it is, and here it is impossible not to thank local ecologists. But. This work is not that it is not enough, just all these loud words about the need for separate waste collection “do not lie down”, there is no infrastructure in the region.
Imagine, so I sorted the garbage, divided it into all types of packaging materials that they exist. And then what?
In Arkhangelsk, of course, there are containers of AMPK (Arkhangelsk garbage processing plant). This is the only enterprise that is systematically going towards not only companies with multi -toned waste, but also to any simple resident of the Earth. And it’s nice that Arkhangelsk is moving in terms of the accessibility of separate gathering for each person. But even the AMPK does not accept all types of plastic and, for example, does not accept the packaging of the Tetra Pak at all. That is, significant volumes like processed garbage will still go to a landfill.
In Russia, plastic does not apply to dangerous waste, and when it turns out there is still no answer.
Another thing is the battery, they have long fallen under legislative regulation, but it was not for nothing that again a license was needed to handle this type of waste.
I’m calling the management company to find out where you can still throw the batteries. For some reason, I am redirected me to the dispatch. The control room is offered to call the management company. It became clear that the problem is simply ignored. I try not to close this closing circle. As a result, the dispatcher nevertheless managed to find out that they really constantly receive the appeals of residents about the batteries and about energy -saving lamps.
Here it is worth paying tribute to citizens. They still try to throw out dangerous waste separately. But they simply cannot realize their civil duty.
By the way, according to energy -saving lamps, there is even a separate government decision:
“... Consumers of mercury -containing lamps, employers, users of premises in apartment buildings, collecting and placing spent mercury -containing lamps are provided by persons who manage apartment buildings on the basis of the premises of apartment buildings of the management agreement ... and so on ”

That is, the management company, which ignores the appeals of eco -conservative citizens, simply violates the law. And this is throughout the city.
In fact, management companies can be understood. Where are they with these batteries?
It turns out that there should be another organization that will collect these batteries for all houses and transport them to the processing site. It should also be an enterprise that is engaged in the processing of batteries, and it should be preferably located as close as possible. And where is our closest enterprise?

In conclusion about what role the state can play.
Federal Law No. FZ-89 “On Waste of Production and Consumption” provides for the introduction of non-passing environmental fees paid by manufacturers or importers of goods.
Does this fee apply to batteries? Let's just say it should.
Of course, in some regions, the Arkhangelsk region is not an exception, there are still many problems with the territorial waste management scheme. Of course, it all depends on the federal policy in the field of waste processing, because there is no separate “battery tax”.
It remains to hope that the most rational decision will be made, which will most effectively solve the problem being created and will not create new environmental problems. Money will be spent wisely. A business will appear, and it will be a profitable business that will take care and disposal of batteries.
It is hoped that in the Arkhangelsk region the issue of the disposal of batteries will not bypass. Otherwise, the fate of the battery in Arkhangelsk will remain the same group of containers for general garbage depicted in the above photography.
